The California En ixonnental, Quality Act recogn- izes tho special long term nature of a general plan as a project. Since the project establishes long term land use policies, the mitigation measures identified in the ESR must be reviewed in a similar context. Unlike a specific development project in which mitigation measures can be attached as conditions of approval, mitigation measures in a general plan represent commitments to future actions over the life span of the Flan. Rather than duplic- ate the contents of the Impact Report these findings will make appropriate references to the document itself. Only those impacts_ identified `a�ti significant are discussed in these findings. Other impacts not found to be significant are discussed in the Impact Report.
