Box 1576 orova.11e, California 95955 'Dear Mr. Evanst We are in receipt of your April 290, 1985 letter. In our review of the Walden Pond Estates Tentative Subdivision Map (TV), the Department provided recommendations to the Butte County Planning Department that would lessen the project's adverse impacts upon the wildlife resources (see our attached March 29, 1985 letter). As the TSM is within an area largely developed, loss of migra- tory deer range was nota concern. Although there will be some impact. to deer and other wildlife :species,, the area does support` many wildlife species that will be directly impacted. increasing site of parcels or creating open space will lessen pro3e0t irfirac't upon wildlife. Upon, review of the information you nrovid-d, we do not view the potebtial Loss as substantial but it -it, avoidable. K. Herndon's proposal to form 24 logs on 30.64 acres near; Forbestown., Lot size would Diary :from l.0 to 2.9 acres. Dottli.nant onsite habitat is a mixed deciduous -conifer woodland with a shrub understory.: The project would have a significant adverse imkaclt for onsitehabitat and .associated wildlife species. Pesiden.3-ial construotion J8 expected to destroy one-half of the .habitat sjid w ldlifet and the remainder can be expected to be impacted by other factors (e:q., clearing of vegetation for fire safety). Significant indirect adverse impacts may occur offsite by such factors as increased road kills Of wildlife and harassment of wildlife by domestic animals. Examples of species which can be detrimentally affected are the spotted owl, deem and black bear. Ile suggest consideration of subdivision redesign to incorporate Mitigation measures to reduce adverse impacts on habitat and wildlife. Either an increase in lot size or creation of an open spade area In the northwest portion of A.P. 13-18-145 would be appropriate.'in the absence of such measures, +,h.e project appears to have substantial and avoidable adverse impacr.-- on wildlife habitat, if we can be of further assistance, please coritact Orerry Menscht Environmental Services Supervisbr, telephone (916) 355-7030. This particular subdigsion is of a revision of an existing map, and we feel there is an impact to our Distrrt from this 1tiroject . We need to do something about this increasing problem before it becomes a crisis environment. We believe that this steady increase is good for.the area and that we can alleviate the impact on the Distract through developer fees and for the larger subdivisions, the creation of T ighting and Landscape Districts. We believe that the. Planning Department should recommend to the Planning, Commission and the Planning Commission should recommend to the Board of Supervisors that developer' fees be established for the Feather River Recreation and Park District i and the other special districts which are affected by this increased population growth, For the present and the Walden ;Pond l states project, we feel that an equitable settlement should be made to the Peather River Recreation and Park District .for the increase in population which this I. will bring.
