Creek t8tates. This method imposes a financial hardship on Butte Creek Estates. Although U.4h the Fstates propose to develop a residential subdivision it- a, sewer system is available, shc, .1dering the entire financial burden for that sewer system would render the subdivision economically, unfeasiblei B. Assessment District An assessment district could be formed to finance, the sygterni All the properties that will eventually use the system would be members of the district: Payback by the members would be over a period of years; However, some of the properties involved will not be in a position to develop the land at this time. It is likely then, that those prorierties would balk at being included in the district. I Reducing the num')er of participants in the district would increase the cost to the remaining members, but would not appreciably change the design of the system. The overall cost of the system would remain substantially the same,. C. Butte Countv-Property Owner cooperation, Butte Creek Estates could enter into a cooperative itLgree- ment with Butte County whereby Butte Creek provides a por- tion of the cost; $230,000, and Butte County provides the remainderi $420j000, from the Public Works Improvement Fund. The fund will be replenished as each additional uitit or acre connects to the system. Connection fees will be fixed so that the County's investment Will be substantially returned by the time that 60% of the area has connected to the system (5 to 6 years from date Of installation). Suggested connection fees ares l) Industrial. Use: $865, /acne 2) Residentia Use: $350/unit 3') school Use. $450/acre These fees would be in addition to fees required. by the City of Chaco for each connection. Payback to the County is shown in the Appendix. 4i. There are two practical ways of providing maintenance for this systert. They are: a) County Service Area Maintenance of the proposed system could be provided by forming a County Service Area. ;he City of Chico has indicated that it would entertain a request to Provide maintenance for a service area on a contract basis., , The City already maintains a large sanitary system and has trained personnel and approptlate equipment to readily maintain the proposed system. This would eliminate a large capital Outlay for maintenance by the service area: lie anticipate that the City will waive a portion of direct service charges to the users if a separate service area is formed. b') Annexation Annexation to the City of Chico of all the proper'tiot on the west side or Highway 998 along the sewer main route would turn the maintenance of the system over to the City. Regular sewer service charges would be charged to those properties connect6d to the system. Annexation at. this time may be opposed by the property owners because of the increase in property taxes. The City of Chico may not seek the annexation because'of the increased demand that would be placed on its police and fire services. 5 CONCLOSIONS li Install.ation of a sanitary sower system andconnection to the Citof Chicas system i is practical:. ' 2. The cost of the ,proposed system, including engineering, ease- q eqt, is approximately $550,Op0 and environmental asse.�sm ment ac uisa�tx.ort 3. The most feasible method of financing the project is through a joint property owner -County of Butte agreement with the costs shared 35% - 55% 4. The system will be operated and maintained as a County service Area, 'rhe service area will contract with the City of Chico for the work. RECOMMENDA'T'IONS Engineering investigation has shown that the area in question can be served by the City of Chico's sanitary sewer system. A combination gravity -pressure system would be required to provide this service: The estimated cost for this system is $050,000. The property owners adjacent to the system have eXpressed interest in participating in the cost of the system, but only as they develop the properties; Butte Creek Estates Will invest $2,30,000 to initi- ate the project. In order to insure that the sanitary sewer system gets installed, we matCe the following recommendations A, Butte Creek Estates and Hutto County enter into an agree meat which contains the following provisions-. 11) No design or construction of the system Will begin until nutte creek Estates advances $230,000 to Butte county, 2) Upon receipt of the $230,000; Butte county will initiate the design of the project; either "in--hou-011 or by employing a consulting engineer, at the option of Butte County: 3) After completion and approval of the plana and speer fications, Butte' County will advertise for bias. -6- h) )Butte County will enter Into an a9tc2ernent with they, City of Chico. This agreemcntwi11 �nclucte the following provisions a) The City of Chico will accept sewage from the area in question. b) butte County Will form a maintenance and operations service area which will encompass all lands that, are: potential users of the proposedsysteitt., c) Butte County will enter into a contract with the City of Chico to provide maintenance and operation of the s;yetem d) The City of Chico will wave a portion of the annual service fees for properties within the service area,.
