I made an inspection of the property in order to
on this case. Pete LEDGER plead guilty on 8-11-89
(1) 41-2d Failure to comply with 2nd notice
(2) 11-4 Storing junk in public view
(3) 24-87 violation of AR zone, establishing
use of mobilehome w/o permits, approvals

Pete LEDGER was sentenced on 8-18-89 by Judge WARREN. The judge
ordered a $100.00 fine but suspended the fine.
On 9-20-89 I contacted Mrs. Pete LEDGER. I advised her that
I needed to inspect the property so that hopefully I could close
the-ce*se. Frsm her doorstep I could see that one of thejorrk
vehicles had been removed leaving two out in the middle of the
field. The tarps that had covered the three cars had been blown
off by the wind. The result was that about 1 1/2 junk cars were
visable to the public. Mrs. LEDGER said that Pete wasn't there
that she was getting ready to go get him. I asked for and
received permission to go check the trailer to see if it was now
in "dead storage". As I approached the trailer I could hear the
swamp cooler working on top of the trailer which meant that the
electricity was again connected to the trailer. The electrical
connection was made with a black extention cord that went through
a window into the "garage". The extention cord was laying on top
of the ground and went under the trailer and then into the
trailer through a hole.
I went to the house and advised Mrs. LEDGER what I found and
ask her to see for herself. As we approached the trailer Mrs.
LEDGER stated that she could hear the swamp cGoler. I showed
Mrs. LEDGER the extention cord and how it entered the trailer.
I advised Mrs. LEDGER that to find the electrical connected
to the trailer, again, was a definite violation of their
instructions and that I was now under an obligation to record a
notice of violation with the recorder's office.
*Note Mr. and Mrs. LEDGER have claimed in the past that
the son (Steve) does these things withoi/t their consent or
permission and that they are unabe to control his actions
therefore they should not be held accountable, Mr. LEDGER once
showed me the circuit breaker box located next to the front door
on the main house. He showed me tkat all he had to do tb stop
the son from connecting the electrical to the trailer was to flip
the circuit breaker and to padlock the`box. I have never seen
the circuit -breaker box padlocked.
After finspected the property I confired with Bettye
KIRCHER, the Director of Planning. She agreed that a notice of
violation should be placed against the property.

WHAT IS REQUIRED TO CLEAR THE VIOLATION
-
The total amount of junk and the junk in the public view will
have to be reduced to an allowable amount as determined by the
Planning Department. '
If the trailer is going to be used as storage then it will
require permits and approvals from the Building Department.
A determination should be made by the Building Department in
regards to the deck that is next to the trailer.
The new sewage system was just
installed
in the area. The
trailer was connected, across one
parcel
to
the other, to the
main house's septic tank.

The electrical connection to the
"garage"
(which then feeds the
trailer) comes from the main house
and
it also
crosses the parcel
line.

Dear Mr. & Mrs. Ledger:
This is a warning letter to notify you that you are in vio-
lation of the Butte County Code, as follows, at the above
referenced location:
The junkyard condition that now exists on your parcels
is not an allowed use in an A -R (Agricultural -Residential)
zone. In addition, the -A -R zone does not allow the pre -
1974 mobile home on Parcel 036-40-3-019-0.
Remove the appearance of a junkyard and do not allow the
occupation of the trailer. Remove the trailer from the
property; or place it in dead storage. You have 10 days
to voluntary comply.
You should be aware that Butte County has entered into a Code
Enforcement program that seeks voluntary compliance with the
Butte County Code but provides an effective means of
enforcement if compliance is not obtained. If voluntary
compliance is not obtained; enforcement will be pursued through
the issuance of citations, finces, and recording Notices of
Violations.
