subject parcel located the existing fence between the two parcels
between 23 and 30 root north of the property I -line as described in
the title reports. This project is an attempt to move the property
line to ,agree with the ;fence line and the historical use of the
properties involved. One row o:f -olive trees is located on the
.3 acre portion to be transferred. Two parcels less than 5 acres
exist immediately across Foothill Boulevard :Cru•,, the subject
Property. Those parcels were created by parcel, map and were re-
duer<el to less than 5 acres when right-bf-way was deeded for
Foothill Boulevard. Several other small -parcels exist approximately

III. DISCUSSION OF ENVIRONMENTAL, EVALUATION
,Summary;
The proposed project it the division of '25.2 acres of land into 4 parcels,;

5.0 acrede6s, 5.0 acres, 6.l acres and 9.1 acres in site for residential -
a ural use, Four homesites will become available. The surrounding
land uses are residential, agricultural and open land. parcel sizes in
the area are 2+oover 40 acres and reflect the rural agricultural character
O} the area. The existing zoning is A-5 and the Butte County General Plan
land use designation is for orchard and Field Crops. The proposal Would
conform to the existing zoning and land use des.ignat:ion. The proposal
would not conflict with any other element of the general plan. The proposal
will not significantly alter the character of the general area. In light
of the surrounding and planned land uses for the area,no significant

environmental effects are foreseen as a result of the proposal.
The main environmental effects associated with the proposal are the convey'-
sion of open land to residential use and the 'Location of homesites near
the Cleveland Hills Fault which is knowh,to be active.

5d The Bangor range, which extends to within 31 piles of the project. site,
is one of toe known areas of concentration for winter feeding of the
turkey (Meleagris gallopayo) within Butte County: Their habitat includes
oak -savanna and streamside woodland areas{ Neither of these habitat types,
occur onsite.
8i The main environmental effect of the proposal is the conversion of
open land to land with some residential use. The very low-density
nature of the proposal will limit this effect overall and the existing i.
character of the area will not be altered:

Miners Ranch (Foothill) Road. The prupo,sed access road will be improved
to RS-8-LDI standards.
Travel back and forth to Oroville will probably be along Wyandotte -Miners 'Fahch
Road or Oro -Bangor HighWayi The Oro -Bangor Highway is an old, narrow Wind'i'ng'
road that will not support high traffic volumes. Further development in
the fu'rure in this area may require improvement of this roadway to standards:
There will be no direct access to Oro -Bangor from the project site except
possibly from 'parcel 8;

public services,

On Tuesday and Wednesday, June 19 and 20, 1979 x conducted an
archaeological reconnaissance of four properties located within
Butte County. They are as follows'1
John & Renee McAmis - APJf046-.5-0-032.-0 approximately 4 acres of
land located adjacent to the north side of Little Chico Greek,
along both sides of Stilson Canyon Road one mile east of the
intersection with Humbolt Road east of Chico. The property is
a portion of the SELo of the SEt of the NFJ of Section..29, T, 22
N., R. 2 E., Chico Quad., 7.5' series. The property is level vith
a steep batik along the creek. Vegetation consists of oak, pine
and annual grasses.
Wilbur Sypherd - approximately 9.9 acres of land, located along._
the west side of Newland Road appraxitnatellr 0.� miles south of
the intersection with Pearson Road east of Paradise. The
property lies in the NEI- of the SE -16 of Section 2, T. 22 N.,
R. 3 E., Cherokee Quad:, 7.5' series. The property hies along
both banks of Clear, Creek Wit), a moderate east to west i,lope
dowt) to the creek, onn. residence is located in the eastern
portion of the property. Vegetation is fairly dense consisting
of oak, pine; manzanita, vines and other riparian vegetation

YII. DISCUSSION OF ENVIRONMENTAL EVALUATION
This project is a land division of 46 acres in the Wyandotte
area, AP# 72-14-01 Most of the site lies'southwest of the
intersection of Wyandotte Miners Ranch Road and Oro -Bangor
Highway, A 5 acre, an 8 acre, a 7 acre and a 26 acre parcel
would be createdby means of the proposed map. The topography
is rolling and hilly. Steep slopes of over 30% are in the
drainage swale areas. The foothill woodland habitat includes
blue Oak, interior live oak, digger pine, buckeye, California
bay, poison oak, toyon, redbird and numerous grasses and herbs.
The land- uses
are rura'liresidential,usmallbfarms, olAveuOhrchards, grazing

for cattle and other livestock and open land. The Butte County
General Plan classifies this area as orchard and field crops,

1.(e): The erosion potential is -high in this area (Safety Element
of the General Plan). Grading, vegetation removal and similar
activities should be undertaken so as to minimize erosion
1 (h). This property lies along an active fault in the Cleveland
Hill's Special Studies Zone, The earthquake hazard is more..
pronounced here than in the general Oroville area. A geologic
report of the property is necessary as per the provisions of the
Moist-Priolb Special Studies Act of 1973._ (See attached

site is on fide with the Environmehtal Review Department,

The object of the study is to determine on the ground the
trace of any faulting and particularly faulting mapped by
others in the Special studies in the area. Farther the
field investigation is to determine if any un -mapped surface

Geology of the Property area,
The entire property is underlain by Triassic Meta -Volcanic
w rocks locally known as 'the Oregon City formation. (See

There are outcrops only along the roads in cuts. The area is
covered by alluvaum that is quite thini 5 to 10 feet. This
overlies weathered rock which graded downward into firm bedro,olt.
Slope Stabillityt
There are no over-steepend slopes not much danger of such
slopes duty to the gentle slopes in the area• There ire no

Conclusions 1
My investigation indicated that `here was no evidence of
sur face rupture other than in the original fault trace through
the propertyi. The history of the faulting indIcatet that
rupture if iu occurs again will occur :only on the fault trace
as it occured in tho 1973 Earthquake. The fault trace as
plotted on the map of the Parcels is very nearly along the
