After installing insulation, 'the' installer shall post an insulation certificate (IC -1) in a conspicuous- location.
[ All doors and windows installed between conditioned and unconditioned spaces shall be designed. to limii.air leakage into or from
_ the building_ envelope.:
[ r AH manufactured doors -and windows installed shall have air infiltration iaies certified by the manufacturer per Section 2-5317(b).
( „}Siteconstructed doors and windows, exterior joints, and openings in the building envelope that are observable sources of air
leakage shall becaulked, gasketed,- weather-stripped or otherwise sealed
[' ] All glazing for elimate zones 1 and 16 must be special glazing with a maximum overall U -value of 0.65.
Skylights shall be installed only in rooms where the room area is at least 50 times larger than the skylight arra installed- in the
room.
HVAC and Plumbing Sysiem Ivfeasuies
[ vJ Piping, except those -conveying fluids at temperatures between 60 degrees and 105 degrees Fahrenheit or within HVAC
equipment, shall be insulated in accordance with Section 2-5312.
(% Natural gas appliances shall not be equipped with a continuously burning pilot.
[ ] Heat Pumps shall be installed with controls to prevent electric resistance supplementary heater operation when the heating
load can be met by the heat pump alone. Electric resistance supplementary heater operation is permitted during transient
periods, such as start-ups and following room thermostat setpoint advance, when controls are provided which use preferential
rate control, intelligent recovery, staging, ramping, or similar control mechanisms designed to preclude the unnecessary operation
of supplementary heating during the recovery period. Supplementary heater operation is also permitted during defrost.
( If a circulating hot water system is installed, it shall have a control capable of automatically turning off the circulating pump(s)
when hot water is not required.
[ Vl000 Ventilation air shall be provided per Section 2-5343.
(t/ Air handling duct systems shall be constructed, installed, sealed, and insulated as provided in Chapter 10 of the State Mechanical
Code (Title 24, Part 4).
( J On mechanical ventilation supply and exhaust systems capable of moving more then 5,000 cfm of air, automatic dampers
interlocked and closed on fan shutdown shall be provided. On gravity ventilating systems, either automatic or readily accessible
manually operated dampers in all openings to the outside, other than combustion air openings, shall be provided.
[ y Lavatories in restrooms of public facilities shall be equipped with:
a) outlet devices that limit the flaw of hot water to a maximum of 0.5 gallons per minute, or with self -dosing faucets that
limit delivery to a maximum of 0.25 gallons of hot water for recirculating systems and to a maximum of OS gallons for non
recirculating systems.
b) devices that limit the outlet temperature to a maximum of 110 degas Fahrenheit.

( ] Room air conditioners, central air conditioning heat pumps (regandles; of capacity, except that -requirements for central air
conditioning heat pumps with cooling capacity of 135,000 Btu per hour or more apply to heating performance but not cooling
performance), other central air conditioners with a cooling capacity less than 13S,000 Btu per hour, fan type central furnaces
with input tate less than 400,000 Biu per hour, boilers, wall furnaces, floor furnaces, room heaters, unit heaters, and duct furnaces
shall have been certified -to the California Energy Commission by its manufacturer to comply with the efficiency standards. .
[ Each HVAC system shall be equipped with at least one automatic device to act back or shut off the system during periods of
non-use or alternate use of the building spaces_ or zones served by the system. (timelock)
[ /Each zone shall be provided with at least one automatic temperature control device for the regulation of space temperature.
I^ ch floor with conditioned space shall contain one zone.
"l ( e temperature controls shall: - -
_ (a) be able to maintain space. temperature set points from SS to 85 degrees Fahrenheit. TWo or more replaceable fixed set
. point devices, one_ for cooling and one for heating, may be used in lieu of continuously adjustable set point devices.
(b) be able to operate zone heating and cooling in sequence if both are provided.
(c) provide a temperature range adjustment up to 10 -degrees Fahrenheit between full heating and full cooling capacity to the
zone, if the zone has both heating and cooling- capacity. -If the HVAC system uses reheat or retool for conditioning this
zone, this control shall reduce cooling capacity: to the zone before reheating and reduce heating rapacity to the zone before
retooling.
[ J All HVAC systems installed as part of the Simplified Compliance Approach shall include an integrated temperature or enthalpy
l 1 economizer cycle or integrated water economizer cycle, or a sepatafe ventilation system(s) capable of supplying outside air for
ventilation and capable of bringing in outside air under thermostatic control while locking out other mechanical heating or cooling
systems. The economizer shall be capable of operating and providing partial cooling, even when additional mechanical cooling
is required to meet part of the load.
Exceptions:
[ ] a) Systems of less than 3,000 cfm peak supply air volume and direct expansion cooling systems of 15 tons or less nominal
cooling capacity may use a two position economizer that is not able to provide partial cooling when mechanical cooling must
operate simultaneously.
[ K b) The system serves only perimeter zones of which less than 20% of the zone areas are located more than 15 feet from
an exposed exterior wall.
[ ] c) Systems with no mechanical cooling capability.
[ ] d) The total capacity of cooling systems without economizers serving the permit space is less than 5 percent of the total
installed cooling capacity.
Lighting System Measures
(✓Je0000 Each area enclosed by ceiling -height partitions shall have independent control of the lighting within that area.
[
Each area enclosed by ceiling -height partitions shall have at least one readily accessible manually operated switching device to
control fighting within that area. For lighting controls, "readily accessible" means located so that a person using the device can
see the controlled lights of the area being lit. Switching devices in addition to, but not instead of, the required readily accessible
manually operated switching devices shall be permitted.
~ [ W. -,The general lighting of any enclosed area 100 square feet or larger in which the connected lighting load exceeds 1.0 watt per
square foot for the area as a whole, shall be controlled so that the load for the lights may be reduced by at [cast one-half while
maintaining a reasonably uniform level of illuminance throughout the area. A reasonable uniform level of illuminance may be
maintained by controlling all lamps or luminaires with dimmers; by dual switching of alternate rows of luminaires, alternate
luminaires, or alternate lamps; by switching the middle lamps of three lamp luminaires independently of the outer lamps; or by
switching each lumaim or each lamp.
[ ✓)' In all areas where effective use may be made of natural light, lighting circuiting shall be arranged so that units, in all portions
of the area where natural light is available at the same time, are switched or dimmed independently of the remainder of the
area When effective use of natural light can be achieved through on-off switching of only a portion of the lamps within each
Of the luminaires located in the area where natural light is available, the other lamps in these luminaires may be switched with
the remainder of the area.
Blank Fortes nr.4
] Valance lighting-shall be separately switched and feature displays shall be separately switched on circuits of 20 amps or less.
\ If the total lighting pourer for feature displays. in a store exceeds four such circuits, switching shall be controped by an automatic
programmable timer per Section 2-5319(h).
[ ] One-lamp or three-lamp fluorescent lighting luminaires, of the type listed as subject to certification, reoessed or surface mounted
within 10 feet of each other or pendant mounted within one (1) foot of each other, shall be tandem wired to eliminate
unnecessary use of single'lamp ballasts. Tandem wiring consists of pairs of luminaires operating with one lamp on a luminaire
