The figure is higher than that used for similar developments in urban
areas and reflects the -propensity in rural areas to place houses a
greater distance from the road. The access road will disturb and over -
cover over 13,500 se. ft. (assuming 16' width). A change in topography
{ will be greatest along the roadway where it crosses contour lines. The
![ impacts associated with grading can be greatly reduced by constructing
the roadway along natural contour lines.

DISCUSSION OF ENVIRONMENTAL EVALUATION (continued)
13 a c: Residential land use produces 6-10 A.D.T./unitoin rural
areas 1/2 0£ that figure is likely. Project will produce 9-15D.T.
Project access is Firecamp Road,(maintained by the Forest Service��-
Black Bart is the nearest county -maintained road (-+l/4 ms.). Both
roads are in fair condition for outlying rural roads.
14: Residential development does produce a demand for all governmental
services. In outlying areas it can be difficult to meet the demand,
and can result in a reduction of service capacity county wade. Fire
protection will be provided by year round Butte County #54 Robinson
Mill t9 miles. Response time could be as low as 12 minutes, and is
good service for a rural area. Police protectionwillbe provided
by Butte Cougty Sheriff. There are no patrols in the area: Serrice
is on an on-call basis, with an often long and unprodietabl.e response
time.
15t Large amounts of energy are consumed in meeting the transportation
needs of persons living in outlying areas. While con:fIrvation can be
employed to minimize the energy useagt for transportation, there is a
