In the long run, we are not confident Ms. Tacy properly explained the individual items to the sub -contractors in order to receive correct bids. Our staff also sent out two General Contracting companies to submit bids to complete all the work "in one package deal" but due to the profit mark-up by the General Contractors, Ms. Tacy refused to consider either General Contractor bid. The cost to rehabilitate Ms. Tacy's home is $34,559.22. Total Project Estimate: $39,559.22 Rehabilitation $34,249.30 12% Contingency 4,109.92 Escrow 800.00 Appraisal 400.00 Due to Ms. Tacy's "lack of understanding" when she pulled sub -contractor bids, we are not confident a 10% contingency is sufficient to cover possible Change Orders. Our staff requests the County of Butte Loan Committee consider a 12% contingency in 1 order to cover the cost of possible unknown problems. All remaining funds after the rehabilitation of Ms. Tacy's home will be applied to her loan by Butte County. Underwriting Considerations: Connerly & Associates received an application from Linda Tacy in February, 2004. Ms. Tacy owes approximately $45,000 on her home, which was appraised in October, 2004 at $160,000. With a rehabilitation loan from Butte County, the loan -to - value ratio will be 53% (based on a 12% contingency). Ms. Tacy is a disabled person with an annual household income of $9,720 from Social Security. This is below the 50% median income limit for Butte County.
