Mitigation by live oak tree planting is not necessary because this species is over abundant. Over grazing by cattle on adjacent land could lead to significant resource damage. Introduction Bill Hale owns 38.12 acres. He plans to get a permit for set up of a modular home and construction of a barn on less than % acre of that parcel. He cleared the construction sites prior to knowing that an arborist report is required before being issued a permit. Hales access road was constructed with caution to protect pine trees and larger oaks. Hale said that he does not plan on widening the road. Location The property is located at 560 Quality Lane, Oroville, CA -- Butte County APN # 072-330-098. Limitations Property had been cleared for construction prior to passage of California SB 1334 and addition of Section 21083.4 to the Public Resource Code. Status of the vegetation prior to clearing of the site was from verbal reconstruction by Hale and the experience of the arborist. This report is only for the land to be used for the residence and the barn. Methods Visual analysis was used to study vegetation. Few measurements were taken. Arborist met with landowner on the site during analysis of vegetation. The owner discussed his long-term plans and philosophy for the site with the arborist. Dispersed throughout the parcel and protruding through thickets are gray pine (Pinus sabiniana), blue oak (Quercus Douglasii), and Jeffry Pine (Pinus Jefferyii). The interior live oak is growing as brush, with two to ten stems per tree. It is very difficult to differentiate between the beginning of one bush and the end of another. The average diameter of these stems at breast height is less than five inches, but there are a few live oaks with diameters as large as 12 inches and many with 7-9 inch diameters. These stands are filled with dead wood, with many ground sprouting stems dying. Spires of pine protrude through the dense live oak thickets. The blue oak is even more scattered, but there are some large trees outside the construction area. Only live oak trees were measured and mapped (see site map). Blue oak trees are remarkable survivors in the wild. They are adapted to repeated wildfires and sustained drought. Mature blue oak forests represent savanna with an overstory of blue oaks that are greater than 10 inch dbh and 30% canopy or greater. Foliage of these trees is generally greater than eight -feet from the ground with crowns not susceptible to direct flame from underlying grasses three -feet in height. These trees survive repeated grass fires. Blue oak seedling foliage will burn in a grass fire and the seedling or sapling will appear dead, but they are capable of regeneration from sprouting root crowns. These sprouts exhibit accelerated growth supported by an established root system. Blue oak does not fare well when its environment is changed by careless development or it is submitted to cultural maintenance procedures contrary to its adaptation. An important part of the blue oak survival system is its roots. The small fibrous roots generally extend beyond the drip line of the canopy and are concentrated within the first foot of soil surface. Damaging the root system by cutting or compaction can injure or kill a tree. The potential for negatively affecting tree health increases as construction nears the trunk of the tree. It is a common practice to protect trees by excluding equipment and vehicle traffic from the area within the drip line of the tree. Trees are often killed by haphazard construction trenching within the root zone. If roots must be cut, a clean cut with a sharp tool is preferred to cutting with a dull blade, like that of a dozer or backhoe bucket. A dull blade's ripping and tearing action is capable of pulling the lateral roots and causing wounds much closer to the bole of the tree than where the action takes place. . Irrigation of blue oaks during the growing season is unnecessary and can lead to proliferation of soil borne pathogens. If soil is kept moist and ambient temperatures are high, pathogens, such as armillaria and phytophthora, can expand populations exponentially. Occasional watering is ok as long as there are long dry periods between episodes, which allow soil to dry. Continuous soil saturation during the summer { season will kill blue oak. Covering woody bark tissue in soil provides access to pathogens that the bark is not prepared to fight. Covering open wounds in the bark with soil increases the potential for infection. Irrigating soil deposited above the root crown also increases the potential for the growth of pathogens. Blue oak trees grow best in openings with full sun exposure. Once established, its survival is not hindered by wildland grasses and forbs. Blue oak is often referred to as a "rangeland oak" because of its ability to regenerate on rolling grassy hillsides that are excellent for grazing cattle. _ Blue oak trees are slow growing, compared to pine and most landscape trees. It takes a relatively long time to replace a large. blue oak in the landscape. The ing value of the Hale property is extremely low because of its closed canopy and thick underbrush. Grazing value is often expressed as AUM (animal units per month) or AUY (animal units per year). An AUM is the amount of forage needed to support a mature (1000 lb.) cow, with calf, for 1 month. Although not specified, forage is assumed to be sufficient for adequate nutrition. On the best of California's foothill rangeland, the acres to support 1 AUM range from 12-24 acres. There is very little forage for cattle on the Hale property. Poison oak, toyon, and live oak sprouts are the primary sources of nutrition. Over grazing will lead to significant damage of the wildland resource (vegetation, soil, water, wildlife). Conclusion Only two live oak trees are to be removed under the permit to be applied for. Their conditions are poor. The arborist recommends thinning to a minimum distance of 100 feet from each structure. Thinning is to reduce fire danger and improve the health and growth of remaining trees. This thinning should meet the requirements of "Defensible Space" (see regulation 1299 in this report). Live oak is short lived, compared to Jeffery pine, gray pine, and blue oak. The live oak growth form is more like brush than tree on this site. Mitigation in the form of replacement tree planting is self defeating when the live oak trees are growing in such close proximity to be unhealthy. Many of their stems are dead. Recommendations 1. Blue oak and Jeffery pine should not be removed in the thinning, but given additional space to grow. Pruning to reduce fire danger is OK. 2. Thin to reduce the continuity of fuel 3. All structures should be protected by a 100 foot wide fuel break 4. Do not over graze. Determine the AUY for proposed grazing.
