Dear Mrs. Miller, Thank you for your letter that we received on October 19, 2006. We are pleased that you attended the October 17 public hearing at the Williamson Act Advisory Committee. I have checked our maps and you are correct. Your land described above, is subject to a 1972 Williamson Act contract and is located within the Sphere of Influence of the City of Oroville. A "sphere of influence" is the area within which a city believes that it can eventually provide city services. It is the general area within which annexations could be considered. Until an annexation takes place, the land is still within the jurisdiction of Butte County, for land use entitlements (land splits, use permits, building permits etc.). It is not clear from our records why the City of Oroville was allowed to expand its sphere of influence to include lands under Williamson Act contract; or if the County approved the 1972 Williamson Act contract when the land was already within the City of Oroville- Sphere of Influence. Currently, the Butte County Local Agency Formation Commission (LAFCo) is responsible for regulating changes in the spheres of influence of cities in Butte County. I would be pleased to speak with you about what influence your location within the Oroville Sphere of Influence might have on your plans for the use of your land. Attention Steve Troester: Re: Williamson Contract #7 I attended the meeting on October 17, 2006. Previously I went to the county planning department to inquire as to the location of the planned extension of Ophir Road. They told me that my property was in the city's sphere of influence so in the city general plan, not the county. r . I then went to the city and they gave me a map. When I attended the meeting on October 17 it seemed from the discussion that if a property was in the Williamson Act it could not be in the sphere of influence of a city. Is this correct?
