has left comments on content for evaluation by Mit Commi.tisr3ion.
Two issues generated commonts from more than ots- tif.Poncy.
Use Permits - The propo od ordi .ance would reqta i i,o a use
permit for sign which do not comply with the prov.i ions of
the ordinance. The Cities of Chico and Crovil.le, and the
Department of Public Works all suggestthat the proposed use
permit procedure is too lax. it is suggested that reJ:: elf
from the provisions of the ordinance be granted by use permit
only if certain findings of hardship are made (similar to
the findings required for a variance i5t1 Section, 24-49 of
the Butte County Code) .
Sigwu -Surface Area The prcposed. ordinance has no provisions
for limiting sign surface; area in the Commercial and Industrial.
Districts. The cita_es of Orovillo and Chico suggest a formula
which would tie sign surface area to street frontage, iiTtending
to relate the scale of the sign with the size of the property.

I've looked over the proposed sign ordinance and provide you with the follow.,
ihg comments=
I. I don't know what Chapter 24 of the Butte County Code is,
but, at all seminars I've attended, it is strongly recom"
mended that sign ordinances be made a part of the Zoning
Ordinance. This puts the weight of a lot of zoning liti-
gation behind the ordinance, and that's the re ;on Chico
relocated its sign regulations into its Zona `•° 'giance,
Ili Section IV - Variations to ordinance requi should be
based upon special or unique circumstances j to the
particular case in point. Allowing variati i i a use
permit is tantamount to saying that the reg are
minimums, not Maximums.
Ill, Section VI " I,would suggest that yon include ximum amount
of sign area per business frontage, to keep t Ign in scale
with the property upon which it is located.
IV, Section X - Sill boards are now regulated by State law - 'in
that they cannot be located along federally assisted highways
unless the property is zoned for commercial or industrial
-uses. I would Suggest that this be a minimum standard for
poster signs and bulletin signs in the County tor,;
