The rezoning known as the North Esplanade Rezoning was duly noticed in the
newspaper and 217 propertyowners were notified by postcard a copy of which
woo provided for you by Mr. Dunn:
At the Commission meeting the stuff recommendations Were made dart of the

Z recognize 'hat the Planning Commission has to depend upon staff for -the
basic information on which to make their determination., but T do riot believe
that the Planning, Commission is led by staff recommendations or for that
matter onVironmental impact reports. 1 believe tbey, the Commission, tale
the information presented to them and make individual decisi=o . 1 Would
also suggest that had the Commission felt that their recommendation to the
Hoard of SuperVisors, for an alternate type of zoning was a. radical modifi-
cation from the initial presentation that they would have recommended that
new hearings be established. The Commission, as you know Bobs has in the
past taken this position where in their opinion there Wore major changes
to ;proposals.
I could not agree with you more, that property owners are entitled to protect
their interest in their properties and that the public hearing process is
one vehicle by Which their concerns may be expressed, but !,do disagree
that support or disapproval of any proposal: is only presented at a 7:'30
meeting before the Planning Commission, quite the contrary the Commission
often receives letters from interested citizens whose propellty is affected
by a propoaali slating that they are in favor c=, or opposed to the proposal.
All correspondence is teat into the record which gives the Commission the
benefit of aa .itrdi.vid.ual,s request for his property without the individual.

Obviously Mr. Dunn is not happy with the Commission's actions and will petition
that the Board recommend his cl.ient's property back to the Commission for
