III. DISCUSSION OF EmIRONMNNTA% EVALUATION
This proposal is the creation of a Planned Area Cluster residential
development Consisting of tl.5 condominium units on 15.3 acres of Opell
grassland odiacent to Highway 99E and Butte Creek Estates Drive south
of Chico. 'The density proposed for the site is 2.%- dwelling Writs per
acre.
She site is generally flat and is sloping very slightly to the west,
toward Butte Creek whi oh is adjacent to the site. The' soil on the site.
consists of Vin.a fine sandy loam and. some Redding clay loam. (thio
later stype oco=s near Butte Creek and has somewhat poor drainage
characteristics).
1(b) This project will result in the covering over of the land with
an impervious uurface of streets, curbs, gutters, sidewalks, buildings
paths, etc. The estimated covering ,.s anticipated to be four or five
acres which is thir% percent of the property.

migrate or be lost;. The canal ri.pari.an habitat may be impacted by the
residential development and use of the site, especially by the creation
of the frontage road as it must be located trough the riparian area,
across the canal.

will be ultimately constructed in place of the exiating two-lane
highway, which would result in there residential units bolnfS eventually
closer to the freeway. The EA -0 development would. then 'be onLiVely
within the 60 dBA noise contour and partially Within t1le 65 dBA noise.
contour. This ultimate situation may create an una(, .ceptable exposuvo
of residents to noise at some future •time. Mitigation for sound
attenuation may be a necessary part of this development (sound walls,
etc.). Refer to the pcatober 31 letter from E. V. Galligan,
Transportation Planning Deputy District Director, Cal. -Trans, Tho nearest'
proposed dwelling will lie abou-l; 130 feet from the ex:i aging travelled
route. Upon freeway development, the travelled rolxte will be even
closer to the pwoposed residential units.
7: The proposed frontage roadd may cause confusing lii�hts and glare for
highway drivers when headlights would appear to be approaching on the
wrong side of the road. This problem could be mitig tied tklrough a
vis,aal "barrier between the frontage road and the h:i.ght4ay.
8: The proposal will cause an alteraticr, in land use on Vee site. The
E,atte County General Plan designates -tne �. ea for lore den,ity resident--
ialuse, 'I �- 4 dwelling uriits per acre'. Existing zoning is generally
P�-1, roposed zoning ip PA -C, The General Plan mapping
of urian areas designates this area for projected urban growth. The si ' e
is currently open grassland/savanna with surrounding golf course, primary
arterial transportation co, ridor, a'n.d single-family residential uses:
Two commercial: areas adjacent to ',Altte Creek Estates drive were originally
proposed as part ,of this PA -0 de*�relopment. They have tentavively been
removed from the proposal by the proponent. However, if the eommevOial
area is part of this dov'elopment or is proposed at some later date 9cs
a separate development, it will impact this PA -C development and the
Dutto Creek Estates Drive/Righway 99 LItersecti.on area with increased
traffic and circulationtraffic hazard;, and altered planned use of
the site Any anticipated commercial areas should be discumr;ed. in the
E.I.R. for this project due to the relationship of such commercial
areas to the' residential areas of the PA -C, resulting in cumulative
effocts. D1scu8s i.on of the commercial areas at this time may preclude a
need for an additional E.l.R. on, the commercial development at a lat�r
date=
9(a): The proposal will commit the use of natural resources, many of
them non-renewable:

2.94 dwelling units per acre (45 units on 15.3 acres). The projected
population of the planned area cluster complex is estimated to be about
one hundred people:

existing use. Estates Drive and Highway 99 are the primary access
roads into the Butte Creek, Estates area.
Estates Drive and itis intersection with Highway 99 will be sub
stantiallZr impacted by this PA --C develr,pment due to traffic use of
the proposed frontage aroac , and since current use already impacts this
intersectLon, and. projected additional use from proposed developments in
.t;ha area (Lui.tts 21 3, 4 and 5 of Butte Creek Estates) are Pn,ticipated
tri further impact the area traffic levels and circulation patterns
The Estvtes rive - Highway 99 intersection is expected to be -the
primary accevs route for an estimatt-A total traffic load of 1500
to 2500 vehicles per day from area residences, existing analproposed
(approximately 70h roea dentia.l units)* This proposal will further
impact this situat on. by �,eneration of addi i,ional vehicular traffic
onto Estates Drive and increased circulation at the congested inter-
section. Additioxial vehiculex movement oitto and off Highway 99 will
ocour4 This will predomin.ar.tly entail increases in left -turning traffic -to
Chico. The increaood traffic loads on Highway 99 will not be signifi-
cant since existing traffic is about 15,000 ILDT.
Any ddit:iional eneroachmon,-t access from the development onto Highway
99 will probably not "be allowed by Cal -Trans. due to the adapted
freeway status of this highway route, The proposed frontage road will
therefore be the only possibility for di;,*ect site access to the
northern portion of the PA -0 development (an, emew oncy use -only
access point exists at the far northern end of the site). This portion
of -the proposal will entail a .long, 1500 -foot dead-end frontage road
with a, 660 --foot ci.il-do-sac road at its far end.
