Dear Property Owner:
An application for a building permit has been submitted in your name listing yourself as the builder of
property improvements specified.
For your protection, you should be aware that as "owner-bufldee, you are the responsible party of record
on such a permit. Building permits are not required to be signed by property owners unless they are personally
performing their own work. If your work is being performed by someone other than yourself, you may protect
yourself from possible liability if that person applies for the proper permit in his or her name. ' -
Contractors are required by law to be licensed and bonded by the State of California and to have a
business license from the city or county. They are also required by law to put their license number on all permits
for which they apply.
If you plan to do your own work with the exception of various trades that you plan to subcontract you
should be aware of the following information for your benefit and protection:
0 If you employ or otherwise engage any persons other than your immediate family, and the work (including
materials 'and other costs) is $300 or more for the entire project, and such persons are not licensed as
contractors or subcontractors, then you may be an employer.
0 If you are an employer, you must register with the State and Federal Governments as an employer and you are
subject to several obligations including state and federal income tax withholding, federal social security taxes,
workers compensation insurance, disability insurance costs, and unemployment compensation contributions.
0 There may be financial risks for you if you do not carry out these obligations, and these risks are especially
serious with respect to worker's compensation insurance.
0 For more specific information about your obligations under Federal Law, contract the Internal Revenue
Service (and, if you wish, the U.S. Small Business Administration). For more specific information about your

If the structure is intended for sale, property owners who are not licensed contractors are allowed to
perform their work personally or through their own employees, without a licensed contractor.or subcontractor, only
under limited conditions.
A frequent practice of unlicensed persons professing to be contractors is to secure an "ownerbuilder;-
building permit, erroneously implying that the property owner is providing his or her own labor and material
personally. Building permits are not required to be signed by property owners unless they are performing their own
work personally.
Information about licensed contractors may be obtained by contracting the Contractors State License
Board in your community or at 1020 N Street, Sacramento, CA. 95814.

Dear Mr. Osby:
On July 12, 1,994, in the presence of, and with the permission of
the tenant, I inspected your rental unit and the surrounding yard
area.
The following, but not limited to,- substandard items were found:

service box. This can be a major electrical
hazard for children and adults.

refuse in the rear and side yard.

the house.
4. There is a small hole in the exterior of the

There is a sunken area in the rear yard that

been located. The -sunken area which is about -
4 1/2 feet by 4 1/2 feet by 14 inches deep is

The swamp cooler is not connected to the water
supply, and there is no on-off switch for the
swamp cooler. Also, the electrical cord to
the swamp cooler has been spliced, and the
r.,_�splice is readily accessible to children.
'Tlhere are carbon deposits on an electrical
outlet in the dining room. Such deposits
indicate that 'the outlet may be faulty, and
another outlet does not work.

Dear Mr. Shine:
This department received a complaint alleging health and safety
hazards in the above stated dwelling. The Butte County Assessor's
records indicatethat you are the owner of the property.
On January 10, 1990, 1 visited the property' and the tenant, Rhonda
Peebles, allowed me to inspect her rental -dwelling.
The following, but not limited to, conditions are in violation of
the California Health and Safety Code, Section 17920.3 (d) , (g) (2) ,
(g) (3) and (f) and pose health or safety hazards to the tenants and
render -the house substandard:
1. There is no "dead -front" on the exterior electrical panel
housing the circuit breakers.
2. The rug is burned around the base of the space heater, and it
appears that the heater was the source of ignition.
3. There is a rain -water leak thru the kitchen stove exhaust
system and from the wood stove vent.
4. An area around the air -conditioner on the East side of the
house is not weathertight and the board plugg-ilig the hole
where an air -conditioner used to be on the West wall of the
dwelling is not weathertight.
These conditions- shall be corrected as follows and within thirty
(30)'days fr * om receipt of this notice. Obtain all required permits
required from the Butte County Department of Public Health, 7
Countv Center Drive, Oroville,.CA, prior to making repairs:

Install an approved "dead -front" on the exterior electrical
panel housing.
2. Find the flame source and correct problem.
3. Repair roof where rain -water leaks onto the kitchen stove.
4. Make the air conditioner parts on the East and West side of
the house weathertight.
If this dwelling is vacated, do not reoccupy, rent, lease or
otherwise use the dwelling until the above stated repairs are made.
A reinspection will be made. Failure to comply will result in the
Franchise Tax Board being advised of your noncompliance. You will
then be prevented from claiming state tax deductions for taxes
depreciation, amortization or interest expenses connected with the
property as long as it remains substandard. This notice is given
to you pursuant to Sections 17299. and 24436.5 of the California
Revenue and Taxation code.

Any building or portion thereof including any dwelling unit, guest
room or suite of rooms, or the premises on which the same is located, in
which there exists any of the following listed conditions to an extent that
endangers the life, limb, health, property, safety, or welfare of the public
or the occupants thereof shall be deemed and hereby is declared to be a
substandard building:
(a) Inadequate sanitation shall include, but not be limited to, the
following:. b or shower
(1) Lack of, or improper water closet, lavatory, or bathtu
in a dwelling unit. d bathtubs or
(2) Lack of, or improper water closets, lavatories, an

laws in effect at the time of installation but is currently in good and safe
condition and working properly, and which is free of cross connections
and siphonage between fixtures.
(f) All mechanical equipment, including vents, except that which con-
formed with all applicable laws in effect at the time of installation and
which has been maintained in good and safe condition. or which r�av not
have conformed with all applicable laws in effect at the time of ins'talla-
tion but is currently in good and safe condition and working properly.
(g) Faulty weather protection, which shall include, but not be limited
to, the following:
(1) Deteriorated, crumbling, or loose plaster.
(2) Deteriorated or ineffective waterproofing of exterior walls, roof,
foundations, or floors, including broken windows or doors.
(3) Defective or lack of weather protection for exterior wall coverings,
including lack of paint, or weathering due to lack of paint or other
approved protective covering.
(4) Broken, rotted, split, or buckled exterior wall coverings or roof
coverings.
(h) Any building or portion thereof, device, apparatus, equipment,
combustible waste, or vegetation which, in the opinion of the chief of the
fire department or his deputy, is in such a condition as to cause a fire or
explosion or provide a ready fuel to augment the spread and intensity of
fire or explosion arising from any cause.

maintained in good and safe condition.
(j) Those premises on which an accumulation of weeds, vegetation,
ic matter, debris, garbage, offal, rodent harborages,
junk. dead organ
stagnant water, combustible materials, and similar materials or condi-
tions constitute fire, health,' or safety hazards.
(k) Any building or portion thereof which is determined to be an
unsafe building due to inadequate maintenance, in accordance with the
lacest edition of the Uniform Building Code.
(1) All buildings or portions thereof not provided with adequate exit
facilities as required by this code, except those buildings or portions
thereof whose exit facilities conformed with all applicable laws at the

and increased in relation to any increase in occupant load, alteration or
addition, or any change in occupancy.
When an unsafe condition'exists through lack of, or improper location
of. exits. additional exits may be required to be installed.
(m) . All buildings or portions thereof which are not provided with the
fire -resistive construction or fire -extinguishing systems or equipment
required by this code, except those buildings or portions thereof which
conformed with all applicable laws at the time of their construction and
whose fire -resistive integrity and fire -extinguishing systems or equip-
ment have been adequately maintained and improved in relation to any
increase in occupant loaj, alteration or addition, or any change in
occupancy.
(n) All buildings or portions thereof occupied for living, sleeping,
cooking, or dining purposes which were not designed or intended to be
Used for such occupancies.
(o) Inadequate structural resistance to horizontal forces.
"Substandard building" includes a building not in compliance with
Section 17920.7.
However, a condition which would require displacement of sound walls
or ceilings to meet height, length, or width requirements for ceilings,
rooms, and dwelling units shall not by itself be considered sufficient
existence of dangerous conditions making a building a substandard
building, unless the building was constructed, altered, or converted in
violation of such requirements in effect at the time of construction,
alteration, or conversion.
