Adams .: TIMBER,,MANAGEMENT PLAN GENERAL-DESCRIPTION The estate of Charles Adams consists of the undivided two- thirds interest in a piece of property which is located its Clipper Mi,13.8, Butte County> California. It includes all of the western 1/2 of Section 3, excepting approximately l 3/4 acres located in the SB 1/4 of the SW 1/4; the NE 1/4 of the NW 1/4, and the W 1/2 of the NS 1/4 of Section 10, Township 19 North, Range 6 .East, MDM. The entire parcel contains 438.25 acres. The Assessor's parcel number is 073-21-0-011-0 and is zoned Timber Production Zone (TPZ) The property was owned by Charles Adams, his niece Elizabeth Cramps, and his nephews, riobert and Charles Osgood. It was L'!r. Adams' relish to leave approximately 63 1/2 acres, including his home, to his wife, Sarah, and the remaining74 3/4 acres to his niece, Elizabeth Gramps, his nephew, Robert Osgood and his nephew, Charles Osgood. Since the 63 1/2 acre piece which will go to Sarah is less than the 160 acre minimum for TPZ and it is the desire of all the raw owners to maintain their respective properties in timber production, then it is the intent of this ruanage, nent platy 0 satisfy the requirements of Section 55.19.5 of the California Titber Yield Tax Law The property is primarily timberland which is stocked with conifers and hardwoods with a minor component of meadow. There is evidence that the meadow, which boarders a porti o,a. of Oroleve Creek, may once have been timberland. There are about 2 acres of old growth timber surrounding a house which is situated in the middle of the meadow on the ;south side of LaPorte Road. Young conifers can be seen invading the meadow and without mans intervention, it is likely most of what is how meadow will be converted to t'mberland over time. Elevation of the property ranges from 3,100" to 3,4001. There o e Ldwellin s on the propertyr a large two story ;Zous'e There arthe e 2 dPoftx Road in Section 10 and Sarah's house north of the LaPorte Roan in Section 3. ThOtu are also various outbuildings associated with these structures as well as a mobile home just south of Sarah's house which is occupied by her granddaughter and her husband., Orol.eve Creek is a major drainage which bisects Section 3in a north-south direction:. It also runs through part of the property in Section 10. A portion of the Oroville-Wyandotte irrigation rditrh :runs across the northern portion of Section 3. The eta ds. here are Very, heaver to the firs, both in numbers of ttoes i y ,and volume. Only 17kt of the volume is pine, while 78-$ is fir. In ,dditioni less than 10% of the stocking 10" DBH and less is pine, ,with nearly 75% of it fir. gutting in Section 3 appears to have .favored the pines a little ignore. ATearly 46$ of the volume here is in pine, principally Sugar Pine. Another 46% is fir, with incense Cedar only about 8%. Although the species of trees to be cut or left were different in ,,lection 3 than in section 10, the selective cutting resulted in tbo same types of regeneration. Overall, only 6% of the stor ing 1.011 DBH and less is pine, with 63% fir and 31% cedar. With each ael.ective cut, the firs will become a large component of what regeheration is established ecause of their ability to compete jfo.re successfu, lly in .low light conditions. In general the cedar Dbould not be expected to contribute anything to the growing stock go they are severely suppressed with very little crown. The past logging on those soils which are only oL low productivity, i.e. the Dubakel,la Family, have resulted in poor regeneration of any conifers. With each successive logging, the. proportion of hardwoods in the understory, combined with their ability to compete with the conifers, has allowed them to become a tote dominant part of the understory. The residual strand of ;conifers, 4ihiAah were generally of intermediate or suppressed crown ;class, have sparse crowns and were not able to respond to the additional sunlight and nutrients with any degree of significance on the rsst of the property, even though the resdual stand was of the same crown classes as on the poorer sites they were more ;rigorous and had better crown vol►iaos and were able to respond more favorably to the better growing conditions. The hardwoods also were more vigorous and able to respond positively, even further suppressing any confier 'regeneration which might have become established. The pine regeneration, which require lots of dirQct sunlight to become established and to grow well, have ;suffered significantly. SUTURE MANAGEMENT The Charles Adams property io aell suited to continued management for timber production The stands t-urgently on about 1/2 of the property could have at least one morO, selection out made and still f' be stocked. On the other 1I2, however, stocking is less than adequate at present. On these areas, all trees should be removed, both c0h fern and hardwoods, the Lite prepared; and a how stand of conifers established This should be done in stages; not in one r or two harvest cuts The area south, of Porte Road is enerally suited for a selection cthe exception ofthemeadow, most of the rest f of the arra could have trees temoved and still Meet the minimum stocking requirements of the Forest Practice Act-4 unless it is managehard+woods as a wajoi }component of the ntandr harvostingoof them could began at any time: This section of the f 4 property does not Ijave the amount of hardwood that is found north of the LaPorte Roast. Firewood appears to be the beat use of the hardwood resourde There are a few sawlog quality Black Oak, but they are so few and scattered] it is probably not worth ;electing :them out ,North of the LaPorte road the stocking of conifers is not nearly as uniform as on the south side. The past cutting practices ,;deem tc have been different here. Thero are quite a number of ,large Sugar Pine in the stands on this side. Sometimes they are in groups while in other areas these large trees are conspicously ,absent. The area nurth. of Oroleve creek is more poorly stocked and 'gere;:ally of lower site than the rest of the property. About 1/2 the area in section 3 has enough stocking to make a selection cut: while the other 1/2 has too tea conifers to meet eche tttinimum stocking of the Forest. Practices pct even without any cutting. That portion which is to go to Sarah is better stocked than any other portion o Section 3. Even though nearly 1/2 of the meadow acreage is within her piece, very little of the rest wouldn't meet stocking after a selection harvest. Some of the best stands of Sugar Pine fall within this 63 1/2 acres. A possible scenario of cutting over the next 10 years, including sarah`'s parcel, could be to make a light selection cut south of. the LaPorte road, while those areas north of the road which would beneRit by a thinning could also have some volume removed. In conjunction With this selection cut could be 2 or 8 smalls 5-15 acre clearcuts in arias whera the, conifer stocking is poor and whish would then be site prepared and N'lanteu. This effort should be concentrated on the higher site ground, which will give more return for the dollar invested. The hardwoods in the clearcut Areas should be utilized for firWood or whatever products whiob will bring the highest dollar return at the t:imek Effort: thouid be made to control, the eprouti.ng of the hax'Awood either through chemical or mech, lhidal means to 'help inGure the success of any regeneration efozt. it should bo ,remembered that the lack of adequate conifer stocking anti overabixnOans e of hardwood's on 'these sites presently are the result of the. hardwoods ability to grow vigorously and, outcompote conifers if given even the slightest edge. planting should be With the most vigorous stock o.vailable and oC a mixed species of Pine and Vit. Caution should be used in planta,ng Sugar Pine: unless stook that is proven resistant to White Pine glister Rust cah be used. Planting 8hou16 be the 5prinV after site prep so as to not gine the competition any undue advantages and thus :overtly reduce the chances for a successful regeneration effort. peerbrush Ceandthus D4, often a fi uce competi for which is ,jjssociated with good bitesr especially those with a Tanoak h f ........... 777 Vu ,Component in the under;story. During the cruise of the property, 'Deerbrush was nomad over the entire area and while not a problem any ground disturbance which gives bare mineral soil at present,, and sunlight will encourage i'ts ieturn as a significant brush species._ In arjy planting area, the competition from all brush pecies must be, monitored and dealt with at the earliest sign of Any problem. jjs.rdwoods on the rest of the property coupe be harvested at any time. Some hardwoods could be selectively left , specially large, gotten Hlack Oaks as wildlife trees. The total amount of hardwoods left on the property is optional and up to the landowners goala end objectives. it should be remembered, however, that at presFnt */alues hardwoods are not as valuats,le as conifers and that conifer .growth rates are also probably better. In summary, the Adams property is good timber producing land which iz stocked with a combination of conifers and hardwoods. The potential of the areas currently occupied primarily by hardwoods are generally good conifer sites and over a period of time could be converted back to conifers. Hardwoods should not, and in tact probably cannotr be eliminated from the stands, but should rather be reduced to a minor component. Conifer stocked areas could be selectively cut at least once, more before a regeneration cut need be made. .. Mr. Hironimus said that the concern is for any areas that might be disturbed in the future such as a homesite or logging operation. Mr. Edell said that the whole property is for logging operations;. be It was noted that any areas for roads would have to/included in the survey. Mr; nhimus suggested getting in touch 'with tin archaeologist, who would know N, areas would be sensitive to study. Exactly what is meant by "grouria.jiisturbance" is not certain, Mr. Edell suggested talking to the records keeper at Chiro Stater who wrote the letter, as to what would be satisfactory to him. t" Mr. Hirnnimds said that the 'Planning Dept. `needs a letter from an arthaenl.ogist, with his recommendat,Wns, if any. it was noted that the road will not built at this time, but there will be a note on the deed and the record of survey., ! This memo is to correct the property tion offered in thestaff report. According to the assessors office there are no dwellings on parcel 052 and the BLM map submitted a (,lid not show any physical improvements on. the parcel. The map also failed to show a creep and a otibszantial area of pasture and meadow use. llpon receiving P (phone call from, the applicant as to the correction and a subsequent site visit, it .has been determined that. parcel 052 has two conventional homes, a mobile home, three garages, two barns; several outbuildings, a largehorse pasture and a creek `trisecting the parcel. All of these. improvements are proposed to be located on the reconfigured 7.57 acre parcel, The props ,, ;d 7,57 acre reconfigured parcel has no significant timber located on it and the parcel will be consumed entirely by the existing improvements and the creek/pasture/meadow area, One of the factors in recommending a denial of this application was the loss of timber production land and the potential for a new dwelling unit. This factor is no lon er rel g evant These same considerations may also have a bearing on the function of the Timber Harvest Plan for the reconfigured 7,75 acre parcel as the THP would have factored in the unavailability of the homes ieineadow/pasture area for timber production, he basic isa-ue of a.7.5s; acre parcel in the TPZ-160 zone remains relevant as does the p . proposed 7 57 e t6siidential use being taxed for timber production, cc: file .mcrt R{lrncWtcii.mct i im Patte County a Departoteol bfDevelopnieht Se)viees A► plallijtng Djvfsidlt -77 Duxliamgr zed (fr6ine 7%i .7,e 4• .yy.
