I LM 611 Oak Tree Plan An oak tree plan is required because the property is part of a parcel or subdivision map, or another type of discretionary permit approved by the County. Before approval of the discretionary permit, the property was identified as having a significant amount of oak trees. This County and others are required to mitigate for loss of oak woodland habitat, which is commonly done through a oak tree plan. The purpose of the plan is to protect existing oak trees and oak woodlands, and to replace those trees that have been removed. The County requires that the plans be prepared by a certified arborist, and to the standard indicated within the note. Individual trees, or groups of trees that are retained as a function, of project design should be fully protected both during and after construction, a root protection zone (RPZ) should be, established using protective fencing. The RPZ should be an area that is 1.5 tomes the distance from the trunk to the drip line. Within this protective buffer, no grading, trenching, fill or vegetation alteration of any kind should be allowed. B. Following project construction, a fact sheet describing the value and area of native oaks should be distributed to all residents. At a minimum, this fact sheet should encourage home owners to avoid unnecessary pruning and encourage except where a safety hazard, the retention of snags. C. Individual trees that are unavoidable lost due to project implementation should be replaced by planting oak seeds (acorns) or seedlings that are obtained from the local genetic stock of the same species. We recommend a replacement rate of 5:1 for trees that are two inches or greater in diameter measured at the breast height (dbh). We recommend a replacement rate of 1:1 for all trees less than two inches dbh. We recommend that every effort be made to retain large oaks. Oak planting should be maintained for a period of 5 years. ' D. A five year maintenance and monitoring plan should be completed for all oak mitigation plantings. The monitoring plan should be completed for all oak R mitigation plantings. The monitoring plan should include appropriate irrigation schedules, as well as criteria for success and reestablishment during the five-year period. Any trees planted as remedial action for failure of any initial planting shall be monitored for five years in a similar fashion to the planting. We recommend a minimum 80% success rate at the end of the five-year monitoring period.
