Pa__gg__e __5__, 20 A good portion of the Rezone area falls outside the area for which City of Chico Sewer Service is anticipated to be available in the future, Specifically, any parcels. located 200 feet north of Lassen Avenue and northward will be oxcluded from sewer service. This northern limit 'rine is 'both a recommendation of the 1979 Master Sewerage Plan and a policy of the Chico City Council, Therefore, the potential build -nut for the rezone area will be less than as stated i'n the EIR. 2: Paqe-,20(b) Clarification is needed of the reference to County Service Area #46 No one on the Environmental Review Board was aware of such service areas. 3. Pate 26 The need for developing Eaton Road to four lanes given the proposed density of the Rezone Area should be discussed, 4 Page 35-A Cnrven the projected 3-8.,000 ADT fur Eaton Avenue by 19981 there is no justification for expanding it to four lanes, Particularly because the average projected ADT falls some" where near 6000 and 10,000 ADT is the service level for a four lane road. In summary, the ERB feels that the draft Elk should scale down its build. out projection for the rezone area based upon future sewer availability, In addition, the ERD feels that the EIR fails to substantiate (reference demographic data) the need for the proposed rezoning and resulting future urban papulation, The Environmental Review Board thanks you for this opportunity to comment; Sincerely, isa.M, rin .., cA L v XV` b I I Environmental Review Director's xespor1se to the letI J,,Or from the City of Chaco. 1. Due to revision of the County's land use element, however, which proposes new guidelines and policies for managing future growth, the homology of this new docv-zent with previous land use map proposals remains uncertain. This subject was recently introduced to the Planning Commission including the potential conflicts involved between 'old' map proposals and 'neer' policy and category text provisions. + After r,cnsiderable discussion, the Planning Commission elected to postpone further consideration of previous map proposals. KBnw Inter leparthiental 'Memorandum Tot Planning Comnlissioll FROM, Bob Gaiscr SU(JJF-CT1 Ravisiol's in North Chico Rezone Proposal bA'Mi May 2, 1979 The intent of the original rezoning proposal for the North Chico area was to rezone "A-211 areas to more specific zones 1,'Jlicjl we're consistent with General Plan dosignations as well as reflective- of T000nt development trends, After a review of the original pTopoial shown on "Exhibit T-1ap All from the perspectives or the now Land Use Element and R, Dixon Spoas' '"Chico Airport Environs Plan't, stafE now recommends several changes in proposed zoning, As shown on 7 r I 1B 'xh, 1 ibit Map B11 the revised proposal, would dolete two small areas from this project, add two others, and change several other proposoct zones, The northeast earlier of this project arca, bounded by Co; assot RoaLt Sycamore Creek ancl the 'Pleasant Valley Drainago Ditchl should be deleted because the desired commercial or industrial znning is inconsistent with the residential designat ions on the Land Use Plan Map and. thus requires a plen, change. At the April 18 meeting the Coimitission decided to initiate both the 1111l4wqtiiftl" Lancl Use Plan designation and a "L'mitod Industrial' I I zoning for this area ,as part of the Chico Airport Area project, Also deleted is large parcel originally proposed for 11R-3 adjacent to Highway 99. The parcel is now developed as part of the Joshua Tree Apartments" complex and was rezoned to 11-3 in August 1978 at the owner's request. We recommend extension of the project north of Raton Road to include an "A-211 area OF about 30 acres, Because of the existing single- family devolopmont-the horses found on the larger parcels, and the Low Density Residential" designation, we recommend an 11,9-R" zoning. The proposal an Exhibit M41) I I I itc].Uctos "MI -IP" zoning for 4 mobile home parks along Lassen Aventio. This classification was proviously, applied to another park in the area: and is obviously Moto reflectivo of existing JeArelopmont than the "R-3" zoning, originally proposed, The Commission s' t,tj note that one of the par . Ics proposed for NUIP is now 11C-1" (Light Commetcial))a zone which, because it allows a ,variety of commercial uses, 'is not Consistent with General Mtin designations, _The portion of the existing 11C-111 zone not included in tho mobile home park hai, recently been deVeloPdd with apartments and is thus proposed for P,-3 zoning. A cluster of singio Mobile homes off of Godman Avenne is now prnp6god for 'IRT -111) a simple change from the original "R-111 proposal, In addition, ane large parcel on tho west side of 11urnap Avonua located between a mobile home park and w3otilet group of single mohile$ I.,; also d Planning Commission Page -2 w May 2, 1970 recommended for "'RT -l►' zonIng. An area, of 10 acres onthe west side of, Morseman Avenue wrts orxittally. proposed for "R-:" bvit, because of oxisting development and adjacent zoning, is now proposed for "R-2" zoning Finally, a large area just south of Raton hood is rocommende(I for "S -R" zoning rather than the originally proposed: "R -l". The justification for this change is the large) semi -rural nature of the parcels involved and thy; extent of horses and ahricultunal uses ill the area. Jl:r . After a review of the original proposal shown on "Exhibit Plop A" from the perspectives of the new Land Use Element- anA R. Dixon Speas' "Chico. airport Envisions Plan", staff now recommends several changes in proposed zoning, As shown on "Exhibit Map B", the revised proposal would delete two small areas from this project, add two .others, and change several other proposed zones The northeast corner of this project area, bomded by Cohassot Road, Sycamore Creel: and the Pleasant Valley Draina.,,e Ditch, should bre deleted because the desired commercial or industrial zona.,,O is inconsistent with the residential designations on the Lanni Use Plan Map aLd thus requires a plan change. At the April x18 meeting the Commission decided to initiate both the "Indus trill"' Lancl Use Plan designation and a "Limited Industrial" zoning for this area. as part of the Chico Airport Area project: Also deleted is a. large parcel originally proposed for 11R -3'; adjacent to rIighway 99, The parcel is noir developed as part of the "Josftua Tree Apartments" complex and was rezoned to R-3 in August 1978 at the owner's request We recommend extension of the project north of Eaton Road to include an "A-2" area of about 10 acres. Because of the existi-.g single- family development.,the horses found on the larger pard -y8, and the "Lour Density Residential" de-signati,on we recomme-nd an ",S -R" zoning_ The proposal on txhibit %lap B includes zoning for 4 tiobile ;lode parks along Lassen Avenue . Tl is cl"ss ificntiorx t,tas pyuvidusly applied to another park in the area awl is obviously more reflective of existing development than the "R-3" zoning originally nroputed. The Commission should note that one of the paras proposed for 14 up is now "Cyl" (Light. This 9.5 acre piece o land is undeveloped, except for our two homes situated therei tae are pioneers in north Chico development. Our development of the original, larger piece of land, included Linc', -o Manor sub6ivi8ion, Hacionda Oaks subdivisions and the Apartment buildings at Cohasset and Pillsbury. These we believe to be outstanding in their attention to beauty in planning and engineering. They are older subdivisions, still a pleasure to view as you drive through. We extended natural gas and: water to the North Chico area. We also were active parti- cipants in the formation of the drainage districts: our plans now are to use the remaining land for attractive-, well -landscaped, quiet office buildings and/or small businesses. We have a prospect at the present time for office buildings. We believe the land and location are well suited to this use and that it will be in keeping with our concern for a well-- planned community. we ask the commission to zone this 9.5 acres commercial. This consists of the land owned by Norlie & s'sk, jointly, and that owned by each, separately. Sincerely, Maraf R► Sisk Miller a rwtx dog h e D. Norlie, Robert N Norlie `yy{ jo! i r,. Butte Count Land Use Element, y so that we can study more closely the implications of this rezone, Obviously, we'd rather have some defined zoning, rather than the A-2 which now exists over parts of the area.
