111. DISCUSSION OF ENVIRONMENTAL EVALUATION
Summary: The app3•10e1-It is seeking the rezone of 11.0"r acres of land^
which is a portion of # 11,7-13-03. The Oxisting zoning distract:
is solid A-40 and, the requested rezone is to A-5 The purpose of the
rezone is for eotate planning so that the created 5 acre Parcels can
be deeded to sons of the owner.
The main environmental impact of the p - j ec•t is a land use question
involving •t -he publicly adopted county policy of pres.ertration of
agricultural land outside of designated urban areas.
Impacts include
gabs The Butte County General Plan designates t1lio area for
agricultural use (Orchard and Field Crops). Consistent zonings
have be
en ach;i.eved in much of the western Butte County area. These
consistent zones are A--5, A-10; A -W -O, and A-160 These zonings wore
adopted to reflect •t -he relative vurainess of the area the intensityof the agricultural uses the soil. conditions, etc. area,
in this
aVea is solid A-40. The nearest zone la an . A-' 16C There are several
5-15 acre parcels in this area; however, .dor the most pard; parcels
range in size from L�0 acres on up.
This rezoning proposal would pave the way for a much more intensive
land use than is presently allowed in. this area. Development of 5
acre parcels would result in this area and would potentially reduce
the agricultural productivity of this designated agricultural area.
The rezone would create an isolated island of A- r
5 coning in the midst
of :larger minimum acre parcel size zoning which was established for
reasons which have not; changed since that time. Based on parcel: size
and intensity of use the A-5 zone is much less restrictive -than the
A-40 zone. Approval of this rezoning proposal would be growth-indu ing
in that it would set a precedent for eventual breakdown of the A -tip
zoning over a wide area.
Additional impacts which are cumulatively considerable; include:
