I am enclosing herewith two reports (1) "REPORT UPON THE COL- LECTION OF SANITARY SEWAGE OF THE CITY OF CHICO AND URBAN AREAS" dated October 1957 (copy #3) (2) "REPORT UPON THE TREATMENT AND DISPOSAL OF THE SEWAGE WASTES OF THE CITY OF CHICO" dated March, 1958 (copy #12) I believe that the above reports will provide you with all of the information concerning sewage facilities in the Chico area. I might mention that these reports are in_theprocess of bein, up -dated but the up -dated information will not be available for at least six months As you perhaps know, the City of Chico ;is served by California 'Water Service, Company, therefore, I will assume that you are in contact with them for the purpose of securing the information necessary for the water facilities plan. The: City of Chico has some long- term interest in securing water storage facilities in Big Chico Creek. The subject area is located just south and east of Orovi.11O. `ale Horth East Study Area, as the 'District calls the area, is Located about 80 miles north of Sacramento, California, our closest neighboring city of 25,000 or greater popula- tion. The Oroville Action Council is a well organized and directed group that is making a meaninful contribution to the growth and development of Greater Oroville The Council's efforts have already been the necessary catalyst that was required to accomplish certain road, drainage and street improvements. The Council is also working towards the construction of a Community Center. The Center will be loca- ted within the North East Study Area and the proposed project is required to pro- vide sewerage service to the Community` Center. Sewage facilities are very poor l because the area doesn't have this service. This section is adjacent to the BURBANIC PUBLIC UTILITY DISTRICT. The NORTH BURBANK PUBLIC UTILITY DISTRICT has offered the annexation to this area, but the taxpayers located in the area can not afford the tremen- dous increase in taxes—because of the economic condition that exists in the area; because of a lack of employment) seasonal. work, Pal, -%u work; lack of Skills and low income people. The y employment p yment rate is twice as high in this area as in other areas. Individuals lave to travel as far As Bakersfield, Los Angeles, and other long distances in order to acquire employment. Those who work on farms only mare enotigh to exist and thGy only work during the fruit season. The sanitation is very bad. The BUTTE COUNTY HEALTH DBFARTMEXT has issued statements to citizens that the ,peptic tanks are inadequate) ands therefore, they will have to pay for a dry well, that costs about nine hundred to a thousand dollars. The citizens can not afford this, as I have stated above because of the low economy and financial, condition Of law income people page 1r pa-ge �y Soy therefore, the OROVILLD ACTION COUNCIL INC.1 which consists of low income people will explore and will seek other means of finance for these people who are handicapped because of poor conditions. We have contacted the U.S. DEPARTMENT of HOUSING and URBAN DEVELa OPMENT for possible financial assistance or other program grants for annexation to the 'NORTH BURBANK PUBLIC UTILITY DISTRICT for the construction, installation and development of sewerz, sew- age facilities, or the like. in conclusion? We find that limited sewer construction in the study area is justified. The average costper acre is less than $900.00. The ;limited construction proposed will serve 94 of those structures and homes now existing in the area. The estimated cost of the proposed improvements is ,$130,000.00 and the total- assessed value of the study area is $216, 868.00. The Northeast study area, as shown on 1bchibi.t A., is bounded by the exi, ' 4 ng district boundary on the West and by V-6 Road on the South and by the watershed limit on the Easterly boundary, anpro);imately 300 feet to the East of Lowen Wyandotte and the East, line of Claremont Drive; The North limit of the study area is epproximatelyy500 feet Northerly of Lower Wyandotte at the intersection of Central Drive: The study area contains approximately 276 acres and 76 ex,sti.hp homes and businesses., At the present time the estimated population of the study area is just over 500 people. The study area population will increase to 1,000 by the year 1970, at which time the rite of increase will decline. The population projections indicates that there will be alightly over 1,500 people being served in the study area by the year 1990, Por study purposes the area was subdivided :'Ato four major watershed service localities and two of these subdivisiUns were further subdivided into feeder lines, The A line, as shown on Exhibit A, serves the watershed to the North and East of collectornand lines0intthi.siThe A servi.cetarea, The collector lines in this estimates indicated below do hot include any 4 will be, constructed by private capital to servibb predominately the proposed 18 acre mobile home park to be constructed at the intersectioli of Lower Wyandotte and dentra� Drive: The ;B line service area contains 51 acrenj however at the prosent time, there are no homes or dwellings within this sub area. C, M recommended that B line not be. constr►t:,ced at this time. The C service area is further subdivided into the C Line, the Cl line, and the C2 line. There are approximately 120 acres in the C service area and there are at the present time 47 homes and some commercial establishments. The Cl Line serves 34 acres and has only 3 potential hook-ups available to it at this time. We therefore recommend that the Cl line not be constructed, at this time. The 'C and 02 line will serve 86 acres and h4 existing homes and business establish-. meats. The unit cost in th,e C & C2 service area, is $1,020.00 acre served or approximately $250.00 per lot, assuming � acre lots. The estimated cost of the C Group improvements is $92;400.00. The assessed evaluation for the areas benefiting from the C service area construction, totals $116,275.00. The estimated construction cast of the D group improvements is $35,700.00. The cost per acre served in the D service area is $615.00 or approximately $155.00 per lot assuming a acre lots. The assessed evaluation of the D service area is $68,050.00. The estimated individual assessments for the D group improvements is included in Appendix A. The existing collection system through which the Northeast study area sewage must flow consists of 6 and 8 inch diameter concrete sewer lines installed in 1936. In 1959 certain relief works were constructed of 10, 15, and 18 inch diameters. The majority of the flow from the Northeast study area will enter the existing manhole at the East end of Elgin Street. The capacity of this line is Limited to 270000 gallons per day. It is anticipated thatby1:980 -.1990 the capacity of the existing 6 inch line will be exceeded and overloading will result. We therefore re-commend an inter- tie be constructed in Burlington Avenue to connect the existing lines in Elgin Street and in the alley°of Ft. Wayne. See Exhibit A. The combined capacity of these two laterals is 675000 gallons per day". The ultimata required Capacity to service the Northeast study area is'393,000 gallons per day, thus a 2822000 gallons per day surplus would seem to exist. Heavy infiltration into the existing system will reduce this indicated safety margin. The capacity of the 8 inch main that traverses to the South in Roseben Avenue exceeds the demand by an acceptable margin. Here again infiltration in large quantities will reduce the safety factor in this line. The additional burden that the NortheAst study, area will place oti the existing treatment facilities is minor. Vre anticipate an early pear loading from the construction of the mobile home park, however, the percentage increase in flows at the plant will not be appreciable. VJe anticipate a 1967 average sewage flow from the study area of 31,000 gallons per day, with a peat flow in the order of 94,006 gallons per day, These flows gill increase to an average flow of 68,000 in 19703 with a 1910 pear flow of 264,006- Attached hereto is Lxhibit A that indicates the approximate alignment of the VdAOus collectors in the Northeast study area. Attached also is Appendix D which id the enulimated construction poets for each of the service areal and the combined totals, Approximate assessment amounts are indicated by mate and users number are tabulate in Appendix A.
