On November 21, 1989, I visited your office in Oroville with Mr. James Glander, Chief Building Inspector to advise your office staff the building should be secured to entry. Following' that visit some work appears to have been done to secure the house. However, on January 4, 1990, a revisit to the site revealed that the garage door (at rear) was open, rear kitchen window permitted access, and bathroom window was broken. A neighbor has indicated persons are again entering the house. None were observed on January 4, 1990. Please take action within TEN (10) DAYS to secure the house to entry, and maintain it.in a secure condition. According to Las Plumas High School officials, this is an abandoned (trashed) home, formerly a drug lab, where it is convenient for students'to cut classes and "hang out", smoke dope, etc. There is no toilet; however, according to a school official, the opening is being used. Apparently, hazardous chemicals have been dumped in the back yard, With the drug, truancy, and other related problems facing our youth in Butte County, an immediate investigation into and solution to this matter is a real necessity. A timely response to this memorandum would be greatly appreciated.
