Currently there exists a "not a throuG4 street" sign for traffic entering Entler Avenue from Midway. There is not a left turn pocket on the Midway at Entler Avenue and there have beet tumor I ous accidents in the last two years at this intersection. The Chico Office of the California Highway Patrol could provide the exact number of injury and non -injury accidents for this area.. Your expertise in traffic and roadway uselage undoubtedly brings -to mind many possible solutions to this traffic problem. I would like to. Vvesent the following solutions for your c'nsideration to this problem and - realize that I am not an expert in this field and these ar- only* layman solutionsi I truly believe that ;your department will consider all patter bible slutons anexd you will -bake the appropriate action in this ossi maseod solutions pertise. 1. Restrict hrafficci of Entler Avenue by posting signs prohibiting through truck signs commonly read 'ono through trucks". 2. Placing a weight restriction on vehicles using Entler Avenue, but this would. cause problems with current agricultural uses in this area and is probably not workable. 34 Placing a road baPrier, stopping traffic at the end of the county maintained road on the east end of Entler Avenue. 44 Implementing and posting a 25 mph speed limit on tntlot Avenue- but this would lead to enforcement problems as the Sheriff's Office nor the California Highway Patrol will be able to be present when violations would occur and by the time they would arrive it re8ponce to a call the violator would be gone. The problem of vehicles safely passing each I other would still be present. Date . Signature) For- ATTACHMENT SHEET TO APPENOIX' 16 The projrct site -today consia ts of 11000, ac of four year Old almond trees Planted on. plum root stock. The topography is level to grade, the soil stability is loarl, sand and ro(,k, The existing structures Consist OF a metal barn and a fifty year old wood frame house. 'The past, h4story I . OF the property was pasture land for livestock grazing. An alm.ond Orchard was planted some 45 years ago but was not successful because of 110ak Root Fungus" in the soil which killed the almond trees in large areas, The decline in almond prices during the early sixties completed the demise. In 1975 a new owner removed the old orchard, leveled the ground and planted new trees on plum root stock in order to prevent tree kill. However, in leveling tile Sol! mast Of the topsoil was removed frgm the south end of the property to the, north end causing Very poor tree growth and poor tree quality on the south side of the project (Considering the Mary Bill Ranch road as a co-tittr line). The present orchard was planted in 1014. Now four years old, with many CO— tural p rcblemS4 1. 15% of trees infected with Oak fungus. 2. 12% of troos , ected With bud failure a root virus. 3, Gravel and rock make up many areas in the orchard preventing Uniform irrigation,, some trees receive too much water while other trees receive too little water, stressing the treos. 4. Because the 'topsoil was removed from the south side of property, poor tree growth results in this area affecting over 30% of the trees, 5 80cause of the large rocks, cultural practice became expensive because of damage to equipment, Example: a sot of flails for a mower will last on normal soil about 850 acres before they must be replaced, Howover, at Midway orchard a set of flails are con,Ietely destroyed after one mowing or 110 acres. 64 Todayig modern farm in order to be profitable requires the prudent use of preinerge herbicides, in order to reduce tractor time. Midway Orchard's soil type Prevents the use of the best and Most practical herbicides, thereby, requiring mare tractor hours, water and fertilizer loss to weed' growth. In conclusion to strike an example, Midway grow a bean crop on the 110 acres, The beans require the equivalent water equal to 310 acres of beans On a normal toil typo. The present orchard irrigation requirements are equal I to 950 acres of trees the same age and size on normal tree soil typos: Ort? last note, this area 18 so cold that the U.S. Weather Bureau maintains permanent weather station or, the projett site thereby requiring extra frost i., taction during the spring, 4 4HY4`o 011ADIO 19,1 r}eno(►,t.qVtb) l1 f!l9Rs ♦.ti0Y+t F, o No. twp M IAMr rlbl 17r+14t6i Oroville, Title Company MAIN WPICE IW io;bin.wH POW • 0' o, 6A ill . orwllli,'CrUl6i7olw- rnn». tt« vlbl ss,ycl# Otdor No, TO: 10J 011c?1/,ILLC-,' 'rM.0 COMPANY -Chico 162510 cc: MIDWAY ORCHARDS c/o Allstate Savinga and Loan P'O' Divx 90 Chico, California 959:17 Attohtliont Nell Cottingham I Y r In respohse to the above referenced applidatiori for a policy of t1da Insurance, 00`6 lle Tula CohINAy hereby reports Oust it is pr'epaeed to issue, or cause to be Issued, as of the Meh0e0f,; a CaJiforrtla Land title Assotlation Staridard Coverage form 'Motley of 'Title insurance deseribing the land and the 8state or interest thereih her6hvifttt sct forth, insuring agalnst loss which may be sustained by reasori of ariy dektt, lien oto tnaurrtbrances not shown or ref6 red to an art Zxceptioh below or hot szcludsd front eoverago pursuant to the pHtited Sehtdules, Conditions and 5ttpulatiohs of said policy form.
