Problems may arise due to the inherent erosj,on potential
of the land. Erosion potential is hi Ch duo to the high
annual rainfall and the composition of the soil. Gaviota
,all in particular is surscoptablo to erosion. as it is
somewhat sandy. There is also some suspected landslide matrial
onsite, ( see below) . Annual rainfall is about 55.65 inches%e
year. About 12% of the annual rainfall becomes runoff
water. The potential for erosive action onsite ac:oeases
as the rate of slope becomes greater. Erosive action also
increases upon soil disturbances or topographic altoration.
The natural vegetation is an important factor in lending
stabI2,Aty to the soil especially on the steeper slopes.
Soil stability becomes impaired upon removal of vegetation.
Slope stability of the lands VrLthin the study area is
unloaown due to lack of specific onsite study.
These soils exhibit good drainage above the lava cap.
The moderate permeability of the soils allows for some
infiltration if conditions are right so that erosive action
is minimized. Approximately 1.2o of the annual precipitation
is available for deep percolation in the ridgoland and canyon
land areas. Effluent transport may be more rapid and far
reaching than for other types of soil due to slope, soil:
shUlowness and the water"holding capabilities of the soil;.
The project area has been surveyed and mapped for
snit./vegatation res.o Ices by the v4CLfic SQUthIYo"gt. xnret:.,

part of an area -wide study. However, this prelimina'xy"
soil surlrey has not yet been publisaed. Preliminary data
from this map were analysed with the aid of the BLM
Redding office, The preliminary analysis shows: Six
different areas of soil classification are shown on the
120 acre site. (Refer to accomranyin.g soila map and chart).
The soils in `4he study area have been given a use capability
designation of Class VII (Butte County General Plan, 19781.
These soils are ILmited to and fairly well suited for grazing,,
forestry, wil(::life habitat or watershed land uses but may
not be readily developal,.e due to limitations such as
excessive slopo,.,orosic)n potential, shallow soils and land-
slide potential.
'. Ve etation and_.Habitat s The project site is located on:
parcels of land that contain
elements of five types of plant communities --foothill wood-
land, chaparral, valley grassland, riparian and yellow
ping forest. The area is draiy:;ed by Bittle Chico Creek,
Which traveroes the site from north to south. Tile creels
itself is at an elevation of approximately 1,480 feet,
while the terrain rises to approximately 1,880 .feet or
more on, both the east and -the west sides, some of the slopes
exceeding 750 deg-lec:soo
. Pthill woodland and chapavral
dominate the alto Vtith riparian habitats following the creek:.

poothill Wooer: A significant portion c the ei.te,
particularly to 'the cast of the creek, is occupied by thiel
habitat type, vrllich in.tergrades Idth both chaparral and
yellow pine forest. The road that enters the site does
riot appear to have significantly altered the natural
habitat, but some introduced species are evident.
The most abundant species of woody plane present is the
blue oak, but valley oaks, interior live oaks, dagger' pixies,
California black oaks, California bay, burlcbrush and mat-
zanitas are also well represented.
ahaRarral: This habitat type, which becomes dense ift
pockets on either side of the creek, intergrades Faith foot-
hill woodland and valleygrassland,' It is characterized
by a relatively thick grols-th of shrubby species, including
poison oak, California buckeye, "buckbrush, scrub oak and

Valley 0-tasslandt This habitat type is found in isolated
packets 1ri.thin the chaparral and foothill woodland,
particularly tOTTard the south end of the site. It is
characterized by annual grasses and forbs that develop
rapidly in the spring and complete 'their life cycles by
summer
The dominant grasses include bromes, fescuez, quaking
grasses, hairgrasses and wild oats, Spring annuals include
various clovers, popcorn flowers, grass pinks and lotuses.
Several species of Brodiaea (e.g., Blue dicksp grass nuts,

wild buckz-rheats, tarweed and late -flowering vinegar •reed
also occur throughout this habitata

Butte fritillaria is a slender herbaceous perennial with,
an unbranohed-stem which grows from an underground bulb.
Heaves are long and narrow, usually ocourritg in whorls
on the upper two"thirds of the stem. Flowers are bell-
dhaped, usually nodding. Flowers may vary in color from
greenish -yellow to scarlet rel; and bloom from March to
June. This species is listed as endangered by the

"This report presents a preliminary analysis of the
potential groundwater supply for ind vidixal 5 -acre
lots in the Forest Ranch area of Butte County, The
focus.of the study was specifically on water supplies
from individual domestic wells. -
The potential is poor for development of adeq.uatA,
water supplies through construction of shallow
wells in the Forest Ranch area. In fact, most wells
drilled in the area are failures. Climatic, topographic
anal geologic conditions are tudavora'ble for shallow
groundwater development. Althouga average annual
precipitation is about 66 inches, only 12 % or about

The aquis3,tion of domestic water from wells on the
Farr- Terrill properly is co.nraidered possible although
not probable. The resource will remain unknown i lit' l
such tim.c as test yells are drilled.
0thor options a i.ch might be available to landowners
would be domestLc use of spring water or Little
Chico Creek 8uV4aoe water. Availability of gyrator from.
these sources has not 'Peen assessed at this time.
Water Qualiy
Erosion of areas of disturbed soil will result in
sedimernt production and. soil deposition in the
ephemeral streams and Little Chico Creek. Any
streambank disruption or alteration will, signiAcantly°
increase deposition along the waterway.
Residential use of the canyon area will also increase
theoyresidential-type pollutants finding
their way Into the watercourses (iei pesticides,
fertilizers, deter,ents, petroleum products, etc.)
Sewage --fluent may also travel rapidly through the
filtering medium it building sites are selected
In ureas of steeply sloping terrain. This migl re-
sult in an unknown degree of oontam1hati.on' to area
groundwaters and/or surface imtex,s,
Flood Hazards:
Flood hazards to people and property from Little
Chico Creek are rated as remote over most of the site
including the canyon bottomland since the creek is
confined to a well defined rock -lined channel over mast
of the diotanee It passes through the project site.
(Vor detailed information on flood hazard concerns
onsite please refer to the initial study for the
James Parr Rezone, ERD Log ;' 78.08-31-01 item 5.li.,
which is contained in the Appendicies of this report).
The bridge on Orowii Point Road over Little Chico Creek
may require improvement in the future to protect it
from flood waters. Another alternative would be the
development of a neer access road across the creek
whiclz would serve lands on the Doe Mild. Ridge. There
is presently tale of upgrading Croom Point Road in the
future, 44owever, conn 'e•te plans and financing have
not ber-• advanced. Th,,re are presently no -glans for
develol .,-nt of a new access road acro,sN t' creek.
Rare and Endangered Plant SUeciesn
The °emoval of vegetation from the site is not cone
sidered to be significant eXcept as it effects' erosion,

of important habitat4 Such a roduotion would hot

could result in the extirpation of the only kn,oirn

The greatest threat to the rare population Is Blom.
I"mprovements to the main access road into the areaa.
As the plants occur along this road, any, grading or

The loss of this population, should be considered
very oigriificarit as It is the only knom population
in the Liti,le ohico Greek Canyon. If this species
Is ever to be safe from human impacts, the preservation
of Vrell-separated natural popalatlons Is needed. It
Is only through the continued existence of such pop-

ensured.
