Dear Property Owner:
An application for a building permit has been submitted in your name listing yourself as the builder of property
improvements specified.
For your protection, you should be aware that as "owner -builder" you are the responsible parry of record on such
a permit. Building permits are not required to be signed by property owners unless they are personally performing their
own work. If your work is being performed by someone other than yourself, you may protect yourself from possible
liability if that person applies for the proper permit in his or her name.
Contractors are required by law to be licensed'and bonded by the State of California and to have a business
license from the city -or county. They are also required by law to put their license number on all permits for which they
apply.
If you plan to do your own work, with the exception of various trades that you planto subcontract, you should
be aware of the following information for your benefit and'protection:
♦ If you employ or otherwise'engage any persons other than your immediate family, and the work (including materials
and other costs) is S300 or more for*the entire project, and such persons are not licensed as contractors or
subcontractors, hien you may be an employer.
♦ If you are an employer, You must register with the State and Federal Governments as an employer and you are
subject to several obligations including state and federal income tax withholding; federal social security taxes,
workers compensation insurance, disability insurance .costs, and unemployment compensation contributions.
♦ There may be* financial risks for you if you do not carry out these obligations, and these risks are especially serious
with respect to worker's compensation insurance.
♦ For more specific information about your obligations under Federal Law, contract the Internal Revenue Service (and,
if you wish, the U'S. Small Business Administration): For more specific information about your obligations under
State Law, contact the Department of Benefit Payments and the.Division of Industrial Accidents.
If the structure is intended for sale, property owners who are not licensed contractors are allowed to perform their
work personally or through their own employees, without a licensed contractor or subcontractor, only under limited
conditions.
A frequent practice of unlicensed persons professing to be contractors is to secure an "owner builder" building
permit, erroneously implying that the property owner is providing his or her own labor and material personally. Building
permits are not required to be signed by property owners unless they are performing their bwn work personally.

National Fire Protection Association Standard for installation of sprinkler systems in one
and two family dwellings and mobile homes, NFPA Standard 131), unless a pressurized
community water system, with hydrants that meet the Fire Department specifications, serves
the parcel.

possible. A mature tree shall be defined as a tree with a trunk measuring 4 inches in
diameter, 4 feet from ground level. Mature trees removed shall be replaced on a 3 -to -1
ratio, utilizing existing oak tree stock. Each tree to be preserved shall be surrounded by a
circular zone (minimum 40 -foot radius) identified by an orange fence during construction
activities. No vegetation removal, soil disturbance, or other development activities shall
occur within the fenced area.

construction associated with residential development. Approved dust control measures are
found in the fugitive dust control plan for the site approved by the Butte County Air Quality

In accordance with California Environmental Quality Act (CEQA) Guidelines Section 15060, the
County is allowed 30 days to review your application for completeness. This review period will
expire on April 21, 2002.
The Butte County Environmental Health Division indicates that there is insufficient soils
information to determine if the property would support an on-site sewage disposal system
necessary for the church. Additional information must be provided to the Environmental Health
Department to determine the suitability of the site to support on-site sewage disposal.
This application is deemed incomplete until such time that the Environmental Health Division is
provided the necessary information and is satisfied that the soil is suitable for an on-site sewage
disposal system. Administrative processing of your application will resume upon the Planning
Division receiving clearance from the Environmental Health Division.
I recommend that you contact the Environmental Health Division regarding these requirements as
soon as possible.
Additionally, the Building Division reports that a mobile home was approved and installed on this
property. The plot plan provided with the Use Permit does not show this mobile home. Please
amend the plot plan to include the mobile home and any other buildings.

_L/1. Building Permits Required. Prepare is sets of construction plans and make an application for permit.
Construction shall comply with federal, state, and local regulations. Plans shall be prepared, sealed and
signed by a California Licensed Architect or Registered Engineer f6r non-residential buildings and certain
residential buildings.
2. Proposed improvements constitute a "change in use" or "change in the character of use" as stated in the
building code. Improvement plans shall incorporate all code -required elements for the new use.
1,/3. All structures shall be made accessible to the disabled. Disabled accessible parking and an accessible path
of travel shall be provided.
_V14. Proposed improvements shall comply with Title 24 energy conservation regulations. Appropriate
compliance forms (two sets) shall be submitted indicating compliance with those standards.

regulations. A FEMA Elevation Certificate, prepared by a qualified professional, shall be completed and
submitted with improvement plans for the Building Division.

V 7. Proposed improvements shall comply with Public Resources Code 4290 Fire Safe Construction standards.

nage line ridge beam support posts, end frame ties and rim plates. The term end frame ties refers to the longitudinal ties that are attached to a home
resist wind load on the end walls. If longitudinal ties are required by the home installation instructions or other state standards, these longitudinal ties m;.

GENERAL INSTALLATION INSTRUCTIONS
SITE PREPARATION
It is, necessary that the home site be properly graded and sloped to prevent water and moisture from standing or
flowing beneath the home. See manufacturer's home installation manual and state requirements for grading
andother site preparation.
FOOTINGS AND FROST LINES
The Vector Dynamics Foundation System can be placed directly on top of the ground after clearing all loose
vegetation. In areas where frost line/poured footers are required, the Vector system for concrete is used. See
page$8&9.
FOUNDATION/FOOTING SPECIFICATIONS FOR VECTOR PADS
Vector Pads must be used in place of conventional foundation pads for each Vector foundation system. Each
(set of) Vector Pad(s) provides two or three square feet of pier bearing support. Vector Systems should be
spaced as evenly as possible along the length of the home, with one Vector system within two feet of each end
of the home. For pier locations in between the Vector Systems, use the foundation pads normally recommended
by the home manufacturer and/or state requirements. Pier heights in excess of 24 inches or when unequal must
follow Instructions printed on page 3 of these instructions. Nominal 3-1/2 inch or 4 inch Schedule 40 PVC pipe
or TDE steel compression strut (#59043) may be used only when the pier heights are similar on fairly level
ground. Steel strut and PVC are not permitted when metal pier foundations are used. The adjustable galva-
nized steel compression strut, #59043, is attached to each inside pad with a 1/2" X 2-1/2" grade 5 carriage bolt
and can only be used with the swivel connector on strap. The grade 5 bolt attaches the swivel connector and
the steel strut to the pad. When the swivel connector is used with a wooden or pipe compressive member, the
vector diagonal connector should be part #59279 not #59276. After tightening the end grade 5 bolts, adjust-
ment bolt is installed through the two square steel compression struts to lock them in place. Foundation pad size
and pier spacing must be consistent with home manufacturers' instructions and/or state requirements.

LUMBER/MOISTURE - TERMITE SHIELD
To cut lumber (2 - 2x4's or 1 - 4x4 per Vector system) for the center compression section, when using con-
crete blocks for piers, measure center to center frame (I-beam) distance and subtract 16". When using METAL
PIER STANDS, measure center to center frame distance and add 16". 3-1/2" or 4" nominal schedule 40 PVC
pipe meeting ASTM D1784 or Tie Down's steel compression strut (#59043) may be substituted for lumber
as the center compression strut under certain conditions described above. Pipe adapter bracket, part #59281
must be used with PVC pipe simultaneously with the Inside Tie Brackets, part number 59276. The pipe adapter
bracket is used on top of the pipe and under the Inside Tie Bracket. In certain regions the optional Moisture
Termite Shield may be required between the lumber and ground.
ALL WOOD MUST BE PRESSURE TREATED, GROUND CONTACT RATED.
Tp: 'Pre-cut your lumber and mark as to brand or model of homes you will be installing. If frame widths
are the same, the pre-cut boards will also be the same length in each Vector set-up.
STRAP TENSION
All strapping must be tight upon assembly of the Vector system. Tests have been conducted with "hand tight-
ened " strap in the Vector system to remove the need for specific tension specifications. Hand tight is defined
as removing all slack with minimum of movement available when pressing on the strap. While subsequent tight-
ening of the straps is not required, straps should be checked after any strong wind conditions, just as conven-
tional anchor tie down straps should also be checked, to insure the maximum performance of the foundation
system. A minimum of two factory 1/4" spot welds must be used when straps are connected to the swivel con-
rtectmsLwith welds. -

Tip: Place a 3/8" nut on each U -bolt to keep it
in place while you position the Vector pads.

between the bracket and Vector
pad. Adjust the short 2x4 so that it
pushes against the foundation
blocks, removing any space
between the piers and center
compression section. Tighten the
3/8" bolts.

Attach the Inside Tie Brackets to the
U -bolts over the pre-cut boards or
PVC. Attach a strap with hook to
each inside tie bracket. Tighten
bracket. When using looped strap and
a crimp seal, in place of the hook,
place a 3" long section of strap,
folded in half and inserted between
the strap and inside tie bracket. Place
other end of strap over the opposite (-
beam and continue down to outside
of the foundation blocks. Attach the
strap to the Outside Tension brackets
using the slotted bolt and nut
provided. Wind strap a minimum of
five times around the bolt. Continue
tightening the slotted bolt until all
slack has been removed and the
strap is tight.
.& SET ANCHORS
Refer to section home drawings for anchor installation information. Stabilizer plates are required for
diagonal ties only. Preload anchor against stabilizer plate. Make certain all slack is removed and strap is
tight. For single section homes in rocky soil conditions in Wind Zone 1 only (Soil Classifications 2 & 3
only), use minimum of 3 each V -Drive anchors per side. See drawing on page 6 for placement.
