Purpose of this report:
This report addresses. mitigation requirements for home -site development
because of the presence of Blue Oak _trees (Quercus douglasii) found on this lot
prior to the building of a new single family home.
Address of the site containing the trees
This is APN — 069-6207-014, or Lot 14 located within "The Ridge" subdivision.
Methods, techniques used in the inspection:
A field inspection was made of the mature Blue Oak trees within this parcel in
.relation to the building site. Available survey markers on the property were used
as reference points. An aerial photo overlaid with an outline of the parcel from the
subdivision map was also utilized for locating the trees.
Synopsis of inspection of mature Blue Oaks on this lot:
Botanical Name: Quercus douglash
Common Name: Blue Oak
Average height: 25' to 35'
Average age: 95 to 150 years.
Average.canopy spread: 15' to 30'
Total Blue Oaks (excluding pines) originally on this lot: 7
Total to remain on this lot: 3
Total Blue Oak trees removed on this parcel: 4
These trees generally appear in a healthy, natural state though there are old
signs of previous impacts from years ago. Some lower limbs have been removed
more recently. It is worth noting that the canopy spread (or drip -line) of these
trees averages less than a 40'radius. No significant pests or diseases were
observed, and no noteworthy wildlife matters such as nesting hollows, or raptor
nests were found in these trees within this lot.

Discussion of available options:
Could the proposed construction be practically altered to retain any tree(s)
identified for removal?
No. The lot is too small to keep the construction far enough from these trees.
If pruned, could any tree(s) remaining near the construction be preserved?
Yes. Pruning could mitigate the effects. of impacts to the trees that remain.
Mitigations:
To preserve these Blue Oak trees, the developer is advised to comply with
BCDDS mitigation measure requirements closely as possible: "Each tree to be
preserved shall be surrounded by a circular zone (minimum 40 -foot radius)
identified by an orange fence during construction activities. If any private and
public subdivision road easement interferes with a 40 -foot radius, the radius can
be reduced to accommodate the easement. No vegetation removal, soil
disturbance, or other development activities shall occur within the fenced area"
(Mitigation Measure #11, BCDDS). Proper pruning of trees that are to remain
may also enhance their survival.
The attached aerial photo, which is overlaid with the boundaries of the lot
according to the subdivision map, has those trees to be preserved circled. The
attached parcel map is provided for added reference. Any. mature Blue Oak trees
that are identified for removal on this lot will have an X through them on the
attached aerial photomap. Only mature Blue Oak trees over 4 inches in diameter
at 4 feet above the ground are subject to mitigation requirements. Mature blue
oak trees removed during construction activities "shall be replaced on a 3 -to -1
ratio, utilizing existing oak tree stock" (Mitigation Measure #11, BCDDS).
The developer may collect for mitigation a sufficient quantity of Blue Oak
acorns found in the subdivision, and then have them planted during the rainy
season in an ecologically suitable location set aside as a mitigation bank. If
planted too late in the year, the young seedlings may not develop a deep taproot
quickly enough to survive summer heat. Giving planted saplings water in summer
could result in the trees dying because of oak root fungus. Planting native
perennial grasses such as Purple Needlegrass (Stipa pulchra), and Western
Ryegrass (Elymus glaucus), to grow in association with Blue Oak seedlings may
yet enable them to survive dry summers by enhancing soil moisture conditions.
Mulching with oak -leaf -litter may enhance their survival. It is suggested that an
additional stockpile of these seedlings be grown in a nursery with expertise in
native flora; these saplings could be offered free for planting to the purchaser of
the home built on this parcel. To prevent oak root fungus, homebuyers should
avoid watering their Blue Oak trees during the summer dry season.

CONDITIONS OF ACCEPTANCE OF SEWERAGE SERVICE
1. In accepting this application, District does not hold itself liable to Applicant for failure to perform any of
the obligations imposed upon it or assumed by it under this application if such failure be caused by -accident, Act of
God, fire,.strikes, riots, war, lack of capacity. in SC -OR treatment/disposal plant or District's lines to handle the
sewage or nay other cause beyond reasonable control of District.
2. Installation of the sewer service line pertinent to this application shall conform in all respects to District's
specifications.
3. Applicant shall secure permit(s) as necessary from the County of Butte prior to doing any work,
including encroachmentpermits when work is within county right of way.
4. Installation of the subject sewer line shall be at the sole cost and expense of Applicant.
5. Actual connection of the subject 'sewer service line to District's sewer mainline shall be accomplished by
District staff.
6. All work shall be inspected and approved by District.
7. This permit is valid for one (1) year. If work is not completed within said year, permit renewal will be
required, together with payment of any increase in capacity fee, connection fee and/or SC -OR Facility Charge.

Under authority of Public Resources Code Sec. 4290, the following checked items are required
by the Butte County Fire Department and made a part of this permit. These requirements are
minimums and may be superseded by Butte County local regulations, which equal or exceed
these standards. Butte County Building Inspectors will make compliance inspections.
Driveway Standards
[X] Surface. All driveway surfaces and structures (bridges, culverts and other
appurtenant structures which supplement the roadway bed or shoulders) shall
provided unobstructed access to conventional drive vehicles, including sedans
and fire apparatus weighing up to 40,000 pounds.
[X] Grade. Not to exceed 16 percent unless paved. I
Driveway Radius
[X] No roadway shall have a horizontal inside radius of curvature of less than 50 feet
and additional surface width of 4 feet shall be added to curves of 50-100 feet E
radius; 2 feet to those from 100-200 feet.
