Mr. McKeeman requested the Committee members view this as the, draft M
rather than information submitted by the applicant. He stated the report
addresses most of the major impacts, however, he stated it is Jacking in
much statistical information. Committee members stated it had been quite
some time since they had reviewed this information, but they :Felt it would,
probably be sufficient. Each of the Committee members is to send a memo to
the PlantingDept. to be attached to the draft E1'R which will help to com-
plete it. Mr. Stratton made a motion to file a Notice of Completion. Mr.
Helmer seconded this motion

Environmental Impact Report (RIR) is rexuired. You rAay file a written
protest to the Committ.ee's determination to the Planning Commission

consider the project at this time because it is in conflict with the
General Plan.
Jim Lawson,, Planning Director, set out the staff report on the
elements.. He wanted to know at this time whether the Land Use Map was the
over -ruling factor in these matters. Suggested that County Counsel .draft
a letter to the Attorney* General about the land use map. Nothing in the
Government Code states that the land use map should be the predominate
factor, Rr. Lawson feels that the General Plan method is virtually worthless

from a California Water Service Company main in Lassen

The area indicated in the Environmental Impact Report for John A. Shelton
is located in the one area where we Have concerns about Our ability to
adequately house students in grades K through 6 in the neighbor?tood
schools. This area is served by Shasta and Jay Partridge Schools, which
at this time are at Capacity,
The problem of housing elementary students in the northern part of Chico
is going to be a problem for many years to come. The continued growth
in this section of town will cause the district to possibly da one of
three things, or parts of all of them, inthe nea.x future;
1. Build additional facilities, which at this time we do not
feel we are capable of doing,
2. Change attendance boundaries for schools,
S. Transport students out of this area to schools in the central
and southern section of Chico.
The housing of students in grades 7 through 12 is no problem because the
