According to our records, the courtesy notice has not resulted in abatement or correction of the accumulation of junk in public view. Your failure to eliminate the stated violations are cause for the issuance of this formal warning notice. As of this date, our records indicate that the following violations to the Butte County Code still exist: Butte County Code, Chapter 24, Section 24-95 - The AR (Agricultural Residential) zone does not "specifically authorize" large accumulations of junk. The storing of more than 100 square feet of "junk" on a parcel is one of the items used to determine that a "junkyard" condition exists. A "junkyard" is not an allowed use in the AR zone without a Use Permit. "Automobiles and other vehicles, dismantled, in whole or in part" are considered to be "junk." Chapter 11, Section 11-4 forbids people, whether at a licensed junkyard location or not, from storing junk in public view. The determination that these violations exist on the property is based on the following definitions in the Butte County Code: Butte County Code, Chapter 24, Section 24-305.240 -Junk. Any worn-out and discarded material in general that may be turned to some use including, but not limited to, any old iron, wire, copper, tin, lead, rags, paper, bags, lumber, empty bottles, bones, parts of bicycles, tricycles, baby carriages, automobiles, and other vehicles, dismantled, in whole or in part, kept, stored, located, situated or piled in public view, and all other similar personal property ordinarily defined and classified as "junk" kept, stored, located, situated or piled in public view and not screened from public view by a fence. Butte County Code, Chapter 24, Section 24-305.451 - violator. An adult owner, tenant, occupant, resident or other person having possession, control or any other ownership interest in or the right of access to the premises, who is suspected or alleged to have violated or to be in violation of any Butte County Code provisions of the Chapters specified in Butte County Code Section 24-305.451. The dwelling is a one story, wood frame structure with wood siding, partial raised floor and partial slab floor. 'The roof covering on the raised floor portion of the house is composition shingle while the roof covering on the slab floor portion of the house is a hot mop roof due to lack of slope. The dwelling is served by a public water supply and sewage disposal is by septic. tank, leach line system. The Department recommends work to be completed as included within the Rehabilitation - Work Specifications dated May 26, 1993. The following items are required to comply with minimum requirements of the California State Housing Law. 1. Provide a smoke detector within each sleeping area and hallway or other area adjacent to a sleeping area. Connerly and Associates July 12, 1993 Page 2 2. Provide a pressure relief valve for the hot water heater. 3. Provide appropriate and approved vent pipe for water heater. 4. Replace any deteriorated underfloor area in or near bathroom. 5. Provide egress windows for both bedrooms. 6. Replace rear porch, steps and railings. Piers for newly constructed porch and stairs shall be at least five feet from existing septic tank. 7. Secure, permit for and install 100 feet minimum- of standard trench leach line. 8. Adequately cover and protect exposed wiring found in laundry room and above rear porch. All repairs, reconstructions, replacement or patching shall be completed to the extent necessary to result in a finished product. This may require new materials. Inspection permits shall be obtained as required.
