DISCUS ION OF SNVIROMNTAL EVALUATION 1(b): There may be significant overall alterations to poils in Butte Creon Canyon as a result of -the rezoning. On an individual basis, the subsequent streets, driveways and structures will not affect soils substantially. 1(d)j Butte Creek Canyon has a number of geologic features which could be zodifled by rezoning to allow specific land uses. The areas near the Ka of the canyonseem to be of Particular geologic im,- portance. I(e): A high erosion potential exists now. Potential problems nay be reduced by the zoning proposals. 1(g): A L4ult area traverses the S.W. portion Of But -be Creek Canyon near the intersection A Humbug Road and Honey Run Road. There io a moderate risk of landslides in the canyon. 2(a): A localized reduction of ambient air quality will result from increased traffic in the canyon. The rezoning should ultimately stabilize population and protect the air ouality, 3(b): Storm runoff will increase due to residential improvements which result in, less ground percolation. Most of the runoff will drain to Butte Creek as the natural slope is in that direction. 3(e): The rezoning could have an impact onwaterquality. Oils, fertilizers, pesticides and sediments from agricultural and resident- ial development would contribute to the degradation of Butte Creek's water quality. 3(g): Groundwater quantities will be affected as individual 'wells are used for water supply by future residents. 4(a)t A loss of vegetation. will -occur from development in Butte Creek Canyon.. Though a number of trees, shrubs, and other plants will be removed for developm, ont, a chaye in the overall diversity of species should not occur. 4(b):, In the 25, square mile area, agood possibility exists of some plants being in one of these Categories. 5(d): there could. be detrimental effects to fish and wildlife habitat from the rezoning. The dynamics of the ecological system deserves further jttdyl, 0 The ambient noise levels could increase from additional traffic on the roads. AppehdiX V - page 7 of 8 8: The rezoning will be designating land uses of an area which has ITI DISCUSSION OF ENVIRONKENTAL EVALUATION continued pg. 2 been In, a ixiberim zone for some time. 1'1: The rozotiing will decrease the potential population, den.sjtieq Uh-O'F4 preserving the long term, use of the axL.a. 12: Tho rezoning proposals should have the effec of presc:vvinG existing housing and controlling growth and, development of future residences. 13(a): The increase in. traffic from tlie -rozoning could be notice- able over that .:)w experienoed. Further development will. create a more. constant flow of vehicular tra. ff.ic on 1huobus Road, Honejt Run Road, and other roads in the vici'=Lty. 13(c): A measurable increase in traffic on any of, tbo, roads could warrant improvemen:bs. Humbug Road-, as an. example,. is narmw and w3in,ding and with much more traffic could need road reconstruction and realignment. 14(a, f): The increased demands for public services in the area could be significant. There will certainly be an effect Upo'a these services caused by the rezoning. The Proposed zoningF, should create less of a demand on the County for fut-ure' public servioes than the present zoning. Recreational uses: of the area incl'ado 8etivities associated with But -be Creek, the covered bridgel the Centerville School museum, and Humbug Road as a County scenic highway. These uses can be expected to in=ease. Fire and, police protection will need to be increased to provide better coverage for a more populated area. 15(b): Existing energy sources may iceci-wire expansion. to meet demands from new development. TLtie already taxed energy supplies -would be affected by increased gas consumption for castomers traveling to and from isolated development and in,creased usage of fuel and electricity by the residents. 16(a, b)cos ev and telephone lines mmt through, the area and can be extended. Natural gas j;8 not likely to be available on a widespread basis.. (c). A community water supply may need to be developed as con centrations of population appear. The rozoning will ensure parcels of large enough size that individual wells sliould be sufficient, for some time. 1?(a): Sewage diep )sal by residents will need clearance from the Environmental. Health Department. Potential problems related to sewage disposal may be, reduced by tbe, zoning proposals. 18i , The rezoning should 'orotect the overall visual appearance. New, homes, power poles, and. other structures'will obscure the vistas of creek and canyon to some degree., 19: The demand on recreational uses of the area exist. Itow and can be. expected, to :i:racrease. The rezoning may particularly raffect 'Who use of Humbug Road as a County Scenivr bgjrhway and activities along Butte Creek. Public access to Butte Cre 4 at ]n)3Lny poa.ntS is de- sirable. A loss o.A oven space and potential recreation land could be experienced by development under the now, zonings. 20 There are both archaeological and hj,9-tora.0sl. sites x,n Butte Creek Canyonw These significantresources merit -preservation.' The rezoning could resulj iii alterations to sites 'by, future a esidents, Development proposals should be cleared with local archaeologists and historians before proceeding. 21a) : The effect of the rezoting should be to protect the x-.'3j.ty of the Butte Creek Canyon, environment though individual projects could, have detrimental effects. 21(c): Cumulative impacts will: be or could be considerable in the areas of geologic structures and hazards, 0110sion, air quality, water quality, drainage, plant and animal life, pax ul.atioa densities, traffic, public services, energy sources, atilities, reareation and archaeological and: historical resources. ' 21(d)6 The environmental effects on air givality, water quality, plant life, animal. life, &, noise are among those which could adversely affect people. r BUTTE :COUNTY PLANNING COjI,111ISSION MINUTES - February 24, 1977 B BUTTE CREEK CANYON REZONE The following letter was read: Chico, -a. 9vc;26 - Butte CG.ILI of-- jl G..:i ZT ng- 7 Co-t:2ty C_hM- Drive orcville, 4M o5r,965' Dear r^^ enni g Cc,sT mesion 1 Tre Zoneiia Cc?=ittee of LZ,e A :tt ..reek Car OZ Com.~-1-n tv sscciation hereby-zesis ; hat thes_ = e ,o,nmissien Count_r _?anti- _ _ OO- 11 2coni n _ _- o sections 17,189 and !9, ?..r A` r LnoSe portions l, I tg +1J2 the ' t i'..-_'ZDIQ _o=ai ez e r stingy --ufte Creek s:- _b_10 bed - 377} s on the" east, and the _centeri i;ae o-F g Road ed '-': - -West. The Butte Creek property Owners Assoc; had drafted a focthill recrenciona.1 zone to suit the desires of property owners in the Butte Creek Canyon area. A petition containing signatures of 306 residents favoring the foothill zoning,. proposal was presented to the Commission. Subsequent to the Planning Commission's denial Property owners in the Butte Creel, Canyon arca requested that the Board of Supervisors place interim. zoning on the area to allow them time to finaliZO their zoning proposal. On February 3, 1.076 nrd'inance 1673 was acopted for a period of four months, additional interim zones were Placed on the Butte Creek Canyon area until January 11, 1978» The request under Corsi.deration is for the foothill residential zone. Parcel sizes range from 5 to 160 acres. A total of 14,664 acres is being considered,. The zone is principally, a low-density residential 'zone which allows agricultural uses with the addition of home occupations for the sale of arts and crafts produced on the premises. The area is shoum on the land use element of the General. Plan as being partidll:y in the Residential 1.-4 dwelling units per acre and open grazing 1-5 acres per dwelling unit areas of the plan. The area is shown as being par°; ially in the urban and non-urban areas on the urban area mar. ,Nqe Safety Element of the ` General Plan shows the area as being .n the hig h and extreme fire hazard areas on the natural fire hazard map, Since the proposed zoning would allow continued development of the canton area the Commission and Board should take it into consider- ation findings, policy, and implementation recommendations o;' the Safety Element contained in Section 3-22 & 2.i of the Safety Flement. The area is also shorn as having a high erosion notentia.l hecaij:,.-. of deep siones whim ch ain is contained in the Safety Element c f the County General Plan. The nrnrosed parcel sizes in the -or, c. proposal should aid in mitigating the potential erosion in the 670a by decreasing the maximum number of potential units in the area.
