Dear Sirs & Madams;
Enclosed is a one-time conversion request for one parcel owned by Henry (Ted) Runge.
He is a developer and is in the business of buying and selling property. In the future more
conversions will be filed for driveway and septic systems. I have spoken to Shane
Cunningham and this is the way he suggested to handle the conversions that will be
coming now and in the future. Ted is the timber and timberland owner for parcels 071-
520-003, 004, 005, & 006. The intent is to make room for a septic systems and driveways
on the parcels. No merchantable trees will be removed under this operation. Harold Blas
will remove the brush and put in the septic systems. The LTO will also be responsible for
treating the slash generated by the operation to the standards of Section 1104.1(2)(d) of
the Forest Practice Rules.
The exemption area boundaries are flagged in solid pink flagging. Access to the parcel
willbe by the existing roads off Sandy Springs Road. No watercourses are present in the
exemption boundaries. No endangered or threatened plant or animal species were
observed. Habitat for such species was not noted. No archeological sites were observed.
This project is in accordance with Butte County regulations and the Butte County
designee has signed off on its compatible. use. A copy of the notice posted on the parcel at
least 5 days before submission (copy of notice attached, posted (December 28, 2004). A
copy of the notice was sent to owners of record within 300 feet and the archeological
contacts for Butte County (January 3, 2005).
A list of the adjacent property owners are enclosed.

5. The following are limitations or requirements for timber operations conducted under a Less Than Three Acre Conversion
Exemption (Notice, Notice of Conversion Exemption, Conversion Exemption):
A. Timber operations shall comply with all other applicable provisions of the Forest Practice Act and regulations, county general plans,
zoning ordinances, and any implementing ordinances; copies of the state rules and regulations may be found on CDF's Web Page on the
Internet at http:Uwww.fire.ca.gov.
B. All timber operations shall be complete within one yearfrom the date of acceptance by the Director.
C. All conversion activities shall be complete within two years from the date of acceptance by the Director unless under permit by local
jurisdiction. Failure to complete the conversion requires compliance with stocking standards and stocking report requirements of the Act and
board regulations.
D. The timber operator shall remove or dispose of all slash or woody debris in accordance with 14 CCR 1104.1 (a) (2) (D). The timberland
owner may assume responsibility for the slash treatment, provided the landowner acknowledges in writing to the Director such responsibility
at the time of submission of this notice. The specific requirements shall be included with the acknowledgement.
E. Timber operations shall not be conducted during the winter period unless a winter operation plan or in lieu practices required by Forest
Practice regulations are specified within (attached to) this Notice. {
F. No timber operations are allowed within a Watercourse and Lake Protection Zone unless specifically approved by local permit (e.g.
county, city). .
G. No timber operations shall be conducted until the Director's notice of acceptance is received and a valid copy of this Notice and the
Director's acceptance shall be kept on site during timber operations.
H. No sites of rare, threatened or endangered plants or animals or species of special concern shall be disturbed, threatened, or damaged.
I. No timber operations are allowed on significant historical or archeological sites.
J. Within one month of the completion of timber operations, including slash disposal, the timberland owner shall submit a Work Completion
Report to the Director.

Winter Operating Plan
Winter Operations
Winter period means the period between November 15 to April 1, except for the purpose of installing
drainage facilities and structures, waterbreaks and rolling dips in which case the period shall be October
15 to May 1.
Timber operations may occur during the winter period. Any logging conducted during the winter period
will meet the requirements of 14 CCR 934.7 (b) specifically;
1) Erosion Hazard Ming- No winter operations will occur on tractor areas over 50% slope or areas
rated as High EHR. The project area has been rated as moderate EHR and no slopes are over 50%.
2) Mechanical Site Preparation Methods- No site preparation activities will occur..
3) Yarding System (constructed skid trails)- No merch trees to be removed.
4) Operating Period- Tractor operations will only take place during dry, rainless periods where soils are
not saturated (see below for definition). The following definition for "saturated soil conditions" will be
used. Saturated soil conditions means that site conditions are sufficiently wet that timber operations
displace soils in yarding areas or displace road and landing surface materials in ampunts sufficient to
cause a turbidity increase in drainage facilities that discharge into Class I, II, IlI, or IV, waters, or
downstream Class I, II, III, or IV waters that is visible or would violate applicable water quality
requirements.
In yarding areas, this condition may be evidenced by: a) reduced traction by equipment as indicated by
spinning or churning of wheels or tracks in excess of normal performance, b) inadequate traction without
blading wet soil, c) soil displacement in amounts that cause visible increase in turbidity of downstream
waters in a receiving Class I, 11, ffi, or IV waters, or in amounts sufficient to cause a turbidity increase in
drainage facilities that discharge into Class I, 11, 111, or IV waters, or d) creation of ruts greater than
would be normal following a light rainfall.
On logging roads and landing surfaces, this condition may be evidenced by a) reduced traction by
equipment as indicated by spinning or churning of wheels or tracks in excess of normal performance, b)
inadequate traction without blading wet soil, c) soil displacement in amounts that cause visible increase
in turbidity of the downstream waters in receiving Class I, 11, 111, or IV waters, or in amounts sufficient to
cause a turbidity increase in drainage facilities that discharge into Class I, II, III, or IV waters, d)
pumping of road surface materials by traffic, or e) creation of ruts greater than would be created by
traffic following normal road watering, which transports surface material to a drainage facility that
discharges directly into a watercourse. Soils or road and landing surfaces that are hard frozen are
excluded from this definition.
5) Erosion Control Facilities Timing- The requirements of 934.6(a)(2) shall be met which are:
Installation of drainage facilities and structures is required from October 15 to May 1 on all constructed
skid trails and tractor roads prior to sunset if the National Weather Service forecast is a chance (30% or
more) of rain within the next 24 hours, and prior to weekend of other shutdown periods.
6) Consideration of form of precipitation -rain or snow- Most precipitation is in the form of rainfall
but snow does occur in small amounts every few years due to the elevation of the project area is 2,100
feet.
7) Ground conditions (soil moisture condition, frozen)- See #4 for saturated soil definition.
No operations shall occur on snow covered conditions, operations shall occur during dry rainless periods
as described under #4 above and when the soils are not saturated.
8) Silvicultural System -ground cover- The silvicultural system will result in both overstory and
understory canopy retention in the majority of the exemption area. Most of the hardwood and a portion of
the conifers will be left. The reason for the exemption is to put a septic system in place..
9) Operations within the WLPZ- No winter operations will occur within any designated WLPZ or ELZ
zone because no watercourses are present in exemption boundaries.
10) Equipment use limitations- No road or landing construction will occur during the winter period or
in this exemption. Only routine or annual maintenance may occur to roads or landings, also see #4 above.
11) Known unstable areas- No known unstable areas are present in the exemption area, thus no impact
to unstable areas shall occur.

An Exemption for a less than three acre conversion will be mailed to the California
Department of Forestry and. Fire Protection, 6105 Airport Road, Redding, CA 96002,
(530) 224-2445, on or after January 3, 2005 for the Timber/Timberland owner listed
below. The conversion is a one-time change of use from Timberland to a septic system
and driveways. No merchantable trees will be removed only brush and possibly a small
submerch tree.
A copy of this notice will be posted on the parcel at least five days prior to mailing of the
exemption to CDF. Each property owner of record within 300 feet will be mailed a copy
of this notice immediately prior to the exemption being mailed to CDF.
No watercourse is present in the exemption boundaries.
No archeological sites have been identified.
