I Would, like to point out the water levels I remomber during
the'f100ding of Deo'. 1964 and Jan# 1965 s

one foot above the window sills. This residence is neer the PA2.,site.

Please be advised that 1 represent the Butte Creek Canyon
Citizen's Committee regarding their concerns over 'the proposed
Butte Creels East PA-C. The planting commission already had
received a substantial amount of information from the Butte
Creek Lanyon Citizen's Commit-Lee and other interested persons,
detailing their objections and concerns in this matter. This
letter is intended to supplement that input and hopefull..y
address a number of problems arising out of the project which
have not been previously raised or adequately responded too
IAc a threshhold matter; public Resources Code Section
21082.1 provides as follows: "Any environmental impact report
or negative declaration prepared pursuant to the requirement
of this division shall be prepared directly by, or under coil=
tract to, a public agency:" The document; commonly referred to
as the draft EIR in this case is almost entirely the prbduct
of Eco-Analysts, who prepare such document at the request of
the proponent. The extent to which this is true is il]ustrated.

caption to appendix 17 states that. it is the Environmental

fact largely a verbatim reproduction of a letter received by

independent product of the responsible agency as required by

question the value to the county of the proponents providing
information and data to the planning commission. However, as
stated recently in the case of Foundation for Dan .L'rancisco''s

necessary for an'e:valuation of alternative Method's of ach-
ieving those objectives..
17 Cal. Adm. Code Section l4, Subsection 15141c requires
a general, description of the project's technical and economic
characteristics considering the principle engineering proposals
and supporting public service facilities, The information
supplied to date fails to show the cost of bhe project and who
will bearthose costs,, the developer, the cOuni:Yr adjacent land
owners, or the eventual homeowner's association. Regarding the
requirement that the technical aspectsaf the project beincbt
orated in the =Rr the information supplied in man respects
is inadequate to evaluate such questions as the energy efficiency
of the structures involved, which consideration is mandated by

Title 17 Cal` Adm. Cade Section 14, Append4.X G, states
that a conflict with adopted environmental plans and goals of

Appendix 10 to the MR estimates increase in emm_issi,o
factors based ort the assumption that residents will utilize,
light duty vec, i�jles exclusively. There is no explanation in
the .report as to why this is a correct assumption. Such an
assumption does undeniably result in a more optimistic
picture than if a random sample of vehicles were used. This
portion of the 8IR: -tl.so compares only the projected increase
in emmission levels with the county wide emission levels,
naturally resulting in a minimal: iiicreaso when viewed from
that perspective. There is no discussion whatsoever of the
impart in tke Immediate area. Since the traffic 'flow will
increase by approximately one-third; (traffic report, page
