The Butte County Assessor's records indicate you are the owner of the property. On December 16, 19881 I visited the property with Mr. James Glander, Chief Building Inspector, and the tenants permitted us to inspect their rental dwelling. The following conditions were noted which are in.violation of the California Health and Safety Code, Section 17920.3 (a)(1)(6)(13)(14)(15); (b)(1)(2)(3)(4)(5); (d), (e), (f), (g)(2), (h), (j), (k) and (1); and the California Administrative Code, Title 25, Chapter 1, Subchapter 1, Section 34. Heating; and the Butte County Code, Chapter 19, Sections 19- 3, and 19-4; and Chapter .,31, Section 31-8. Refuse Removal; and which pose health or.safety hazards to the tenants and render the building substandard and unsafe for human habitation. 1. The toilet does not flush, and human wastes are backed up into the toilet , 2. The gas fired furnace is inoperative, gas line is broken and furnace flue is damaged and unsafe. 3. Wood stove is an unsafe installation without proper hearth, and chimney is.crack.ed in upstairs bedroom, and chimney does not terminate properly at roof line. 4. The entire dwelling exhibits lack of proper maintenance. w Annette G. Fernandez December 21, 19ee Page 2 5. There is garbage and refuse scattered about the premises. Floor supports for first and second floors are inadequate, with deflection of floors evident due to weakness and deterioration. 07. Walls and ceilings are deteriorated. 8. Electrical wiring.and fixtures are unsafe and present fire and shock hazard with unprotected wiring, open and damaged switches and fixtures, zip or extension cords, open splices and damaged wiring. 9. Kitchen range is inoperative and has unprotected wiring and' open splices. 10. Toilet doesn't flush, plumbing drains on ground from kitchen and toilet room. 11. Windows are broken, doors are not weathertight, walls lack weatherproofing throughout house. 12. The house has an accumulation of debris stored in the underfloor area presenting a vermin 'harborage and fire hazard. 13. Stairways at back of kitchen, and from living area on end of house are unsafe with weak, broken or missing treads and unsafe railings preventing escape.in the event of fire. 14. Interior stairway to second floor has weak and inadequate height handrails, presenting safety hazard. 15. Building has no smoke alarms and has doors blocked for heat conservation preventing rapid egress if fire occurs. 16. Water heater is an unsafe installation with unprotected wiring, open splices, missing cover plates on controls; and lacks- a temperature -pressure relief valve and discharge line. 17. Sewage system has failed and sewage is surfacing on ..top of septic tank; and running toward drainage.channel at rear of house. These conditions render the house substandard and unsafe for human habitation. The dwelling shall be,vacated at once, and remain vacant until all substandard items have been corrected Annette G. I have heard nothing from you concerni g this matter and now she is b�ding again without having aagain without having Y permits ejolpi and I have to assume she has not as yet been contacted about the prior conditions I explained to the county in my last letter. Due to the fact she uses these two homes for rentals Mrs Lilas Burns and Bobby Ray a student which are now paying rent to live in the 9633 address I assume this new building she is 'starting will also be a place she can rent in the future. Or if she is building this home for herself it is not being done wirh all the proper permits I know, unless.the county makes sure she does so because she has never complied to any ones rules or regulations of any organization which she brags about up to date. Iam enclosing a copy of everything I sent you before so you can have easy access to the informztion . I have enclosed hand made maps of both the general lay -out of each and information on the existing conditions and where these conditions are located. I also enclosed a property map to show you that exact location of these homes.IYtz Fernandez is right now in some kind of trouble with the county for her usuall ways to try to hide and cheat people. If you would like further input on this matter a (Mr. Don Willis, assessment control officer) i� county center drive 534-472I can furnish you with the in- formation. I and many other people have told her many times she should get these homes in the necessary repair to be safe but she just laughs and says no body in hell can make her. She is a woman who weighs around 300 pounds, dresses like a man and she screams and swears at t'ne top of her lungs at everyone and has actually used physical methods to run anyone off she wants. In fact she took the 9629 home away from her step mother by running her jeep straight Avards the 8I year lady when she went to the mail box to get her mail.. The old lady jumped in the ditch to get away. Then she Mz Fernandez shook her around the neck so hard her false teeth fell out and Mz Fernandez said she would kill her if she didIt hurry and leave the house. The lady was given by her husband Mz Fernandiz father a life estate after he died but Mz Fernandez was not only successful 4A running her off the old lady had to go to a rest home she became so ill from the experience. % , 2/ That is just an example of the extremes she will go to so she gets her way. If her tenants ask her to fix anything or do not do everything by her rules, one of which is the tenants must tell her when they are going somewhere and when they are going' to return also she tells them she .will tell them who they can and can -not have as visitors in the home she rents them. If they refuse she harrasses them until they move. I realize these things have nothing to do with the con- dition -of these homes but I felt it necessary to warn anyone Who might be making the inspection what to expect from this lady Mz Geraldine Fernandez. I do hope she can be made to bring these homes up to code before someone is seriously hurt) also I wish there were laws so she couldn't treat future tenants like she does. If she runs the tenants off before they have used all there rent time she keeps the money owing them too. It's a bad mess all the way around as you can see. Termite and other bug damage throughout entire house 3. Faulty wiring 4. Fireplace doesn't work properly and never cleans it 5. Additions made onto the house without proper pernits and they are falling down now. 6. Garden hose is hooked up to the kitchen for drinking water and cooking water. 7. Uninhabitual FvC pipe used along- wat=.r l rie t,o• house 8. Leaky water pipes in the basement has done alot of water damage. 9. Foundation washed away from under basement steps 10. Windows don't 'work properly throughout the house 11. Stores gasoline and solvents in open containers near water heater, which doesnt work good either. 12. Termite and other bug damage to an excess throughout - entire house. 3. Has tampered with the wiring to her meter box to get lower P.G.E. rates .Sometimes this works and sometimes it doesn't but she comtinues to taper with it 4. Additions were made with no permits are falling apart now 5. Foundation in living room floor has sunk so much you can see daylight out of the hole there. Hides this behind a chair 6. Only one exit out of home front door is not assessable due to three to four 0 feet of clutter, paper and boxes 7. Floor rotting throughout the whole house 8. Stairs are rotting and cluttered with things leaving only very little passage to anyone to get up or down them 9. Windows don't open upstairs for use of rope ladders rooms are two stories high upstairs 10. Uninhabitual PVC pipe on parts of the water line,never cleans water tank, water tank is in bad condition also Ii. Front porch is dry rotted 12. Termite and other bug damage in bedrooms l3. I do hope something can be done to correct this terrible situation as lam so, so, worried someone is going to get hurt and until now no one has turned her in for her neglect. Now she will lie to you and tell you she doesn't rent to any- one but I can supply you with real proof that she has and is Still renting to people.
