He said this was; a. solar project using solar energy. He said this will improve their communications to dispatch employees in the field. He said to comply with Condition 113 will take a special paint and he said the reflector might look better left the way it is. Chairman Lynch asked staff if Condition #3 was necessary: Staff said this condition was not uncommon. Environmental concerns identified in the .initial study included those same impactsidentified for the previous Use Permit regarding erosion, the on-site mine shaft, and aesthetics and also the new concern regarding the lead/calcium storage batteries now to be housed oa-site.. It is recommended that the three mitigation measures from the pravious project be reiterated for this current project and that an additional mitigation measure be added regarding the batteries. The parcel of land is on the western slope of Rattlesnake Peak, and has quite a few open mineshafts and rough graded roads on its face., The elevation of this parcel is between 18001 and 1900' above sea 'level. The soil which surrounds the site was mainly imported during the mining period. Underneath the soil is rock. As a precaution to fire danger, a minimum 6' area surrounding the building will be cleared of vegetation. The site is currently cleared of vegetation with the exception of a few small plants, mostly poison oak and manzani'ta. Concrete footings will be poured on tarp of the rock. A cement slurry around the footings will insure minimum erosion. 2- The mine shaft will be re -marked and .5/8" steel rebar will be placed over the entrance to minimize accidental entry into the mine. 3- The reflector is cons'tt,ucted of alum` ,vtp which reflects microwave signals from Kelly Ridge to Paradise. There is a type of paint which can be applied to the surface of the reflector. This paint is an off-white paint designed to minimize interference with the efficiency of the reflector. The paint mould possibly reduce the glare from the reflector in the afternoon. 4- The lead/calcium storage batteries will be housed in a 4" thick, concrete storage building, designed to prevent le0kage of toxic materials. A gasoline tank type of vent ;Will vent flumes which occur With the use of wet cell batteries. Each 'battery has a flame arrestor to reduce the risk of a tare., A quarterly maintenance schedule will check for proper battery operation.
