' 739 APPEARANCE: LOUIS CAMBNZIND,, JR.
Mrd camenzind epalte regarding the proposed rezone of land on
Midway and Hwy 994. As this rezone would affect the future as well as
a large tyumber of neighbors the iron should be studied'and reviewed
it Appears that consideration is not being given on an equitable basis,
He questioned the number of signAt_ures on the petitions presented.
There is A large number that do not live in the rezone area, There are
Also several, 3i$natures that represent a lot of owners of small parcels
residing on ,tones Avenue outside the rezone area. The area between
Jroville and Chico highway was recommended for "A-5" zoning. There are
44 parcels in the area and 39 will be nonconforming. He questioned the
Board regarding the committee that was formed to study this matter.
Supervisor Winston advised 14r. Camenzind that this action was
before the Board a couple of weeks ago. There was a request for a.
continuance. The Planning Commission was instructed to give priority
to planning problems in south Chico area. He understood that they have
given priority and staff has made certain recommendations that will be
considered at the Planning Coimnission hearing tomorrow night.
Mr. Chmonzind stated that he had been Advised by the Planning;
staff that he would not be Able to speak at this hearing. He wo}rd like
to be able to speak and requested to be placed on the agenda and was
advised that the agenda had been made up Everyone is concerned with
preserving prime agricultural land. He recommended that the Midway and
property between be placed in "A -R" zoiing because it is a natural
transition taking placed He recommended that the west side of
Midway be zoned "A-16011 so there would be no opportunity to sell 20 acres.
it would be none onformi:ng under the "A-5,"

there was no way to physically achieve zoning in that time but that
it is possible to have a firm proposal, at that time.

(102) stating that there was no project pending on which. the Board'.
could base urgency powers and suggested that the area be monitored
through building department applications for projects that would not
ord:inarly go to the Plani.ing Commission.

si.malar tothose held for other areas of the county and, that in-
