RE: Illegal Housing, Dump, and Sewage Disposal Complaint - 9541
Forbestown Road, Oroville, CA - AP# 73-13-0-025
Gentlemen:
This department received complaints of persons illegally occupying
mobile homes, travel.trai-lers, and converted buses without approved
sewage disposal, approved water and utility hookups, and disposing
of garbage and junk on the above listed property. The Butte County
Assessor's records indicate you are the owners of the property.
On April 24, 1987, I visited the property with the Narcotic Task
Force, under their warrant to check the property for alleged
violations. The following conditions were observed which are in
violation of the Butte County Code, Chapter 19, Sections 19-3 -
Sanitary Sewage Disposal System Required, 19-4 - Unlawful Disposal
Methods, 19-5 Permits Required, Chapter 24 - Zoning Ordinance -
Illegal Junkyard, and Mobile Home Park without valid use permits.
Chapter 31, Section 31.8 Refuse Removal. California Administrative
Code, Title 25, Chapter 2, Section 1018 Permits Required, Section
1134. Basic Electrical Regulations, Section 1246 - Plumbing Basic
Regulations.
1. Waste water including raw sewage and gray water is being
discharged on the ground surface from three trailers, and one
house. Illegal pit privy in use behind log cabin.
.2. There is a large accumulation of refuse including garbage and
rubbish scattered about the property.
3. There are numerous electric• cords running throughout the
property serving illegal trailers and lighting fixtures. Many
on ground with open splices presenting electric shock hazards.
4. There is a large junkyardand car dismantling operation on the
property without a valid Use Permit. Waste oils, fluids, etc.
are being discharged on the ground in violation of State
Hazardous Waste Laws.

5. There is an illegal mobile home park being operated on the
property with at least eight (8) trailers and a converted bus
on the site, and no evidence of permits or approval of water,
sewage, electric, or gas utility connections, and no Use Permit
or State Mobile Home Park Permit.
To comply, take action as follows and within THIRTY (30) days from
receipt of this notice:
1. Cease discharge of all raw sewage and gray water onto the
ground at once.. Vacate the cabin, illegal trailers and
converted bus and remove the trailers and bus to a licensed
mobile home park.,
2. Remove all accumulated refuse from the site and dispose of the
same in a licensed refuse disposal system. Do not allow refuse
to accumulate for over seven days.
3. Disconnect and remove all illegal electrical services.
4. Cease bringing any more junked vehicles on the property.
Remove all junked and dismantled vehicles. Cleanup all spilled
hazardous materials and wastes, and remove to a Class 1
disposal site.
5. Cease occupancy of.all illegal mobile homes, converted buses,
and campers. Remove these units from the property and
transport them to a licensed mobile home park.
A reinspection will be -made. Failure to comply will result in this
department seeking further legal action to resolve this matter. In
addition, the Franchise Tax Board will be notified of your
noncompliance. You will then be prevented from claiming state tax
deductions for taxes,- depreciation, amortization, or interest
expenses connected with the property as long as it remains
substandard. This notice is given to you pursuant to Sections
17299 and 24436.5 of the California Revenue and Taxation Code.
