Box 1969, Chico, CA 95927 Date of inspection: February 9t', 2005 Purpose of this report: k This report addresses mitigation requirements for home -site development because of the presence of Blue Oak trees (Quercus douglash) found on this lot prior to the building of a new single family home. Address of the site containing the trees: This is APN — 069-620-011, or Lot 11 located within "The Ridge" subdivision. Methods, techniques used in the inspection: A field inspection was made of the mature Blue Oak trees within this parcel in relation to the building site. Available survey markers on the property were used as reference points. An aerial photo overlaid with an outline of the parcel from the subdivision map was also utilized for locating the trees. Synopsis of inspection of the mature Blue Oak trees of this lot: Botanical Name: Quercus douglasii Common Name: Blue Oak Total number of mature Blue Oak trees originally on this lot: 6 Trees to be preserved on this parcel: 2 Trees removed on this parcel: 4 Height: 25' to 40' Canopy Spread' 15' to 30' These trees generally appear in a healthy, natural state though there are old cavities in some of them because of previous impacts. Some limbs have been removed more recently. It is worth noting that the canopy spread (or drip -line) of these trees averages less than a 40'radius. Nonsignificant pests or diseases. were observed, and no noteworthy wildlife matters such as nesting hollows, or raptor nests were found in these trees within this lot. Discussion of available options: Could the proposed construction be practically altered to retain any tree(s) identified for removal? No. The lot is too small to substantially alter the building plan. If pruned, could any tree(s) remaining near construction be preserved? Yes. If pruning any tree(s) remaining (found to be too near the processes of construction) seems a viable alternative (favoring preservation), scheduling for pruning with the Certified Arborist involved in this project is an option. Mitigation's The developer is advised to comply with all mitigation measure requirements: "Each tree to be preserved shall be surrounded by a circular zone (minimum 40 - foot radius) identified by an orange fence during construction activities. If any private and public subdivision road easement interferes with a 40 -foot radius, the radius can be reduced to accommodate the easement. No vegetation removal, soil disturbance, or other development activities shall occur within the fenced area" (Mitigation Measure #11, BCDDS). The developer is advised to have placed protective, orange plastic fencing at a 40' radius from the main trunks of all mature Blue Oak trees remaining in this lot. Mature Blue Oak trees, (which are those over 4 inches in diameter at 4 feet above the ground) remaining will be preserved by this means as.a mitigation measure throughout construction. The attached aerial photo, which is overlaid with the boundaries of the lot according to the subdivision map, has these trees circled in orange. The attached parcel map is provided for added. reference. Any mature Blue Oak trees that are identified for removal on this lot will have an orange Xthrough them on the attached aerial photomap. Every mature Blue Oak tree removed during construction activities "shall be replaced on a 3 -to -1 ratio, utilizing existing oak tree stock" (Mitigation Measure #11, BCDDS). The developer is advised to collect a sufficient quantity of Blue Oak acorns found in the subdivision, and then have them planted during February in an ecologically suitable location. If planted much later, the young seedlings may not develop a deep enough taproot to survive summer conditions. In order to help these seedlings survive once planted it is advised that all annual, non-native grasses nearby be cleared regularly during all the spring months until June. Planting native perennial grasses such as Purple Needlegrass (Stipa pulchra), and Western Ryegrass (Elymus glaucus) also in association with Blue Oak seedlings may help enable them to survive dry summers by enhancing soil moisture conditions. It is suggested also that an additional stock of these seedlings be grown in a nursery with expertise in native flora, and then offered freely to the purchaser of the home built on this parcel—or otherwise planted. Mulching seedling Blue Oak trees with oak leaf -litter will enhance their survival. The Coroner shall be immediately contacted should human remains be discovered. Re -commencement of construction shall only occur with approval of the Planning Division. 14.
