The resultant force on the 31 retaining wall is nearly centered under the 31 wide footing. The overturn factor is -206. The UBC code section 2907 has a formula for depth of foundation and it ,.was .much less than the 'code minimum of 1811 for a 2 story structure. There are no problems with the 2 changes of lowering the first floor 11-111 and lower the retaining wall.
