Mr.. Biggs stated that Mr. Alan S. Hart was in the, hospital and that he was pinch hitting 'for Mr. Hart* He, the asked everyone in the room to himself. introduce Mr. Biggs stated that this P.156 Study would be similar to the SCR 62 Deficiency Study and that District personnel would be available at all times for consultation and advice. f4r10 Biggs than introduced E. AA Fairbairn who reviewed the work of the Advisory Committee and told how it was formed. Four representatiVe8 were selected from the Supervisor8 Association, four from the League of Cities, and six members represent industry. He stated that probloms encountered during this study will be the same, ones that cropped up during the SCR --92 Study, Mr. Fairbairn introduced Vince Cooper who stated that the SCR 62 Study started the ballrollingfor Senate Bill 344,- This bill provides approximately $701000t000 eachyear in additional funds for the cities and counties. Now that we have this money we Sant to hold our gains and the Se -,tion 2156 Study will. help us to accomplish this. The study has the full support of the Supervisors Association. Mr. Fairbairn also introduced Don genninghoven 'who stated that the 2156 Study has the full support of the League of Cities.' He stated that the, benefits of this type of' study, are many,. It forces the cities and counties to cooperate and to devojop standards. He also stated that the Ltagiae depends on the Cit Engineers for i y accurate reorts to be Used when they are, pushing their legislative programs, hese audited reports are considered an excellent source of information,, Mr. Fajtrbairn, then stated that the meeting was not called forthe, purpose of discussing Senate Bill 3441 Even though a lot of questions cono., erning the Bill exist, this meatirwwould only touch on it as necessary., One of the main differencesbetweenthe 21.56 Study and the determination of each Select System I SB 344), is the time limit. TA$ required in W j -3 - Mr. Biggs stressed that, cooperation was needed between the cities and counties to make the study a success. He thanked Mr. Kiefer for the use of the Sacramento County Supervisors Chambers. Mr,, C. G. Beer was introduced and the people that came in late were asked to introduce themselve:s. Mr. Beer stated that the Departteftt looks on the 2156 Report as arepeat p, the SCR 62 Study.. He stressed, that the need for , f accuracy was' -great because the Legislature needs the information. as a guide while working on theit, programs, Mro ;81,gga stressed th" the discussion, was informal and that questions.-, were 'welcome. He then introdaced T. G. Smith. .Mrs, Smith showed some slides on typicAl, deficiencies in, the Los.. ngc>1es area. ""/The slides were very effective 'in pointing out the diff4ront types of deficiencies and i,,',' ' methods of eliminating them. " the e points broukht outp., Elimina'te parking instead of palm trees. Elimin ate parking instead of a factory. Drainage needso The first step in the 2156 Study is to prepare a map showing the required systems. In cities the street systems are classified as Major Arterialso Collector Streetsp and Other Existing Local Streets, In counties the roads are classified as Primary Roads, Secondary Collectors,, and Other Existing Secondary Roads. This map should be similar to the SCR 62 map, except that it will not show "other future secondary roads't or "future local streets." Roads and streets in the two top systems will be shown up to 19744 The color code was explained. State Highways - Blue Major Arterials or Primary Roads - Green Collector Streets or Secondary Collectors ® -fellow Other Fxisting Local Streets or Secondary Roads- Black lack or uncolored Deficient areas or proposed improvement -Red line adjacent to 'the road or street. The Urban Planning maps may be used, These will be audited by the Department for completeness and for coordination between the various agencies., A c-omplete transportation system should be the goal of all agencies. The maps must, be submitted by January 15, 1964. Deficient areas do not need to be shown at that time but can be added later, If it, is found advisable the classification of a street or road could be changed between January 15, and April 15, 1964. The two top systems-- Major Arterials and Collector Streets for the cities and Primary Roads and Secondary Collectors for the counties-,- may be the Select Systeme but they do not have to be,,, aN !III INNER ° The two tap systet4s shoul„ be shown as planned to ybe in existence by 1974- If an agency has a master. plan a.nd wants to show anything after 1974 they should show it as a dashed line of the proper color. Defic:. ,enciee on the two top systems will be shown only on the 3tFe is and roAds that will exist in 1974'p If it is reasonably certaincertainL that a city wi1j-; annex a particular area' in the near fixture, the City should est the County to include the streets that the City will brant in the system. Tf the City Limits are on the center of a street, 'both agencies• will show the total deticiencyro the proper entry will have to be made in Column "Xrr of, the E'shma.te bheet. lar Mr. Smith then explained the H'stimate Sheet. He had a, g s ,atd etplained the entries e sheet filled in with actual case r to be made ire each columna Many cuesto"i.s wre asked by the audience and ,answered by Mr. , Smithb CtJABS AND G1'TERti . Tf curbs are not shown a's existing, but are shown a'e proposeda "explain— or the Auditor will question., Existing curbs can be: replaced in kind. If it is a policy of the agency to install curb and gutter „ with road funds - then o.ka If ntaeded for roadway drainage - o.kp STANDARDS The standards included in the instructions are based on ARVs. If an agency varies from, these standards, give reasons. The standards were developed by the local agencies. For Countie,;,, they were taken from the Public Works Guide. The City Standards are those now being used by the cities. Only 1 deficiency for each facility will be key punched. If anything is unusual, use the comment column, Any comments will aid the auditors. PROGRESS FORM The Legislature wants to know what has been accomplished. Therefore, a Section of the Summary Sheet shows the improvements that were made between July 1, 1960 and June 30, 1964* Mr. Fairbairn commented th8lt the agencies should work up their report in pencil first and have the District audit it before they type the final forms, Ile also sugglested that the governing body approve the map before it is submitted January 15, so that when the final report is submitted to them for approval they will not want to change the map. o r i Both Mr. Rhud:and Mr. Smith expressed their desires to those present that, every effort be made to expedite the respective 2156 studies so that they can be submitted a4` soon as possible and the data can be programmed and audited 'by Dilision personnel on such a schedule that a last minute pile up of work can be eliminated on the submission dates listed. i.Januar; l$, 196. for• maps anCv, April 15 1961 for estimate forms) v Messrs.
