Maps Permits Add,. 201 Heather Place Danville, CA 94526 May 8, 1984 Mr. Lloyd Smith Supervising Building Inspector Division of Buildings and Subdivisions Butte County Department of Public Works 7 County Center Drive Oroville, CA 95965 Dear Mr. Smith: Subject: Lakepine Center Building Permit #3055-72; Final 8/10/73 Foundation.Permit #2207-72 My wife and I very much appreciate the time you spent with us and explanations you gave us Friday, May 5, 1984, regarding our questions on seven items regarding our Lakepine Center building on Lumpkin Road,. Butte County. I wanted to confirm what we discussed with you.. 1. BUILDING CODES You stated the,following.building codes were in effect and.were law on 4/21/72-8/10/73 for subject permit: (a).The Uniform Building Code of 1970, (b).the Uniform Plumbing Code of 1970, (c) Uniform Mechanical Code of.1.970, and (d) National Electrical Code of 197.1. The building codes in.effect when the building permit was issued are those which must be met'and that codes of subsequent periods (which change.about every 3 years) do not apply to'the'subject building because they were not law when the building was constructed.. 2. RECLAIMED TIMBER We reviewed. -the architect's building plans approved by Butte County Building Department regarding the use of the massive - reclaimed timbers in posts and beams, and it was called for on the drawings. Further,:you stated according to Section.106 of the 1970 Uniform Building Code, the building official.may approve alternate materials. We viewed the photographs of these massive reclaimed timbers that were specified on the plans. These plans were approved at the'time by the Building Department and inspected and approved by Mr. Bock. 3. SOIL We looked at the original building plans which-.showed.the building on original undisturbed soil. We reviewed pictures of :the soil and the foundation in progress. The inspector's reports showed no evidence the building was built on fill. You said that fill in the Mr. Lloyd Smith -2- May 81 1984 parking lot and driveway were acceptable and notin violation of any code. The only -exception is the encroachment right at:`..th.e.°.:edgg at the highway which was built on virgin soil and covered by a separate permit. 4. INSTALLATION OF ELECTRIC WATER HEATER The 30 -gallon electric .water heater equipment was called for in the plans and was installed, inspected and approved according to your records. 5. GROUNDING OF ELECTRICAL SERVICE IN THE BUILDING Section 250-5b of'the 1971 National Electrical Code requires grounding: Grounding can be accomplished either bv.a third wire or by double lock nuts mechanically securing the metal conduit to the service boxes. We informed.you-the latter method of construction was used in the building,.'and this electrical services .was inspected and approved. Telephone and low -voltage intercom wiring is not cove"red by code or inspections. 6. INSTALLATION -OF SHUT-OFF VALVES We reviewed the.plans pertaining to shut-off valves.. Pictures of installation show there is a shut-off valve to.the entire building and one on the supply to'the hot water heater which is all that is required according to.code. ..(Ref.: the Uniform Plumbing -Code, Section 1005, requires a full -way gate valve on each unmetered water supply to the building and a full-way.valve installed on the cold water supply pipe to each water heater..) 7. EXTERIOR ELECTRIC BOX REQUIREMENT According to the National Electrical Code, Page 70-9, the back wall location which is under the roof overhang would be considered a "damp" location and would require a box.approved by UL.for.a damp location or raintight. Where itis enclosed in a 6 -sided box it would improve this to a'"dry' location definition; then an interior electrical box.could be used.. The boxes as'installed on the outside of our building have been inspected and approved. You said that Butte County would stand by its.permits and- inspections-at ndinspections at the time of construction. You stated there has been no building inspection.called for by Butte County Building Department since the final inspection in 1973, nor are there any open complaints against the building from others. r Mr. Lloyd Smith -3- May 8, 1984 Please drop me a note if there is anything in this letter that is not accurate.
