With reference to the above subject and your proposal to convert the single
family residence at 6080 Upper Palermo Road into a Day Care Center for 12
children, the requested inspection was made on June 2, 1988.:
This proposed change of occupancy will* require the present building conform
to present code requirements for the ;new occupancy (E-3), essentially the
same as for new buildings.
The following is a list of items which.mustflbe done or resolved:
(1) Provide a continuous perimeter concrete foundation system and proper
pier and girder underfloor support systema
(2) Verify structural adequacy of the building and resolve items men-
tioned in April 29, 1988, letter from Alan Brown.
(3) Front and rear stairs must conform to code requirements.
(4) Make building useable and accessible to physically handicapped
including ramps, door widths, lever hardware, and bathroom facilities.
(5) verify gas heating unit and water heater installed per code require-
ments.
(6) All plumbing fixtures must be vented and connected to the sewage
disposal system.
(7) Rewire building per code requirements, including elimination of
all exposed wiring, grounding of receptacles, service panel cleanup and
grounding, and proper clearancs to exterior overhead wiring.
Once you obtain the required Use Permit, it is in order for you to present
three complete sets of engineered plans, including plot plan, floor plan,
and structural details, and apply .for the required permits and pay the
appropriate fees.

Further to your request, on April 21, 1988 I performed a
structural inspection of your house at the above referenced
location.
The single story house is wood frame construction and I
would estimate its age at about 50 years. It has a gable roof,
horizontal lap wood siding, a raised wood floor supported by a
joist and girder system. The wood girders are supported on short
Posts and concrete pier block set on -grade.
Access under the structure is limi.ted. Visual inspection
throuch an opening in the south side revealed that extensive dry -
rot has deteriorated the floor joist and girder system.
Addit=onally, 2-3" of ponded water was also no at this
location.
The following improvements should be designed and
constructed so that the structure can resist stress produced by
lateral forces:
Construct a plywood shearwall system designed to
resist lateral forces parallel to the walls.
Remove & replace the* deteriorated floor system.

Construct a perimeter concrete footing under the
structure. The footing should have a minimum width
ofz-12".-and• extend a minimum of 12" below; undisturbed
..> :I ground.' The footing ;should also contains a' minimum of
2-#4-- reinforcing bars continous, and should be
adequately, connected to the floor and shearwall
system. I
Provide site grading and/or piping to direct all
roof and surface waters away from the structure.
These recommendations suggest a minimum of improvements to
upgrade the house to resist seismic forces. During the course of
design and construction additional items may be encountered that
should be addressed.

With reference to the above subject, and your proposal to convert the single
family, residence at 6080 Upper Palermo Road into a Day Care Center for 12
children, the requested inspection was made. on June 2, 1988.1
This proposed change of occupancy will require the present I building conform

be capable of operating and providing partial cooling, even when additional mechanical cooling is

Each area cncloscd by ceiling -height partitibns shall have independent control of the lighting within that
area.
(Each area enclosed by ceiling -height partitions shall have at least one readily accessible manually
operated switching device to control lighting within that area. For lighting controls, 'readily accessible'
means located so that a person using the device can sec the controlled lights of the area being lit.
Switching devices in addition to, but not instead of, the rcquiecd readily accessible manually operated
switching devices shall be permitted.
(/The gcncral lighting of any cacloscd arca 100 square feet .or larger in which the connected lighting load
exceeds 1.0 watt per square foot for the area as a whole, shall be controlled so that the load for the lights
may be reduced by at least one-half while maintaining a reasonably uniform level of illuminance
throughout the arca. A reasonable uniform level of illuminance may be maintained by controlling all
lamps or luminaires with dimmers; by dual switching of alternate rows of luminaires,jalternate
luminaires, or alternate lamps; by switching the middle lamps of three lamp luminaires independently of
the outer lamps; or by. switching each lumairc or each lamp.
.(f, in all areas where effective use may be made of natural light, lighting circuiting shall be arranged so
that units, in all portions of the arca where natural light is available at the same time, are switched
independently of the remainder of the arca..
( j One -lamp or three -lamp fluorescent lighting luminaires, of the type listed as subject to -certification,
recessed or surface mounted within 10 feet of each other or pendant mounted within one (1) foot of each ,
other. shall be tandem wired to eliminate unnecessary use of single lamp ballasts. Tandem wiring
consists of pairs of luminaires operating with one lamp on a luminaire powered from a single two -lamp
ballast contained in a second luminaire.

the lights directly above that arca arc controlled by daylighting controls that respond to
light from the vertical glazing.
( J Horizontal glazing shall have a shading coefficient of 0.30 to 0.01 and shall have a visible light•:w?;,..
transmission of at least 25 percent.
( J The daylit area for glazing in walls is the smallest arca on the floor within the following .boundaries.
a) Any floor-to•cciling interior or exterior wall or partition, including that of vertical
glazing.
b) A vertical plane or planes extended perpendicular to the planet' of the glazing two feet
horizontally distant from end points of the widest horizontal extent of the opening for
the glazing in the wall; and a vertical plane parallel to the greatest horizontar width. of ,
the glazing opening in the wall, 13 feet distant from this width on the side of the glazing
that is provided with comfort conditioning.
( J Daylighting controls shall be able to reduce electric power consumption for the controlled lighting to 50
per or less .or maximum -power consumption. shall control all luminaires delivering 50 percent or more
of their light output -to surfaces within daylit spaces, and shall not control any luminaire delivering more
than 30 percentof its light output to surfaces outside daylit spaces.
( J The controls shall incorporate time delay circuits to prevent undesirable cycling of light level changes.
( J Each photocell sensor shall be a light diffusing type and shall not have a mechanical slide cover or
other device that would, permit easy unauthorized disabling of the control.
( J The manufacturer shall provide step-by-step instructions for installation and start-up calibration to design
footcandle levels.
( J Daylighting controls shall also incorporate either programmable timing controls capable of separate.
schedules for weekdays and weekends as well as temporary override and automatic return. The
temporary override• need not be wired in series with other switching; QL occupancy sensing devices
to automatically turn off all daylit controlled non -emergency lighting in the absence of occupants.
( J The•installcr of the controls shall do all of the following:
a) Locate the photocell sensor in accordance with the designer's or manufacturer's
instructions.
b) _ Provide to the building owner or occupant certification that the initial calibration of. the
controls was done according to the designer's or manufacturer's instructions.
c)Install the daylighting controls so as to control only luminaires within the daylit area(s).
( J Daylighting controls shall visibly or audibly warn the occupants or building.operators when
