III. DISCUS ION OF SNVIROMNTAL EVALUATION
1(b): There may be significant overall alterations to poils in Butte
Creon Canyon as a result of -the rezoning. On an individual basis, the
subsequent streets, driveways and structures will not affect soils
substantially.
1(d)j Butte Creek Canyon has a number of geologic features which
could be zodifled by rezoning to allow specific land uses. The areas
near the Ka of the canyonseem to be of Particular geologic im,-
portance.
I(e): A high erosion potential exists now. Potential problems nay
be reduced by the zoning proposals.
1(g): A L4ult area traverses the S.W. portion Of But -be Creek Canyon
near the intersection A Humbug Road and Honey Run Road. There io a
moderate risk of landslides in the canyon.
2(a): A localized reduction of ambient air quality will result from
increased traffic in the canyon. The rezoning should ultimately
stabilize population and protect the air ouality,
3(b): Storm runoff will increase due to residential improvements
which result in, less ground percolation. Most of the runoff will
drain to Butte Creek as the natural slope is in that direction.
3(e): The rezoning could have an impact onwaterquality. Oils,
fertilizers, pesticides and sediments from agricultural and resident-
ial development would contribute to the degradation of Butte Creek's
water quality.
3(g): Groundwater quantities will be affected as individual 'wells
are used for water supply by future residents.
4(a)t A loss of vegetation. will -occur from development in Butte
Creek Canyon.. Though a number of trees, shrubs, and other plants will
be removed for developm,ont, a chaye in the overall diversity of
species should not occur.
4(b):, In the 25, square mile area, agood possibility exists of some

services caused by the rezoning. The Proposed zoningF, should create
less of a demand on the County for fut-ure' public servioes than the
present zoning. Recreational uses: of the area incl'ado 8etivities
associated with But -be Creek, the covered bridgel the Centerville
School museum, and Humbug Road as a County scenic highway. These
uses can be expected to in=ease. Fire and, police protection will
need to be increased to provide better coverage for a more populated
area.
15(b): Existing energy sources may iceci-wire expansion. to meet
demands from new development. TLtie already taxed energy supplies
-would be affected by increased gas consumption for castomers
traveling to and from isolated development and in,creased usage of
fuel and electricity by the residents.

on December 4, 1075 when the Planning Commission held a. hearing
on the zoning titi+high they had initiated for the area At the time
the Commission proposed A-5, 1.(l, 20, 40, and 160 acre parcels,
AR-MH2, TM-S, and 40 acre zoning and R-1, A & C Subsequently
after public hearings Where the majority of the testimony was in
apposition to the proposed rezoning the Planning Commission denied
the zoning which they had initiated. The Butte Creek property
Owners Assoc; had drafted a focthill recrenciona.1 zone to suit the
desires of property owners in the Butte Creek Canyon area. A
petition containing signatures of 306 residents favoring the foothill
zoning,. proposal was presented to the Commission. Subsequent to the
Planning Commission's denial Property owners in the Butte Creel,
Canyon arca requested that the Board of Supervisors place interim.
zoning on the area to allow them time to finaliZO their zoning
proposal. On February 3, 1.076 nrd'inance 1673 was acopted for a
period of four months, additional interim zones were Placed on the
Butte Creek Canyon area until January 11, 1978»
The request under Corsi.deration is for the foothill residential
zone. Parcel sizes range from 5 to 160 acres. A total of 14,664
acres is being considered,. The zone is principally, a low-density
residential 'zone which allows agricultural uses with the addition
of home occupations for the sale of arts and crafts produced on
the premises. The area is shoum on the land use element of the
General. Plan as being partidll:y in the Residential 1.-4 dwelling
units per acre and open grazing 1-5 acres per dwelling unit areas
of the plan. The area is shown as being par°; ially in the urban
and non-urban areas on the urban area mar. ,Nqe Safety Element of the

General Plan shows the area as being �.n the hig h and extreme fire
hazard areas on the natural fire hazard map,
Since the proposed zoning would allow continued development of the
canton area the Commission and Board should take it into consider-
ation findings, policy, and implementation recommendations o;' the
Safety Element contained in Section 3-22 & 2.i of the Safety Flement.
