a change to A-3 across 7'uu acres which are now zoned A --r-, A-2

A-•3 requires a rnir-Amum lot area: of no lass than 5
acres, and permits only single family dwellings, ar d such other

The attached plat shows zoning in the Aest part of the
City of Chicop, the 700 acre proposed A-3 zone inclosed by thatchers,
the existing county, zoning;, and lot and parcel grids inside the. 700

tensively subdivided;

developed portion of the 700 acres, it is apparent that these areas
an in no logical way qualify` for A-3

If A-8 is justifiable., it is only as to the west and south
portions of the 700 acres. The portion of 'the 700 acres close to
the City of Chico has a higher use than agricultural. Transposi-
tion to non-agricultu'r,---il use has already been firmly established.
The proponents of the zone change., befoi-e the Planning
Commission,, insisted that if less than all 700 acres were to be
zoned A -S. then as far as they were concerned none of the acres
shouldbe A-34

growth of the City of Chico. A-3 would result in direct monetary
loss to property owners. Taxes would reflect the non -conforming
uses in the area, not true A-3 use.
The $$ Ranchita Garden Lots, a 10 -acre tract., would
be surrounded by parcels limited to one residence on 5 acres.
There is no, logical reason for including the south por-
tion of the subject area in A-3 when) owners In that area desire
A-2.
The primary purpose of comprehensive zoning is to pro_
tect the general public and property owners from uses of, property
which will if permitted prove injurious to them- but a zoning ordi-
nance cannot unfairly discriminate against a particular parcel of land.
If an attempted exercise of the police power is unreason,
able, or at--sbitrary.4 that is,, not sufficiently justified by public neves-
s i 1y: ,or too drastic in its methods., it is ca violation, of due process.
