The purpose of this comment sheet is to: 1. Determine if the information contained in the application is adequate to allow your jurisdiction to review the project and submit conditions, if any; and to 2. Determine the appropriate environmental documents to prepare for this project, as well as to identify particular environmental concerns to be addressed or required mitigation measures your office may want incorporated. If the application is determined to be complete within 30 days of its submittal it should be heard at the estimated hearing date indicated below. This is an application for Development Agreement for a 25% density bonus to allow 72 apartment units, and a General Plan Amendment from Public to High Density Residential, on 4.97 acres, on property zoned R-3 (Residential, 13 dwellings per acre), located on the south side of Las Plumas Avenue, approximately 1,000 feet east of Farley Street, in Oroville, identified as APN 036 - 160 - 045 . There are no guidelines in effect at this time, either State or Federal, which require any dwelling unit to be "readily accessible". 2. ALL ground floor dwelling units must be adaptable — 1102A.7 -G and 1102A. 3. All public and common -use areas must be made accessible — 1111B.2. 4. Parking — at least 2% of the units for assigned parking (signage not required and 5% for visitor parking (signage required'- 1118A.1. Minimum 87" vertical clearance in all covered parking — 1118A.2. 5. An accessible route must be provided from the ground floor dwelling units to all common areas, public streets & sidewalks, and public transportation stops — 1107A.2.1. 6. Laundry rooms with front -loading washers or assistive devices - 1115A. 7. Doors and openings, except for the primary entrance and required exits, minimum of 32" nominal clear space — 1109A.1 exception. 8. Kitchens within adaptable dwelling units — 1112A. 9. Only one bathroom in privately funded unit need comply with the requirements for the physically disabled — 1109A.2. All requirements for doorway, water closet, lavatories, mirrors, towel fixtures, shower compartment, and bathtubs are listed in this section. 10. Every primary entrance shall be provided with a door buzzer, chime or equivalent, mounted a maximum 48" above the floor, connected to permanent wiring — 1106A.
