I am wtiting in response to your letter of September 6, 1988,
regarding the amendment to the sewer ierwice area to take in
the property located on the west side of SHR 32 between East
Avenue and Kennedy Avenue.
This property, as you indicated, lies outside the existing
sanitary sewer service area. The city is considering an
amendment to inclUdc this area. However, the amendment will
not be processed until, after hearings have been held on the
-- Amended Nitrate Ac ion. :Plan and,. there is some concurrence
from the County as to how the County would like the City to
proceed.
'it is anticipated this direction would be forthcoming
sometime during the winter.`
Again, than} you for your inquiry.

`?b 3b 16e: The compaction and overcoveri;ng of the soil will occur as
eesult of commercial development on the '*its being created by the
pr.opospd subdivision. Over 50 percent of 'tie site is expected to be
overcovered by commercial buildings, parking lots, and sidewalks which
will impact soil and filtration. Substantial increases and runoff into
-Lindo Channel could occut from subsequent commercial development on the
vroJoct site. The State Reclamation Hoard is the responsible State
1.5e cy for drainage into Lindo Channel. if a separate drainage outfall
j.s required; a drainage permit must be obtained by contacting the
acl,amation Board at 1516 9th S'creet, Room 335-10, Sacramento;
california 95814.
a,c: Some minor changes in topography are ground service relief will
ccur as a result of commercial development of the projects site.
,grading of the project site w.11 be minimal due to the relative
z-la;tness of the terrain
lg The project site is located within 600 feet of the Greenline, the
demarkation between urban and agricultural uses. The ;project s1.te is,
bordered on the west by almond orchards. The parcel. (AP#42-08-37,)
fummodiately to the northwest of the project site is undei a Land
conservation Agreement for intensive agricultural production. Division
of this property and subsequent commercial development may impair the
agricultural operations of adjoining orchards. Pesticide and herbicide
a-pplication may drift onto the project site causing health hazards.
mitigation measures 'such as placing the parking lot adjacent to the
orchard and -siting the commercial buildings 100 feet back from the -
Orohard should mitigate any, adVb se impacts. In addition, such
mitigation measures as a solid block wall adjacent to the orchards and
air intakes on the opposite side of the building could also mitigate
any adverse impacts between the two compatible land uses.
1h: All of Butte County is within a moderate earthquake intensity zone
V`di`II Construction of buildings to Uniform Building Codes Standards
for seismically active areas, however] should provide adequate
arotecton to residents incase of seismic activity.
3 increased urbanization along the Lindo Channel will result in
,higher exposure of pollutants to the water flows in the Channel. The
califorr,is Department of Fish and Game h<< expressed a concern it the
past about drainage from the urban developments into the Lindo Channel
rirban development along the Channel. will increase drainage into the
Channel and subsequent nutrient loading which results in eutrophi.cation
of the water. Mitigation measures should be developed to reduce
,nutrients; sediments, and other impurities related with commercial
development runoff into the Lindo C=hannel:
3j Flooding along the Lindo Channel is always a possibility.
ljowever, flooding at this location is not expected to be a significant

The proposed project will impact upon the existing
favi li.t es , The commercial. development of this property will have a
—umvlative impact on the existing transportation network in the Chico
Ur'h,an Area. The division and commercial development of 10.9 acres will
,increase traffic along the Highway 32/East Avenue Corridor adding to
the already existing traffic congestion in this vicinity. increased
traffic generation caused by this project may necessitate some traffic.
control mitigation measures such as a left hand turn lane pockets,
vi:gnal lights, and perhaps intersection lighting. Traffic impact, fees
estal.)lished by the Butte County Board of Supervisors .for the Chico
Urban Area is anticipated to mitigate all cumulative system wide
traffic impacts. However, a traffic ,study should be conducted to
determine what sites specific traffic engineering measures should be
implemented to mitigate the adverse effects of traffic caused by
critical turning movements produced by this proposed project:
14a: The proposed project will impact a level of service for fire
protection in the west side Chico area. The- West Side Area Fire
,Station Benefit Fund of $75.00 per lot has been established in this
f area of Chico to mitigate the impacts of new development. Prior to
recordation of the final map, a fee of $75.00 per lot is required to be
paid to_the West Side Area Eire Station,Benefit Fund.
16 Public Utilities wall. be provided by the Pacific Gas and electric
Company. No service problems are anticipated in supplying this
property with utility service: dater is to be supplied by individual
wells. Sewer is available from the City of Chico Sanitary Sewer
Systeme The Nitrate Action Plan of the Chico Urban Area requires that
medium to high density residential and commercial projects be connected
to the sanitary sewer system rather than utilizing septic systems."
RECOMMEttED MITIGATION MEASURES
is Conduct a traffic shady to determine what site specific traffic
en.gineeriiig measures should be implemented to mitigate any adverse
effects of traffic caused by the critical turning movements
produced by this proposed project.
