The owner, Thomas Christopher, has been notified to rehabilitate or demolish the structure. Due to the unsafe conditions found, and since the building is presently vacant, this office hereby .requests that you disconnect the gas and electric services at the earliest possible time. Your timely cooperation concerning this request would be appreciated. Should you have any questions concerning this matter, please contact this office. Dear Mr. or Mrs. Christopher: This department received a complaint alleging health and safety hazards in the above listed rental dwelling. The Butte County Assessor's records indicate you are the owners of the property. On February 11, 1987, I visited the property and the tenant in 4442 VC Road, allowed me to inspect her rental dwelling. The following conditions were observed which are in violation of the Butte County Code, Chapter 19, Section 17920.3(a)(11)(12)(14), (b)(2)(4)(6), (d), (e), (f) and (g) (2); and which pose health and safety hazards to the occupants and render the dwelling substandard. 1. The septic tank has failed as evidence by sewage on the ground in an open pit at. the rear of the house. 2 Sewage is being discharged to the ground from defective plumbing under the house, and waste water from the kitchen sink discharges onto the around. 3.' House is damp, with sagging and damaged ceilings in the kitchen, bathroom, bedroom and living room from roof leaks. Wall is rotted out in kitchen beside refrigerator. r 4. Floor is badly deteriorated and rotted in the bathroom, kitchen and bedroom. (Large hole in bedroom floor.) 5% Bathtub does not drain properly, and toilet is leaking at base rotting out floor. 6. Space heater flue is in poor condition and unsafe. 7. Water heater does,not have a temperature -pressure relief value T. J. and/or Mary Christopher February 12, 1987 Page 2 and discharge line to the exterior. and in poor repair, and unsafe. Flue is an unapproved type 8. There is a major roach infestation throughout the house. 9. Wiring is exposed and unprotected at meter and breaker box. These conditions shall be corrected as follows, and within THIRTY (30) DAYS from receipt of'this notice, unless otherwise indicated. Obtain aseptic tank repair permit from the Butte County Department of Public Health,, and building repair permits from the Butte County Department of Public Works, 7.County Center Drive, Oroville,. CA 95965. 1. Repair or replace the failing septic tank sewage system. Obtain a septic tank repair permit within SEVEN (7)'DAYS and complete. all repairs within THIRTY (30) DAYS. Confine all sewage underground. 2. Repair or replace defective house sewerage plumbing, and connect kitchen sink to sewer, and confine all sewage underground. . 3. Eliminate excessive dampness from'the house. Repair sagging, water damage in the kitchen, bathroom, bedroom, and living room from roof leaks. Repair rotted wall in kitchen beside refrigerator. 4. Repair or replace deteriorated and rotted floors in bathroom, kitchen and bedroom. 5. Repair or replace bathtub waste drain plumbing so it drains properly, repair toilet and eliminate leakage around toilet base. 6. Provide an approved flue on the gas fired spaceheater. 7. Provide a temperature -pressure relief valve and dischargeline to the exterior on the water heater. Replace the water heater flue with an approved flue. 8. Eradicate the roach infestation from the dwelling. Due to the extent of the infestation, I recommend the use of a professional exterminator. 9. Provide protection for exposed wiring at meter and breaker boxes. Due to the sewage failure, roof leaks and collapsing ceiling, and unsafe flues on gas fired appliances, this dwelling is rendered unsafe for human habitation. If repairs are not completed as indicated, it shall be vacated and not reoccupied until all repairs are completed and approved. T. You will then be prevented from claiming state tax deductions for taxes, depreciation, amortization, or interest expenses connected with the property as long as it remains substandard: This notice is given to you pursuant to Sections 17299 and 24436.5 of the California Revenue and Taxation Code.
