The remaining 0.3 acres will be combined with an existing 32 acre parcel immediately to the south. Thr: parcel map that created the subject parcel located the existing fence between the two parcels between 23 and 30 root north of the property I -line as described in the title reports. This project is an attempt to move the property line to ,agree with the ;fence line and the historical use of the properties involved. One row o:f -olive trees is located on the .3 acre portion to be transferred. Two parcels less than 5 acres exist immediately across Foothill Boulevard :Cru•,, the subject Property. Those parcels were created by parcel, map and were re- duer<el to less than 5 acres when right-bf-way was deeded for Foothill Boulevard. Several other small -parcels exist approximately 1t?4 mile south of the subject property and were created prior to 5 acre zoning in the area. A Variance was granted approximately S years ago to permit the creation of a 1.7 acre: parcel that had been segregated :from its parent parcel by Oro -Bangor lligh vay. That patdel is located approximately 1/2 Mille east of the subject hroliertyf It appears that there is a hardship date to the location and surround= ings of the property and that other properties in thin area are less than the 5 acre minimus requivod by tie zone and that Variances have boon granted in the goperal vicinity in the past. DISCUSSION OF ENVIRONMENTAL, EVALUATION ,Summary; The proposed project it the division of '25.2 acres of land into 4 parcels,; h 5.0 acrede6s, 5.0 acres, 6.l acres and 9.1 acres in site for residential - a ural use, Four homesites will become available. The surrounding land uses are residential, agricultural and open land. parcel sizes in the area are 2+oover 40 acres and reflect the rural agricultural character O} the area. The existing zoning is A-5 and the Butte County General Plan land use designation is for orchard and Field Crops. The proposal Would conform to the existing zoning and land use des.ignat:ion. The proposal would not conflict with any other element of the general plan. The proposal will not significantly alter the character of the general area. In light of the surrounding and planned land uses for the area,no significant 4 environmental effects are foreseen as a result of the proposal. The main environmental effects associated with the proposal are the convey'- sion of open land to residential use and the 'Location of homesites near the Cleveland Hills Fault which is knowh,to be active. Impacts inaiUde: lb,c There will be a small amount of disruption and diplacement of the soil'. 1.11mlted to moderate grading will be required during homesite preparation depending upon desired homesite)ocatiohs;. Nearly level, suit able building sites exist on all proposedparcels. 1e,f. Disruption of topsoil and the removal of vegetation will result in some increased erosion especially In the face of high erosion potential. Some sedimentation will result in local draws and swales. 1h. The-roject.site `is located immediatel'Y adjacent to the West of the f.14 and Htlls Fault Special studies Zone. The Cleveland Hills Fault is a known active fault and activity of the fault in August 1575resulted` In the broville earthquake. The earthquake measured approximately 6.0 on the klchtde Scaled had du2"t9eCofdabou shaking, • - g p` " t of 0.12-0.138 n t 3 seconds.. The earthquake epicenter king, horizontal round. dts lacemen was located 3 miles to the West of the project site. Maximum credible earthquake Is 6.5-6.7 Richter, The Oroville area is now cohsldered to be an' area of moderate seismic activity. ' The landslide potential in the area is rated as low. The expansive qualities of the soil are rated low. 4a, There wi 1 l be some v6ptatioti removal frost axou d homosite and access G road 'improvement. 4b. There are rio known locations of rare and odangeedd plants In the area. Append R F -» page 3 of 9' r 5d The Bangor range, which extends to within 31 piles of the project. site, is one of toe known areas of concentration for winter feeding of the turkey (Meleagris gallopayo) within Butte County: Their habitat includes oak -savanna and streamside woodland areas{ Neither of these habitat types, occur onsite. 8i The main environmental effect of the proposal is the conversion of open land to land with some residential use. The very low-density nature of the proposal will limit this effect overall and the existing i. character of the area will not be altered: -I 13,Site access Will ' be by an existing 60 foot roadway easement to'Wyandotte- Miners Ranch (Foothill) Road. The prupo, sed access road will be improved to RS-8-LDI standards. Travel back and forth to Oroville will probably be along Wyandotte -Miners 'Fahch Road or Oro -Bangor HighWayi The Oro -Bangor Highway is an old, narrow Wind'i'ng' road that will not support high traffic volumes. Further development in the fu'rure in this area may require improvement of this roadway to standards: There will be no direct access to Oro -Bangor from the project site except possibly from 'parcel 8; 14: Development in outlying areas is growth-ihducing to the various public services, 15. There will be Increased use of electrical energy, 16a,b. Power and phone lines will need to be extended onsite from existing adjacent facilities. 16c. Water will be supplied by Individual wells. four homes will require about 2,000 gallons of water per day. The groundwater resources in this foothill area may be limited. 16d: Sewage disposal will be by individual septic 'systems, 21, The 'project site is 1n a potehtially sensitive archeological area: An archeological st rvey has been completed and clearance is recommended; i - d _ s i. i, Appendix k = Page 8a of w u r u IV. DISCUSSION OF ENVIRONMENTAL EVALUATION This project is a land division of 46 acres in the Wyandotte area, AP# 72-14-01 Most of the site lies'southwest of the intersection of Wyandotte Miners Ranch Road and Oro -Bangor Highway, A 5 acre, an 8 acre, a 7 acre and a 26 acre parcel would be createdby means of the proposed map. The topography is rolling and hilly. Steep slopes of over 30% are in the drainage swale areas. The foothill woodland habitat includes blue Oak, interior live oak, digger pine, buckeye, California bay, poison oak, toyon, redbird and numerous grasses and herbs. The land- uses are rura'liresidential, usmallbfarms, olAveuOhrchards, grazing p , for cattle and other livestock and open land. The Butte County General Plan classifies this area as orchard and field crops, The znning'is A-5 1.(e): The erosion potential is -high in this area (Safety Element of the General Plan). Grading, vegetation removal and similar activities should be undertaken so as to minimize erosion 1 (h). This property lies along an active fault in the Cleveland Hill's Special Studies Zone, The earthquake hazard is more.. pronounced here than in the general Oroville area. A geologic report of the property is necessary as per the provisions of the Moist-Priolb Special Studies Act of 1973._ (See attached it A copy of the map Showing the fault trace line on the site is on fide with the Environmehtal Review Department, 4 (a), 17 (b) There are presehtly large piles of trees and other vegetation oh parcels 3 and 4. Alquist 'Priolo Special Studies zone passes thrt the parcels: The object of the study is to determine on the ground the trace of any faulting and particularly faulting mapped by others in the Special studies in the area.
