The project may have a significant effect on bhe en
vi.ronment and that there are no feasible mitigation
measures to re,4uee or eliminate this significant effect.
Despite the poten'bial fox, ad-rerse environmental effects
approval may be warranted because of the folllowing .b.ver-
riding consideration: Agriculture is no longer the high-
est and best use of the property because of tae elloroach-
anent of urban development. The proposed zoning wo,�J d
permit - an urban use ;which harmonizes well with the
surrounding uses

DENSITY - RESIDENTIAL) DISTRICT, PURSUANT TO CHAPTER 24 -
The Board of Supervisors of the County of Butte, State
of California, unser and oursuant to Chapter 24-29 of the Butte
County Code of said County DO ORDAIN! as follows.
SECTION 1, The hereinafter described area situated in

Final Financial Accounting and Billing
Dear Mr. Shelton:
We are in the process of bringing our accounts up to date, and
are writing with specific reference to your approved rezone
application involving a 13 -acre parcel on the north side of
Shasta Avenue, approximately 360 feet east of the Esplanade.
(Rezone 76-48)
In reviewing our records, we find that no final billing for
costs of processing the environmental impact report was ever
sent out. (See attached letter from day McKeeman, dated Deco-
mber 23, 1975). The original application was filed December
10, 1975, and final action was taken by the Board of Super-
visors on October 11, 1977.
Costs of processing the E.I.R.. are detailed on the attached
accounting form. Since these costs exceededthe amount de-
posited, we would appreciate it if you would remit the amount
due, so we can finalize our accounting procedures.

down, to you in April and August, 1978. our 'records do not
reflect receipt of payment.
I understand from previous telephone conversations with you,

before it was completed, and you similarly terminated your
own interest. We presented the bill for processing costs to
iIr. Chambers, and were unsuccessful.in obtaining payment, It
does not matter to the County who submits payment so long as
the matter is cleared up. If no one pays, it is the applicant
as listed :on the signed application forms who would be the
focus of County collection efforts.
