RE: HOUSING COMPLAINT — 4545 Lower Wyandotte Road, Oroville, CA — AP# 36-103-001
Dear Mr. Blanton:
This department received a complaint alleging health and safety hazards in the
above listed dwelling. The Butte County Assessor's records indicate you are the
owner of the property.
On May 5, 1982, I visited the property and was permitted by the tenant to make
an inspection. The following conditions were noted which are in violation of
the Butte County Code, Chapter 19, Section 19-4, and the California Administrative
Code, Title 25, Chapter 1, Subchapter 1. State Housing Law Regulations, and which
.pose health or safety hazards to the tenants.
1. Waste water from'bathroom sink and tub is being discharged onto the ground
from a broken pipe on the south side of the house.
2. Kitchen sink waste drain plumbing leaks. The toilet'overflows from blockage.
Laundry room waste drain plumbing lacks a.proper vent.
3. The water heater lacks a temperature—pressure relief valve and discharge
line to outside.
4. The electrical facility supplying the rear bedroom is inoperative. The front
bedroom light fixture (shade)is missing, the cover plates are missing on wall
receptacle in the laundry room, receptacle is inoperative. The rear exit,door
-porchlight has exposed wiring. The swamp cooler has an electrical short,
causing shocks. The front porchlight is defective and emits sparks when turned
on. P.Go& E. indicated that an old fuse box near the new electrical breaker
box is energized and is dangerous due to possible electrical shocks. The
garbage disposal is inoperative and.exposed wiring exists under the kitchen
sink,
5• The south wall of the rear bedroom is cracked and not weathertight and the
window is not weatherproof, allowing rain water tp enter and cause mildew.and
dampness. The wall area below the kitchen sink has an.opening to the outside
and is not weathertight or vermin proof.

6. There is evidence of roof leaks in the rear bedroom.
7. Floor feels very weak and deflects in the southeast corner of the rear bedroom.
These conditions shall be corrected as follows, and within THIRTY (30) DAYS from
receipt of this notice. Obtain any required permits from the Butte County Department
of Public Works, 7 County Center Drive, Oroville, CA, prior to beginning repairs..
1. Provide. a properly installed sewer line with properly supported traps and
vents and confine all waste water from bathroom sink, and bathtub to the
septic tank.
2. Provide leakproof, properly installed waste drain plumbing with properly
supported traps and vents for kitchen sink, toilet, and laundry facility.
3. Provide a properly installed temperature pressure relief valve and discharge
line on the water heater.
4- Provide properly installed electrical facilities, 'eliminating open splices,
exposed wiring, inoperative fixtures including wiring to the rear bedroom,
.zip cords to the bathroom, and rear exit door porch light. Repair -or replace
swamp cooler, eliminating short circuit. Replace defective front porch light,
eliminating hazardous wiring. Remove the inoperative fuse box, and remove .
energized wiring. Properly install the garbage disposal and eliminate exposed
wiring. Make all receptacles and fixtures operative. Provide cover plates on
all switches and receptacles.
5• Make the south wall of the rear bedroom and the window, weathertight eliminating
all leaks. Make the wall below the kitchen sink.weathertight and vermin proof.
6.' Repair or replace the roof eliminating all leaks*'
7• Repair or replace the floor in the southeast corner of the rear bedroom,
providing adequate supports, piers, or girders as needed to strengthen the
floor.
