These standards have been revised over the years with the latest revisions effective in late 1993. The latest revisions severely restrict the flexibility of design aspects available in the simplified compliance methods. Although prescriptive and performance methods for compliance have not changed significantly, the elements (insulation, windows, etc.) and allowable values used for compliance have. Since 1978, the Butte County Building Division has courteously aided applicants by assisting with energy design compliance utilizing the Points System performance methodology. Recent revisions to the design standards no longer make this design compliance (by the county) avenue a cost effective means for assisting the public with energy design compliance. We generally find that computer design compliance performance. methods are necessary to obtain compliance for the design features demanded by Butte County consumers. Therefore, effective March 1, 1994 the Butte County Building Division will require energy design compliance documents/calculations to be submitted when making a permit application for single family dwellings and single family dwelling additions. Multi -family residential and non-residential energy design documents/calculations will be required upon application as they have been since inception of energy design standards.
