Shelton 1704 Mangrove Avenue Chico, CA '95926 RE:. Rezone AP # 44-055-02 File Numbers 76-4$ :Dear Mr. Shelton: The above-referenced rezone involving 13 acres on the north side of Shasta Avenue, approximately 360 :Feet east of The Esplanade in Chico, was completed in October of 1977. At your request, the rezoning action was initiated in 1975 and was in process when the .Butte County Environmental Review Department was formed in early 1977. Our staff spent time in completing the proccssing of this project. Adopted County regulations stipulate .that proce,si,ng costs for 'projects of this type are chargeable to the applicant. Ive sent a bill, together with an invoice detailing the cost break- down, to you in April and August, 1978. our 'records do not reflect receipt of payment. I understand from previous telephone conversations with you, that fir. John L. Chambers acquired interest in the project before it was completed, and you similarly terminated your own interest. We presented the bill for processing costs to iIr. Chambers, and were unsuccessful.in obtaining payment, It does not matter to the County who submits payment so long as the matter is cleared up. If no one pays, it is the applicant as listed :on the signed application forms who would be the focus of County collection efforts. Please send a check for the balance due of $129.60. If we do not receive payment by August 14, 1981, wve will refer the matter to the County,Collection Agency. Sincerely, Earl. D.
