This letter is a follow-up to a recent complaint our department
received concerning abandoned tires and mosquito breeding problems
on your parcel.
Onsite inspection disclosed couple hundred abandon tires with
stagnant water on the premises.
Those premises on which an accumulation of tires and stagnant water
exist, constitute fire, and health hazards which are in violation
of California Health and Safety Code Section 17920.3.
You have thirty (30) days to voluntarily mitigate the abandon tires
and mosquito breeding problem or to present an acceptable plan for
abatement or corrective action to be taken you.
If you have any questions regarding this letter, please contact me
at the above listed address or telephone number between
8:00 - 10:00 a.m. Monday through Thursday, closed on Fridays.

4. Connect one lead of a test instrument to the mobilehome grounding conductor and
apply the other lead to each mobilehome supply conductor, including neutral.
5: All non-current, carrying metal parts of the mobilehome (aluminum siding, gas line,
water line), including fixtures and appliances, shall be tested for continuity from
such equipment and the grounding conductor.
6. Upon completion of the above procedure, the power supply cord or feeder assembly
conductors shall be connected to the site service equipment. A further continuity
test shall then be made between the.grounding electrode and the chassis of the
mobilehome. Upon satisfactory completion of theelectrical tests, the lot or site
service equipment may be approved for energizing.

With reference to the above subject, attached are copies of correspondence
sent to Mr: John A. Bettencourt Jr. about installing mobiles on his property
without the required permits and approvals.
Please note the handwritten note on the bottom of our copy dated Dec. 13, 1976,
indicates that he did remove the occupied mobiles (12/16/76). Also, the other
handwritten note dated March 4, 1980, is a statement from the owner when he was
in applying for a permit to place a mobile on his property -- this permit was
subsequently issued and finaled, permitting one (1) mobile only.
A site inspection on March 9, 1981, revealed two (2) additional (apparently
occupied) mobiles for a total of three (3).
Since Mr. Bettencourt has previously installed without permits, possibly a
letter from your office would be in order.

As of .this datie,- it is my understanding that the mobile units are still on the.
property without the proper permits and approvals from this office and the Butte
County Health Department',and are being used for living purposes in violation of
Butte County Code requirements.

The Uniform Building Code requires that all persons constructing
buildings within the County of Butte, except for agricultural
buildings, are required to obtain a permit from the County Building
Department. Section 26-6 of the Butte County Code states that:
"It shall be unlawful for any per.son, firm, or
corporation to'erect, construct, alter, repair
move, remove, improve, convert, demolish or equip
any building or structure in the. unincorporated
areas of the County or to cause the same to be
done contrary to or in violation of any of the
provisions of this chapter. — - - -
"The use or occupancy of any building in violation
of any of the provisions of this chapter is hereby
declared to be a public nuisance and may be abated
in a manner provided by law."
Section 1-7 of the Butte County Code provides that any
violation of any provision of the Code constitutes a misdemeanor,
or in the discretion of the District Attorney, be charged as an
infraction. The penalty for a misdemeanor is punishment by a fine
not exceeding $500.00 or imprisonment. The punishment for an infrac-
