Dept. 7 County Center Drive Oroville, CA. 95965 Dear Michael: Received this portion of a letter and statement yesterday from Mr. Hewitt that included exorbant costs to date which I had anticipated for all the time and care, plus his correspondances with me by phone and updated letters pertaining to progress and non -progress on the job by Integrity Homes and associates. Thought you and your staff might get a little chuckle from the copy. The best way to describe these people contrary to their DBA Integrity Homes is sinister. Our plans last year was to sell our home in San Luis Obispo County and get away from ranching and farming practices, since old age caught us and needed to move. So I bought the lot up at Kelly Ridge in October 1998, and decided to have a Manufactured Home installed, move in and take along my boat to spend the rest of my years fishing in Lake Oroville for some of those big puppies. So I proceded to coordinate the assignment that I levied upon myself, but never anticipated running into a bunch of liars, cheats, crooks, and frauds. I thought after WWII was over and I went home, that all these corruptive nuisances were disposed of. After giving this matter some serious thought, I have come to the conclusion that our enemies were not those from abroad, but instead the people in this country. Horrible as it may appear, it is true. After they took $4000 from my wife 14 December 1998, and told her that the home would be ready to move into by 2-1-99, 1 thought this was great. Therefore we then predicated all our plans around this date: closing escrow on our sale, get ready to pack everything in boxes, strip all the walls of pictures, setup moving arrangements with the mover, start buying plants and trees for landscaping, take up some fencing materials to control our dogs (kids), all of which was done this past January, and unfortunately living like tramps ever since. Damn near had a stroke in a doctors office in Bakersfield 5 February 1999 with a blood pressure up to 195 (165 being serious). Been taking 3 new perscriptions for anxiety, stress, migrane headaches, plus a side backup should a heart attack occur. Never had any of these complications until this mess with Integrity came about and my wife is also being taxed with pressures in a similar respect. I continually keep asking myself; there must be someone, somehow, or somewhere that I can reach and ask for assistance but I am stymied. I am being accused of prying into affairs that don't concern me by Integrity and I believe your people are getting a touch of their raunchiness and discomfort also. This home was ordered prior to the first of this year From Champion Builders Plant in Lindsay, CA., went on the production line 1-8-99, and completed 1-16-99 and ready for shipment but cancelled by Integrity for a later date. I always kept on top of everything, and after being lied to on numerous occasions by all affiliated with Integrity Homes, I thought it would be best to retain legal assistance, being we are 400 miles away from Oroville. The first order prior to starting a job is to post the building permit in view for the inspector and evidence to the public that a permit was legally issued. The permit had never been posted, a sanitary unit never on site for workers, (complaints by neighbors) debris scattered (poor housekeeping policy), nonconformity to Cal OSHA. Page 2 As I have told my wife of 53 years back in January, I don't know if I'll be around to make this move or not. Since February, she has made two different trips to break away from all this nonsense. I now dread to make that long trip should the move ever occur. Diann from Integrity called me up a couple of months ago, inferring that PG&E has adopted a new policy in the last year or so, stating that all new customers now must pay a $2,000 hookup fee. I told her that I would call the PUC in Sacramento but instead called PG&E in Oroville, spoke to Julie Seigler and she said there is and never has been any such charge by PG&E and sent me a letter indicating Diann's statement and request to be totally false. This is a criminal offense involving fraud and nobody stops this; what has this country become? Incidentally, I have paid legal bills to date that total amost $2,500. The drastic thing about the whole thing is the DBA (Integrity) which means; fidelity to moral principals, honesty, soundness, and completeness. Integrity has now retained a local attorney (Hendren), so now this is turning into a fiasco. I honestly believe the Butte County District Attorney's Office should be called in to help settle all disputes, otherwise this could easily become very nasty. We have been and currently are paying interest on construction draws that show no light at the end of the tunnel. Integrity had us go to Bidwell Title Company to sign all documentation including a blank dead of trust to convey title to Integrity Homes, Inc., but not recorded in the event we backout of the deal. All documentations were directed to Bidwell Title Company by Integrity Homes., Inc., and we were never given time to read, review, or have all information explained to us by the escrow officer, but she merely put the entire stack on top of the counter and told us to sign them. It appears that unethicle business practices are becoming common throughout the Butte County region, where nobody can be trusted. Yes, we are definitely in a total state of frustration, or perhaps now caught in the well know national disgrace of senior citizen discrimination of which is escalating rapidly. If as indicated, that only the under ground utilities have been written off to date on the inspection card as specified by Kuykendale to Hewitt, then the foundations and everything else that has been covered and installed is illegal. The last call was from this morning, after I had visited the worksite before coming to work, and seeing three (3) actual workers on location. I received a telephone call shortly thereafter from Phil Kuykendale, who said the "County is holding my feet to the fire" on this one "because of Mr. Barrick's visits to them and asking questions." I objected. In fact, I raised my voice and told Mr. Kuykendale that the only questions that were discussed were questions that the County's inspector's had raised to you, not the other way around. Additionally, I told Mr. Kuykendale that I had been to the property regularly during the month of May and had seen only one or, at most, two workers on site at any time, and that I am told by neighbors that his workers stay only for an hour or two and then leave, not to return until one or two days later. Mr. Kuykendale took objection to my statements and said that any delay was caused by the rain or by problems caused by his engineer's drawings, and that these were being corrected to the satisfaction of the County: I then, again, asked for a photocopy of the punch list, but he said that there were only two items checked off: Sewer and water. I told him that no disbursements would be made until after we had a copy of the County's approval of the work and we had an opportunity to inspect the property. He agreed, but again said that they could not work on the site .until May first, and that they were working as hard as they can.
