EXISTING LAND USE: AP 42-14-93 contains a hardware supply shop and. a welding and machine shop with access onto IV 8th Avenue. AP 42-14-5 6 each contain older liomes and outbuildings with access onto Highway 32, SURROUNDING LAND USE: Orchards to the west and south; heavy commercial and light industrial to the southeast and southwest; scatterer) residential uses throughout area. SURROUNDING FARM SIZES: 10 acre parcels to the west and south; l/s acre to 1 acre parcels to the east; I to 6 acre parcels tothe southeast. ZONING HISTORY: The parcels were rezoned from A-2 to C-2 and SR on march 30, 1976 (Ord, 91701 and 1704), SURROUNDING ZONING: C4 to the east; 8P to the north; A�-SR to the south; A-10 to the 'let. GENERAL PLAN DESIGNATION Commercial (proposed: Industrial) OPLICAELt POLICIES: The M-�2 zone would not be consistent with the current general plan designation of Commercial. Any development to com- ply with Chapter 30 of the Butte County Code, the Sewage Disposal Ordi trance and Health Department requirements,'' PUBLICWORKS "Any conditions will be met as a condition of the building PUs ANALYSIS; This is a`proposal to rezone 3 parcels, totalling 6.22 acres, from C-2 and S -R to M-2. One of the parcels presently contains a 'welding -machine shop and a hydraulic and hardware retail business. The other two parcels have older homes on them. The welding and machine shop, which manufactures farm enui.pment, is a legal pre-existing, non -conforming use established Prior to the C-2 zone. The Applicant wishes to expand his business, and was recently (November 1981) granted a building permit for the construction of a storage warehouse on the property. The proposed M-2 zone is currently inconsistent with the existing com- mercial designation of the Butte County General Plan, and with the land use recommended by the Cite of Chico. However, the Chaco Area General Flan change proposes an Industrial designation :Cor this area. Land uses along the Rwy. 32 corridor, and along W. 8th Avenue in this vicinity, are an transition. There are several commercial and light industrial businesses in the area (see Exhibit A), but they constitute only a small portion of the extensive areas designated or proposed to be designated Commercial and In.dustri.al.. There are also many residential uses including a mobile hoarse park and, apartments, and agricultural uses in this area. The area to the south and west of Highway 32, direct across from the site, is proposed to 'be designated Medium Density Residential, Many of the potential onvironmental impacts Of this project involve the eater and drainage situation in the area. Expanded industrial develop- ment would create a more intense drainage problem due to -an increase in runoff in an area lacking adequate facilities. Additionally, the Potential fire hazard would increase with the industrial development, and the nearest Eire hydrant is currently located 1000* feet away on the opposite side of the S. P. Railroad tracks. The rezone of these 3 parcels to M-2 would create a parcel by parcel mixture Of four or five different zones in the small area around Hwy. 32 and West 8th Ave. 'The Coar;iissi.on may want to consider initiating a rezone covering at least the parcels located between Rwy, 32, Wi 8th Ave, the S. P. Railroad tracks and the ptoperty to the northwest zoned A-10• These parcels can be expected to develop in a similar manner; 4f they have not already.
