(4) October 6, 1980 --Letter from owner indicating intent to comply and that hh would be trying for a temporary use permit for the travel trailer living while constructing the home. (5) October 20, 1980 --Letter from the Department of Public Works to owner requesting compliance. (6) October 28, 1980 --Letter from the Health Department to owner requesting compliance. (7) April 2, 1981 --Registered letter from the Department of Public Works to owner requesting compliance. (8) May 5, 1981 --Letter from owner indicating he had complied, property no longer being occupied. (9) May 13, 1981 --Building inspector verified barn living and travel trailer living discontinued. (10) May, 1981 --Owner received building permit refund as he decided not to construct new home. (11) July 20, 1981 --Letter to Board of Supervisors requesting zoning change. (12) July 23, 1981 --Building inspector found septic tank installed without leach lines and what appears to be a mobile home pad partially installed. No permits on record and no mobile home utilities on site. I believe it is quite evident from above resume that Mr. Schliesmayer knew from January of 1980 that mobile homes were not permitted in an A -R zone and in my opinion there is no basis for rezoning for the reasons stated in his letter of July 20, 1981. Persons contacted.on site indicated they were not occupying the structure. A follow-up inspection on October 16, 1980 revealed the structures are in fact occupied, without an approved domestic water supply or sewage disposal system, and with an illegal electrical service. The structure is in poor repair, posing health and safety hazards to the occupants. .The Public Works Department indicated conversion of the building to a residence was done.: without ret:iuired. permits and inspections. These conditions are in violation of the State Housing Law Regula- tions, and the Butte County Code. To comply with these laws, cease and desist occupancy of 'these structures at once.
