OWNER BUILDER INFORMATION I
Dear Property Owner:
An application for a building permit has been submitted in your name listing yourself as the builder of property
improvements specified.
For your protection, you should be aware that as "owner -builder" you are the responsible parry of record on such
a permit. Building permits are not required to be signed by property owners unless they are personally performing their
own work. If your work is being performed by someone other than yourself, you may protect yourself from possible
liability if that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and to have a business
license from the city or county. They are also required by law to put their license number on all permits for which they
apply -
If you plan to do your own work, with the exception of various trades that you plan to subcontract, you should
be aware of the following information for your benefit and protection:
♦ If you employ or otherwise engage any persons other than your immediate family, and the work (including materials
and other costs) is 5300 or more for the entire project, and such persons are not licensed as contractors or
subcontractors, then you may be an employer.
♦ If you are an employer, you must register with the State and Federal Governments as an employer and you are
subject to several obligations including state and federal income tax withholding, federal social security taxes,
workers compensation insurance, disability insurance costs, and unemployment compensation contributions.
♦ There may be financial risks for you if you do not carry out these obligations, and these risks are especially serious
with respect to worker's compensation insurance.
♦ For more specific information about your obligations under Federal Law, contract the Internal Revenue Service (and,
if you wish, the U.S. Small Business Administration). For more specific information about your obligations under
State Law, contact the Department of Benefit Payments and the Division of Industrial Accidents.
If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform their
work personally or through their own employees, without a licensed contractor or subcontractor, only under limited
conditions.
A frequent practice of unlicensed persons professing to be contractors is to secure an "owner builder" building
permit, erroneously implying that the property owner is providing his or her own labor and material personally. Building
permits are not required to be signed by property owners unless they are performing their own work personally.
Information about licensed contractprs may be obtained by contracting the Contractors State License Board in your
community or at 1020 N Street, Sacramento, CA. 95814.

Plans for the above referenced project were reviewed by this office. Please provide additional
information and/or make revisions to plans, specifications, or calculations as follows:
1. Please provide a description of the soil upon which the wall is to be placed. Describe
the soil using the system in Table 18 -I -A of the Uniform Building Code (UBC). The
calculation assumes an allowable bearing pressure of 1500 psf and a friction angle of 35
deg. If the soil type is not Class 4 material or better please revise the calculations and
up date design as necessary.
What is the source of the passive lateral value of 406 pcf?
Provide a retaining wall subgrade specification such as native undisturbed soil (or rock)
or engineered fill. If engineered fill is used provide specification for material type and
relative compaction.
2. What is the horizontal extent of the dowel shown in the retaining wall section?
3. Provide structural material specifications on the plans.
4. The design engineer is to stamp and wet sign the engineered plans/details.
5. The design calculations call for a concrete compressive strength (f'c) of 3000 psi for
the footing. Supply special inspection per Section 1701.5 of the UBC and the attached
Special Inspection Policy sheet.
6. The calculations show the moment and shear for a design height of 5 feet above the
footing. What is the moment and shear at the base of the footing? Revise the
calculations to show the controlling situations and update the design as necessary.
T. Provide the minimum required temperature and shrinkage reinforcement in the footing.
8. Provide for drainage behind the retaining wall or design the wall for the undrained
situation.
9. Meet the requirements of Section 3301.2 of the UBC (A copy of Section is attached.).
All construction should take place on the subject parcel.

SPECIAL INSPECTION POLICY
I . Engineer or Architect shall identify on the plans when special inspection is required per Section 1701 of the Uniform
Building Code, list the type of special inspection required and any special requirements for testing.
2. Plan check engineer will attach the "Special Inspection Note" form to the plans indicating which items will require special
inspection.
3. Plan check engineer will notify applicant and list on the data sheet that approval of the special inspector is required prior
to issuance of the building permit.
4. A preconstruction conference may be required by the Plan Check Engineer to review special inspection requirements and
procedures.
5. The special inspector shall be employed by the owner, architect or engineer of record, but not by the contractor.
6. Prior to our approval of a special inspector, a resume and other information may be requested to verify the qualifications and
certification of the special inspector.
7. Special inspectors shall submit reports to the Building Division stating that all items requiring special inspection and testing
were fulfilled. Final report is to be submitted and approved prior to final inspection of building.
SPECIAL INSPECTION NOTE
In addition to the inspections required by the Uniform Building Code Section 108, a Special Inspection is required in this building
in accordance with the Uniform Building Code Section 1701.
Duties and Responsibilities'of the Special Inspector:
1. The special inspector shall observe the work assigned for conformance with the approved design drawings and
specifications.
2. The special inspector shall furnish inspection reports to the building official and the engineer or architect of record. All
discrepancies shall be brought to the immediate attention of the contractor for correction, then, if uncorrected, to the proper
design authority and to the building official.
3. The special inspector shall submit a final signed report to the Building Division stating whether the work requiring special
inspection was, to the best of his knowledge, in conformance with the approved plans and specifications and the applicable
provisions of this code.
4. The special inspector shall advise the contractor that Building Division called inspections cannot be delegated to him, so
inspections must also be made by Butte County.
5. Any change in special inspection firms made after permit issuance shall be approved by the Building Division prior to the
new firm performing any inspections.
6. Special inspections are in addition to the regular inspections performed by the Butte County Building Division. County
inspection approval and sign off is not to be construed as authorization to proceed with work which obscures, covers or
otherwise prevents proper special inspection.
